Job Profile Long-Term Climate Adviser Danish Energy Agency Energy Partnership Programme Mexico Reference number: DK-04503-2018/MEX.01-W 1. Preliminary 1.1 Short background: A long term adviser is required to support the implementation of the Danish Energy Agency Energy Partnership Programme in Mexico and to provide technical assistance to Mexico s Ministry of Environment and Natural Resources (SEMARNAT) and the National Institute for Ecology and Climate Change (INECC). The adviser will be a full time international adviser employed by the Danish Ministry of Foreign Affairs and based in SEMARNAT. The adviser will refer and report to the Director General for Climate Change Policies at SEMARNAT. The long term adviser for the programme posted with SENER will provide supervision to the climate adviser in coordination and reporting. 1.2 Purpose of memo: This Memo describes the main tasks involved in the position and the qualifications required for the position. 1.3 Expected composition of the selection committee Applicants for the position will be selected for interview by the Danish Ministry of Energy, Utilities and Climate, the Danish Energy Agency and the Danish Ministry of Foreign Affairs, following consultation with the local authorities, who will also be represented at the job interview. Mercuri Urval will participate in the process of appointment by conducting personality tests and test interviews with the selected candidates, as well as taking part in the final interview. The final interview panel consists of: representatives from Ministry of Energy, Utilities and Climate, and the Danish Energy Agency, a representative from SEMARNAT, representative(s) from the Danish Ministry of Foreign Affairs and the consultant from Mercuri Urval A/S in charge of the recruitment process. 2. The programme 2.1 The programme in short: Since 2012, the Danish Climate Envelope, through the Ministry of Energy, Utilities and Climate, has financed energy and climate related programs in Mexico (DKK 45 million), Vietnam (DKK 65 million) and South Africa (DKK 40 million). In addition, the Danish Energy Agency has provided technical assistance (DKK 40 million) to these three countries and China. The Danish Energy Partnership Programme will be implemented through an

integrated government-to-government cooperation approach, designed to provide mainly technical assistance in a peer-to-peer manner, in the same countries; China, Vietnam, South Africa and Mexico. In Mexico, the primary focus will be on 1) renewable energy (modelling, bioenergy and power system development), 2) energy efficiency (modelling, industry and buildings) 3) climate change mitigation related to energy (modelling and implementation related to Mexico Nationally Determined Contribution (NDC). The Partnership Programme in Mexico will be supported by two international advisers, one with focus on energy efficiency and renewable energy (a Long-Term Senior Energy Adviser stationed with SENER), and one with focus on climate change mitigation measures (a Long-Term Climate Adviser stationed with SEMARNAT). The Long-Term Climate Adviser will support implementation of the Partnership Program s Development Engagement on Support to Climate Change Mitigation Measures. The Energy Partnership Programme is a 3 year programme, from Medio 2017 to Medio 2020, and financed with DKK 115 million through the Danish government s Climate Envelope. The programme in Mexico has been allocated a total of DKK 34 million. 2.2 Requirements and expectations from the relevant parties The objective of the adviser will be to assist SEMARNAT and INECC in implementation of the programme with focus on supporting activities within energy related climate change mitigation measures, viz. the Development Engagement 3 under the overall programme. The adviser will monitor and report on progress to the Danish Energy Agency, SEMARNAT and INECC. Besides coordination, the objective of the adviser will be to serve as technical expert to one or both of the core interventions i.e. 1) Identification of NDC actions related to energy and input to SEMARNAT for the development of national strategy on climate change; and 2) Modelling of NDC energy related measures and data quality improvement. This could include specific support to modelling of GHG-emissions reduction costs related to the Mexican NDC; sector specific analyses; strategic input and sparring with partners on issues related to NDC implementation. 3. The position 3.1 Title: Climate Change Adviser 3.2 Place of service: Ministry of Environment and Natural Resources, Mexico City, Mexico 3.3 Terms of employment: Contract period: From agreed commencement till end of programme by June 30, 2020. For more details please refer to Danida s Staff Regulations - Advisers on Long-term Assignments (http://amg.um.dk/en/technical-guidelines/technicalassistance/). 3.4 Area of responsibility/tasks The main responsibility of the adviser will be to serve as 1) Expert on modelling and analysis with SEMARNAT and INECC on climate change mitigation related to energy and through on-the-job-training build capacity with the staff at the two institutions working within these fields, and 2) Adviser to SEMARNAT and INECC on programme coordination and implementation.

As adviser on technical issues on climate change mitigation measures, the adviser is expected to: Provide substantial technical assistance and contribute to strengthen the capacity in the work on energy related climate change mitigation, and in close cooperation with Danish Energy Agency experts as well as other international and national experts and the Energy senior adviser stationed with SENER. As part of this, the adviser shall: o Contribute to strengthening the capacity of INECC and SEMARNAT within energy related climate change mitigation analyses, modelling and scenario development, analyses of cost efficiency of mitigation measures etc. o Support SEMARNAT and INECC in translating modelling results and technical findings into policy options that can serve to improve the enabling environment for GHG-emissions abatement technologies. o Support drafting ToRs for technical assistance and other inputs from the programme. As adviser for the Energy Partnership Programme and as supporter to implementation, management etc. the adviser is expected to: Keep updated on energy related climate change mitigation policy development in Mexico and establish in cooperation with the Long Term Energy adviser- a personal network with development partners, civil society organisations and private sector actors; Provide advice on programme-wide strategic issues based on Danish and international experience from climate related low-carbon energy transitions; Coordinate the international missions to Mexico in relation to the program (from cooperating consultants and the Danish Energy Agency); Follow up on progress in activities under the development engagement 3 on climate change mitigation measures; Identify needs for and facilitate delegation visits to Denmark in collaboration with the Long-Term Energy Adviser; Advise implementing partners on - and actively participate in - dissemination of results and inclusive stakeholder consultation processes of outputs generated under the cooperation with SEMARNAT and INECC. Participate in the working groups under the programme, and prepare for Steering Committee meetings together with implementing partners and the Long-Term Energy Adviser; Advise on the Partnership Program implementation in a cohesive and coordinated manner that aligns with Mexican plans and priorities; Together with the Long-Term Energy Adviser, actively explore possibilities for the engagement of Danish private sector actors in programme activities under the development engagement on climate change mitigation measures; Actively explore synergies between the partnership program activities and multilateral fora, and cooperation where Denmark is active; and Together with the Long-Term Energy Adviser coordinate with the Danish Embassy in Mexico to explore synergies between the partnership programme and activities carried out by the Embassy.

3.5 Success criteria Expedient delivery of technical inputs required for the completion of programme activities under the work on climate change mitigation. Successfully coordinate with Mexican partners and stakeholders and the Danish Energy Agency. Successfully assist SEMANAT in translation of technical results into suggestions and concrete options for policy inputs. Successfully contribute to build capacity at INECC and SEMARNAT through working with staff on analysis, modelling, data etc. as per the work programme for development engagement 3. 4. Demand profile/qualifications 4.1 Requirements and expectations concerning the formal qualifications of the candidate As minimum a master level degree of corresponding qualifications in energy/environmental management, economics, political science, engineering, and/or subjects relevant to energy and climate policy development and planning; Experience in working with one or more related is fields is a requirement, such as: energy sector modelling (knowledge of models such as e.g. Times, Balmorel), climate change mitigation actions and international climate change mitigation policy related to energy; Solid knowledge of and experience with Danish and international climate and energy policies and the Danish energy sector is a requirement; Experience in working with development programmes and/or government-togovernment cooperation/programmes is a requirement; Fluency in English, written and spoken, fluency in Spanish is an advantage but as a minimum a willingness to attain fluency will be required. Fluency in Danish an advantage. Good written and verbal communication skills is a requirement; Experience of working with Danida will be an advantage; Experience from developing countries, preferably Latin America will be an advantage; and Knowledge of the Danish energy technology sector and service providers will be an advantage. 4.2 Requirements and expectations concerning the personal qualifications of the candidate: Openness towards and understanding of different cultures and capacity to work in a different cultural setting; Inter-personal skills with a high level of initiative and diplomacy; Ability to work as part of an interdisciplinary team with relations to different ministries and stakeholders; and Proactive and flexible attitude, adaptability, social sensitivity, with respect for other cultures.
