Background Launched in 2015, Promoting Social Cohesion in the Arab Region is a regional project that aims to promote social cohesion, with a focus on equal citizenship, trust among citizens as well as between citizen state; respect for human rights, economic social equality; pluralistic acceptance of the other, of different faiths, confessions, ethnic backgrounds, political ideologies. This project intends to work on the question of social cohesion by providing an inclusive space to convene key actors, of government civil society, as well as religious leaders the private sector, both at the regional national levels to facilitate platforms of engagement forums for solutions in order to support concrete initiatives on the ground. Through a regional approach/modality, multiple stakeholders can exchange experiences, provide peer review support, find inspiration from other contexts. Building social cohesion defined as trust, a sense of belonging, the willingness to participate along vertical horizontal lines of interactions among members of a society helps reduce social tensions, resolve prevent conflicts. Acknowledging the particular vulnerabilities challenging social cohesion in crisis post-conflict recovery settings, the project thus will seek greater understing on the linkages between social cohesion, tension conflict prevention. The project intends to deliver results through knowledge generation contribute to a better understing measuring of the concepts related to social cohesion, with emphasis on equal citizenship, taking into account regional, national local contexts while benefiting from the international experience in this regard. B. Scope of Work Within the scope of the Promoting Social Cohesion in the Arab Region project, UNDP has initiated discussions on the development of a measurement instrument of social cohesion on a regional national level based on feasibility across the Arab Region. These discussions are premised on a shared understing of the social cohesion concept its relationship with inclusive development, especially in a context where the United Nations will be endorsing the Sustainable Development Goals (SDGs) in September 2015, with SDG16 dedicated to peaceful inclusive societies for sustainable development, provide access to justice for all build effective, accountable inclusive institutions at all level. The objective of developing a measurement instrument or index is to determine the indicators which can be utilized to measure changes in certain dimensions of socially cohesive behavior as well as of a socially cohesive society over time in response to policies as well as possibly programmatic interventions. The aim is to underst the present state of social cohesion in target geographies populations, including at country, sub-regional, regional levels, to track any future improvement or deterioration in social cohesion, to be able to better substantiate the reasons for these changes. Indicators will be identified or developed that take into account the particular context data availability. 0

2 The Lead Data Analyst will be working in a team supporting a Senior Social Cohesion Expert who is leading the work which for the Lead Data Analyst includes exploring relevant databases perception surveys, advising on the construction of multi-dimensional indices, conducting econometric statistical analysis, develop a central data repository on the databases used, co-drafting statistical technical notes on the data analyzed, supporting the overall process of constructing validating the index based on existing databases. C. Expected Outputs Deliverables The process will include the minimum following steps: Contribution to a desk review, including mapping of measuring validating social cohesion indices, relevant databases indicators, other useful data-related input identified by the Senior Expert or suggested by the Lead Data Analyst. Develop a data repository based on the desk review, which will be used for the econometric statistical analysis. Advise on the technical process of developing validating a multi-dimensional index. Conduct econometric statistical analysis in coordination with the Senior Expert, including data validation quality assurance exercise. Support the Senior Expert in drafting the technical notes on the data analyzed index constructed Lead the drafting of the statistical notes for the proposed index. Incorporate feedback on the proposed methodology from relevant stakeholders, including the Expert Panel UNDP Country Offices. Institutional Arrangement The consultant will work under the guidance of the Social Cohesion Senior Expert direct supervision of the Social. The supervision will include approvals/acceptance of the outputs as identified in the section C above. Upon contract, the Consultant is expected to deliver a detailed time lime in line with the expected outputs deliverables schedule above to be approved by UNDP-RBAS. The consultant is required to maintain close communication with the UNDP-RBAS on regular needed basis at any period throughout the assignment in order to monitor progress. In the event of delay, s/he will inform UNDP promptly so that decisions remedial action may be taken accordingly. E. Duration of the Work The duration of the work is expected to be 55 working days from the start of the contract. The deliverables identified above will be scheduled in a timeline agreeable to both sides within this period. 2

4 F. Duty Station The consultancy will be home-based with frequent travel to Amman or Beirut for an estimated total duration of 15 days (3-4 travels throughout the assignment). UNDP will cover travel costs in accordance with its Rules Procedures. Along this line, the selected consultant should only address costs required for the delivery of works needed as per Section (C) in her/his proposal respectively. Certain activities may require travel to other countries in the region for Experts Group meetings, visits to UNDP country offices etc. Such missions will be planned budgeted for on an ad-hoc basis. If needed, UNDP will provide office space logistical resources to be used by consultant. G. Qualifications of the Successful Individual Contractor i. Work Experience Minimum five years of professional experience in data analysis, econometric analysis research. ii. Functional Competencies Proven econometric, data analysis data visualization skills. Excellent comm of statistical analysis package (SPSS or similar software) is a requirement. Conceptual understing of issues of social cohesion, social justice, human security inclusive development an asset. Experience leading or supporting assessments quantitative research. iii. Education: Advanced university degree (Master, PhD) in economics, econometrics, data visualization, quantitative methods in social sciences or other closely related field. iv. Languages Fluency in spoken written English is a must. Good comm of the Arabic Language is a plus. H. Scope of Price Proposal Schedule of Payments As per section F, all travels related to project implementation with prior approval will be covered by UNDP in line with the UN rules regulations.
