B O I S É N E R G I E Stakes The 000-006 Wood-Energy programme Wood is one resource capable of meeting the challenge in terms of energy and environmental protection in the st century. The EC White Paper forecast a doubling of renewable energy by 00. Wood, which today accounts for 5% of energy used worldwide, is set to become one of the main resources used. In France, bearing in mind the quantity used each year and the effect of its use in reducing carbon dioxide emissions, plus the jobs it creates wood-energy is already a firm favourite. Expanding its use will benefit the forestry industry, rural producers and manufacturers of by-products. Domestic heating The aim is to improve the amount of energy produced and the overall environmental performance of wood, without reducing consumption. Industry The aim is to encourage businesses to define their needs and add value to non-crushable byproducts by using them to produce their own energy supply. Local authorities and service sector The aim is to install wood-burning boilers to heat public and service sector buildings by raising the awareness of those responsible for awarding contracts, and set up supply chains for biomass fuels.
3 Results Results per sector Domestic heating After a drop during the 990s, figures since 999 of sales of wood-fuel domestic heating equipment (closed heaters, glass-door fires and stoves) have shown a significant rise. These are found mainly in timber-based industries and in timber crushing plants. This amounts to a total power output of.5 gigawatts. In the primary and secondary wood processing industries, the increase in the number of wood-fired boilers and energy produced has reached 5% per year Results of a call for carbon energy projects (APEC) was 6 submitted of which 5 were selected; 9 projects pending (66.5 K of aid from ADEME); and 35 projects begun (,69 K of aid from ADEME).
Local authority and service sector wood-fired heating systems At the end of 00, the number of local authority active boilers was 6, producing 30 megawatts. This is an increase of an average of 3% year on year since 000. By the end of 00, the target had already been met for the number of boilers being financed (,090). By 006 however we still need to generate a further 80,000 TOE. However, when it is burned in one of the less sophisticated systems, unburnt particles are produced and minor local pollution occurs. That said, as the quality of equipment increases, pollution levels will drop. ADEME is working towards this aim. Supply Since 99, ADEME has been encouraging the owners of the raw material to rethink their organisation and, between 000 and 00, several supply companies were created. Today the figure stands at more than 60. As they have become increasingly large their operating area has become wider and they now exist at national level (see map next page).

6 Quality charter for domestic use A labelled, branded promotion scheme Since 000, a quality aspect has been included in the promotion of wood-energy and operates on two fronts: The Flamme Verte (Green flame) label. In an attempt to encourage manufacturers to market the most efficient heating equipments, the main European producers, ADEME and SER (Renewable Energy Association), have joined forces. The aim: to promote wood-fired heating as modern and efficient; improve the relationship between distributors, installers and service companies, and make customers better informed by using an identifiable labelling s y s t e m ; Recognition by the French Standards Institute (NF). The aim here is to raise the professionalism of the heating wood market by improving the quality of the wood available, the way it is produced and marketed. It will also raise awareness among consumers of best practices for environmental protection such as buying only wood that is dry and clean. Support Information and advertising The ADEME is responsible for delivering and managing the 000-006 Wo o d - E n e r g y Programme. The Agency has put together a coordinated programme and is supporting several working groups as well as a number of publications and events. The advertising campaign for the Flamme Ve r t e and the NF label for heating wood uses various ways of getting the message across to the public such as advertisements, leaflets and posters and is part of a national strategy. The ADEME is also involved in coordinating R&D programme and providing input into legislation and standards for heating-wood.
