Terms of Reference Knowledge Management and Communications Specialist Low Emission Capacity Development Project Position Information Title: Communications specialist Type of contract: IC (Individual Consultant) Expected Start Date: 23 th February Duration of assignment: 70 days (8 months contract) Background The focus of the Low Emission Capacity Building Project in Uganda is to strengthen the technical and institutional capacity for the development of a greenhouse gas (GHG) national inventory system, nationally appropriate mitigation actions (NAMAs), and the associated measuring, reporting and verification (MRV) systems. It responds to Uganda s socio-economic development challenges pertaining to environment and climate change as captured in the country s five year National Development Plan 2010/11 2014/15 that emphasizes, among others: developing national capacity to deal with climate change challenges; ensuring climate proof development planning; and promoting low carbon economic development path. It further responds to capacity gaps in establishing a national GHG system as identified in the Initial National Communication (INC) to the UNFCCC. Working under the direct supervision of the Project Manager, the Promotion and Knowledge Management Consultant will provide technical knowhow for capacity assessment and for planning, design and implementation of the learning and Knowledge Sharing aspect of the Project. Under UNDP policy guidelines, activities should be dedicated to capturing best practices and lessons learned, and raising the visibility of the project both internally and externally. Results from the project will be disseminated within and beyond the project intervention zone through existing information sharing networks and forums at the sub-national, national, regional, and global levels. The project team will also identify and participate, as relevant and appropriate, in scientific, policy-based and/or any other networks, which may be of benefit to project implementation through lessons learned. The Project Manager and the Knowledge Management & Communications specialist will also work closely with the project management unit to organise the launch of the Low Emission Development and the Private Sector LECB workshop. Detailed Consultancy Activities Work proactively with programme and project teams to identify opportunities for capturing and sharing knowledge, and disseminating information about major progress and results. Develop and maintain an LECB events calendar, ensuring that major events are identified early; supports senior management and relevant programme teams 1
to develop and manage messages and information material to ensure the success of major events. Advise the project on branding and publications policy and also assist in their dissemination. Develop and maintain contacts with key print and electronic media (including radio, TV, news websites and blogs) to supply them with newsworthy material about the LECB work in the country. Ensure that all outreach information material to be used by the media is written in a way that concepts and issues can be readily understood by the public; Research and identify media stories, writes and edits media releases, and feature stories within tight timeframes which consistently meet agreed corporate standards. Commissioner, Climate Change Department and will be facilitated through the Project Management Unit for his/her day to day and field requirements including: transport, per diems, stationery and other logistics needs. Contractual issues will be managed by UNDP. Required Experiences, Competencies and Skills Education: Bachelor degree in journalism, communication or related area Experience At least 5 years of relevant experience in journalism or in corporate communications Solid understanding of climate change issues. Demonstrated experience in developing content that clearly communicates ideas and experiences for media, web, print production, and audio-visual productions Language Skills Fluency in English is a must. 3

Evaluation Method and Criteria Cumulative analysis The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable, and; Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Technical Criteria weight; - 70%; Financial Criteria weight; - 30%.
