Job Description / Executive Director EXECUTIVE DIRECTOR ELBA/NEW BROCKTON HOUSING AUTHORITY FLSA: Exempt NATURE OF WORK: This is administrative and supervisory work at the executive level managing and directing the operation of the Elba/New Brockton Housing Authority. The Executive Director serves as the Secretary to the Housing Authority Board of Commissioners, and is responsible to the Board for carrying out their policies, procedures and directions in accordance with the Department of Housing and Urban Development rules and regulations. MAJOR WORK BEHAVIORS AND TASKS: The following list was developed through a job analysis; however, it is not exhaustive and other duties may be required and assigned. 1. Approves the hiring, discipline and termination of all employees of the Housing Authority (HA) in order to ensure all HA policies and procedures are followed. 2. Directly supervises all staff including monitoring and evaluating work, assigning work, and setting standards for quantity and quality of work. 3. Recommends and/or approves training required to maintain or upgrade skills. 4. Enforces HA and HUD polices and procedures. 5. Conducts administrative hearings with employees charged with violating HA policies and procedures. 6. Counsels employees concerning work performance. 7. Approves all changes in employee compensation and classification. 8. Conducts staff meetings in order to discuss, evaluate and/or implement HA programs, polices, and procedures. 1. Directs and controls all housing programs for eligible residents and applicants. 2. Establishes Occupancy Polices and Procedures to include internal policy for occupancy grievances or complaints. 3. Resolves occupancy grievances and complaints as needed. 4. Meets with residents and community organizations in order to hear grievances, answer questions, give and receive information, provide support and solve problems. 5. Establishes and maintains working relationships with HUD and other federal, state and local officials interested in the programs of the Authority. 6. Oversees the application, implementation and interpretation of all federal, state and local guidelines pertaining to low-income housing. 7. Prepares short and long-range plans for the organization, such as modernization and social services programs. 8. Analyzes data and other types of information such as occupancy rates, accounts receivable, and cost ratios in order to enforce standards, monitor production, control costs or provide justification for irregularities. 1. Job Description / Executive Director 4. Provides information and guidance to the Board members in order that they make informed decisions and establish policy. 5. Conducts research into problems or issues coming to the attention of the Board. 6. Receives guidance and direction from the Board concerning short and long range planning. 7. Directs the preparation and maintenance of the official minutes and related records of Board meetings. 8. Implements polices and procedures established by the Board. 9. Presents the annual operating budget, budget status reports and other reports as required or requested to the Board. 1. Prepares and administers, with the assistance of the fee accountant, the annual operating budget and budget revisions in order to ensure proper management of all HA funds, securities and other assets. 2. Monitors expenditures and income throughout the year in order to anticipate potential problems. 3. Approves major expenditures of funds. 4. Analyzes budget estimates to include maintenance, information systems, personnel and benefits, equipment and supplies. 5. Reviews previous year's income and expenditures. 6. Evaluates new or proposed HUD guidelines that may affect future funding requirements. 7. Serves as contracting officer of the Authority, including participating in architectural solicitations, contract procurement and inspection of finished products. 1. Supervises the preparation and maintenance of a variety of records such as correspondence, federal regulations, contracts, reports, schedules, and minutes. 2. Writes letters, memoranda, reports and other written communication. 3. Reviews and/or approves written documents such as reports, schedules, purchase orders, personnel action forms, and minutes. 4. Serves as the official spokesperson for the Elba/New Brockton Housing Authority KNOWLEDGE, SKILLS AND ABILITIES Knowledge of Department of Housing and Urban Development rules and regulations pertaining to low-income housing. Knowledge of local, state and federal laws, regulations, principles and procedures relating to governmental budgeting, accounting and procurement. Knowledge of modern business management principles and procedures. Knowledge of state, local and federal laws and regulations pertaining to employment and benefits. Knowledge of construction and state, federal and local codes pertaining to construction and renovation. Skill in written and oral communication as needed to exchange information and ideas with individuals of varying educational and socio-economic backgrounds. Ability to operate office equipment such as computers, copiers, printers, fax machines, and/or telephones. Ability to inspect housing authority buildings and grounds as needed to conduct quality control inspections of Public Housing facilities. Ability to read, analyze and interpret complex written material such as housing publications and/or HUD rules and regulations. Ability to interpret local, state and federal laws, rules and regulations for employees, Board members and the public and to apply them appropriately to specific situations or circumstances. Ability to develop and implement policies and procedures as needed to provide guidance and direction for the organization. Ability to coordinate employees, equipment and other resources as needed to handle multiple priorities. Ability to analyze and evaluate statistical and economical data as needed to develop budgets, operating plans and make decisions. Ability to conduct research using administrative or legal sources. Ability to establish and maintain effective working relationships with employees and the public. Ability to handle working in and around Public Housing facilities to including working in dirty environments, and dealing with difficult or irate Public Housing tenants as needed to resolve housing problems and/or conduct inspections. MINIMUM QUALIFICATIONS: Must have a Bachelor's degree from an accredited four-year college or university (preferred degree in Public or Business Administration, Planning, Social Science or related field) or a work history of progressively responsible management, leadership and/or supervisory experience, must have the knowledge, ability, and skills necessary to function in current electronic environment. SPECIAL REQUIREMENTS: Must have a valid driver's license and an insurable driving record for the last three (3) years, and maintain such driving record while employed by the Elba/New Brockton Housing Authority. Must be bondable and insurable by the insurance carrier of the Elba/New Brockton Housing Authority. Must live within the Elba/New Brockton area.
