Lombardia - Territorial and institutional context Population: more than 10 million citizens Area: almost 23.800 km² Population density: 419,65 inhabitants/km² Provinces: 11 + 1 Metropolitan City Municipalities: more than 1500 Local Prosecutor s Officies: 13 General Prosecutor s Officies: 2 Lombardia is the first Italian region for population and for the number of local institutions, the second for population density (only after Campania) and the fourth for area (after Sicily, Piemonte and Sardinia) 2

Lombardia Environmental Pressures Factories: almost 100.000 Farms: approximately 50.000 IED installations: 1800 (35% of the national amount) Seveso Plants: 300 (more than 25% of national plants) moreover: 50 lakes 6000 km of rivers and a long network of canals (nearly 200.000 km) Surface water: 400 monitoring points lakes and rivers Underground water: almost 500 monitoring points Water treatment: more than 1100 controls on urban water treatment plants 3

ARPA Lombardia ARPA Lombardia was established in 1999 by Regional Law n. 16 (subsequently amended and supplemented by Regional Law 14/2010) and became fully operating in 2000 The Agency is part of the Lombardy Region governance system, i.e. it is one of the public institutions that takes part in decision-making process ARPA is a Public Institution with administrative, organizational, technical and economic autonomy www.arpalombardia.it 4

National System for Environmental Protection ARPA is a member of the National System for Environmental Protection (SNPA), established in 2016 SNPA is a federative System which is aimed at joining detailed knowledge of the territory and local environmental problems to national prevention and protection policies It s a real network system that can be considered as a «new identity», which unifies the skills of each single Environmental Agency of Italy and of the Italian National Institute for Environmental Protection and Research (ISPRA) 9
