National circumstances Area - 29.800 km 2 Population 3.2 mln 65% of Armenia's population lives in urban areas. Total GHG emissions in 2000 makes 6635 Gg CO2eq 40% of the national energy saving potential is in the buildings, an equivalent of 402,000 toe or 944,000 t of GHG emission reductions annually GHG emissions are growing most intensively from residential sector and transport sector

Working with Municipalities (1) Demonstration projects are regulated by the exchange of Letters of Agreements with municipalities/ communities and condominiums with clear identification of respective functions and financial obligations. Yerevan Municipality and UNDP Armenia signed MOU on 28.12.2005 with annually developed work plan. UNDP Project promoted Public Private Partnership between energy service companies and Municipality to perform district heating rehabilitation, energy efficiency improvements and renewable energy introduction: 1. Avan residential area, 2. Local boiler houses in Khanjyan and Avetisyan streets, 3. Heat supply master plans for 4 communities of Yerevan Energy Center in Avan Armenia - Improving Energy Efficiency of Municipal Heating and Hot Water Supply UNDP/GEF/00035799 project 9

Working with Municipalities (3) Goris town: Three lateral LoI between Syunik marz administration, Swiss Development and Cooperation Agency and UNDP Armenia for demonstrating advantages and energy saving potential of integrated building design approach via implementation energy efficiency improvement measures in social residential building ( Improving Energy Efficiency in Buildings UNDP GEF/00059937 project). Course of Action in Aparan Town Cooperation with Aparan Municipality was initiated in 2007, when the Project has provided gas meters to support the start up of boiler houses serving ## 12, 14 and 46 on Baghramyan Street. In 2008, the Project has supported the reconstruction and startup of central heating system of the multi apartment building #46 on Baghramyan Street (boiler house, internal and external heat networks). In 2009 2010 heating season, the Project has performed monitoring of the systems operation and revealed that poor condition or absence of entrance doors and windows increases heat consumption by about 20%. In August 2010, the Letter of Intent was signed between UNDP Armenia and Aparan town municipality to reconstruct natural gas supply system and to improve energy efficiency of the buildings with central heating on co financing basis. Energy Efficiency Improvement Measures The Project s Activities (covered about 90% of respective costs): Entrance doors and windows of 9 multi apartment buildings on Baghramyan Street were replaced with those of better thermal protection: 40 doors (112 sq.m) and 180 windows (211 sq.m). Gas supply system of the operating boiler houses was reconstructed and gas meters were installed. Thus monthly gas consumption was metered in total and exceeded 10 thsd c.m. This allowed applying the lower gas tariff. Information leaflet on energy saving measures and energy efficient techologies was prepared and disseminated among the residents, explanatory work was perfomed. The Municipality s Activities: Finanacing the required design documentation, Mobilizing the communit y participation, removing construction waste, Ensuring operation and maintenance works. Condominiums demonstrated sound managerial approach in supporting the works and ensuring further maintenance. Environmental Benefits As a result of the project, annual saving of about 18,600 c.m. natural gas and corresponding GHG emission reduction of about 35 ton are expected. As the life time of new entrance doors and windows of better thermal protection characteristics is 15 to 20 years, it is expected that subsequent reduction of GHG emissions will total to 700 ton CO 2 for the period. Social and Institutional Benefits The joint activities directly impacts the well being of about 1400 residents of Aparan town who benefit from central heating system and energy saving measures. The reconstruction of gas metering system allowed to overcome current barriers of gas tariff (allowed switching to large consumers tariff which is about 30 per cent less). The residents have high level of satisfaction and confidence of benefits from insulation of common areas in the buildings. Experience in improvement of multi apartment buildings energy efficiency indicators may become an exemplary model with replication potential in other settlements throughout Armenia. The project contributes to capacity building of local selfgovernment bodies and of multi apartment buildings management bodies with replication potential for energy efficiency and energy saving improvement practicies.
