KERIO VALLEY DEVELOPMENT AUTHORITY KVDA REPUBLIC OF KENYA MINISTRY OF ENVIRONMENT, WATER AND NATURAL RESOURCES INVITATION TO TENDER Introduction Kerio Valley Development Authority (KVDA) is a Parastatal under the Ministry of Environment, Water and Natural Resources that was established in 1979 by an Act of Parliament Cap 441 of the Laws of Kenya and is mandated to Plan, Coordinate implementation of projects and programmes within its area of jurisdiction made up of Baringo, Elgeyo Marakwet, West Pokot, Turkana, Samburu and parts of Nakuru Counties. The Authority wish to invite proposals from both National and International consortium of contractors and Consultants who are capable of sourcing for funds, design, built and transfer the following projects whose scope include dam construction, hydropower generation, water supply and irrigation: (A). KVDA RFP 36/2014-15: REQUEST FOR PROPOSAL FOR FUNDING, DESIGN, BUILD AND TRANSFER FOR THE PROPOSED ARROR MULTIPURPOSE DAM DEVELOPMENT PROJECT ON RIVER ARROR (AMDDP) 1. Background The Government of the Republic of Kenya has prioritized the AMDDP among other such projects for actualization towards delivery of the Kenya Vision 2030 goals and has set commencement of construction of the dam in the current Medium Term Plan (2013-2017). 2. Project Background The Arror Multipurpose Dam Development Project (AMDDP) lies within an area that forms part of the Kenyan Rift Valley System at latitude and longitude coordinates of 0054' to 1018' N and 350 25' to 350 40' E. The dam site is on River Arror at about 75 Km North - East of Eldoret town and 450 Km West of Nairobi. It is near the Sererwa village, about 3 Km North of Kapsowar town at an elevation of approximately 2180 m.a.s.l. The river catchment area at this location is 185 Km2 wide and has average annual rainfall of 1390mm and sediment yield of 1400 to 1800 t/km2. 3. The Authority has undertaken a feasibility study and designs for the development of (AMDDP) and wishes to engage a reputable construction company to undertake the following project components:- Construction of the dam, appurtenant works, access roads, hydropower plant (60MW), transmission lines and related facilities Developing 6000 ha of land under Irrigation Development of industrial and domestic water supply to support 500,000 people
(B), KVDA/RFP/37/2014-15: REQUEST FOR PROPOSAL FOR FUNDING, DESIGN, BUILD AND TRANSFER FOR THE PROPOSED DEVELOPMENT OF LOWER TURKWEL IRRIGATION PROJECT 1. Project background The proposed irrigation project lies on the lower Turkwel region in at an elevation of 1000 a.s.l generally flat with slopes of 0-2%. The soils range from sandy-clay-loam to alluvial soils. The alluvial deposits are deep and well drained. There exist over 20,000 ha of land on the lower Turkwel which can be irrigated and used for food production that will enhance food security in the region and will give 2000 local families the opportunity to improve their condition of live providing food security and income. The Authority has undertaken Preliminary feasibility study for the development of Lower Turkwel Irrigation project and wishes to engage a reputable qualified consortium of contractors and consultants with capacity to source funding for design, build and transfer the irrigation system with the following components; i. Development of intake and related works ii. Development of storage, water supply, and infield works iii. Construction of access roads, and iv. Capacity building (C). KVDA/RFP/38/2014-15: REQUEST FOR PROPOSAL FOR FUNDING, DESIGN, BUILD AND TRANSFER FOR THE PROPOSED OF EMBOBUT MULTIPURPOSE PROJECT CONTRACT NO. l. Project Background. The Embobut multipurpose project is situated in the Embobut River in Elgeyo Marakwet County. Embobut river is perennial and forms a gorge as it flows down the Elgeyo Escarpment, to the Kerio Valley floor. It is situated in Marakwet East District on the North Western part of Kenya approximately 150 km from Eldoret Town. The Authority has undertaken Preliminary feasibility study for the development of Embobut Multipurpose Dam Development project and wishes to engage a reputable consortia of contractors and consultants with the capacity to source funding for design, build and transfer the with the following components; Construction of the dam (HEP - 45MW), appurtenant works, access roads, hydropower plant, transmission lines and related facilities Developing 2,000 ha of land under Irrigation Development of Water Supply and storage system to support 500,000 people Catchment conservation (D). KVDA/RFP/39/2014-15: REQUEST FOR PROPOSAL FOR FUNDING, CARRY OUT FEASIBILITY STUDIES, DESIGN, BUILD AND TRANSFER FOR THE PROPOSED KIMWARER MULTIPURPOSE PROJECT 1. Project background The project is located in Elgeyo Marakwet County, Soy Location. It is bounded by the Elgeyo Escarpment in the West, Kerio River in the East and Kimwarer Escarpment in the far South. The area is accessed from Biretwo, located along the Nairobi-Nakuru-Eldoret-Kabarnet tarmac road and Rokocho-Kimwarer road 100 km from Eldoret town.
The Authority has undertaken preliminary feasibility study for the development of Kimwarer Multipurpose Dam Development project and wishes to engage a reputable consortia of contractors and consultants with the capacity to source funding for design, build and transfer with the following components; i. Construction of hydro-power project (20 MW), Construction of the dam, appurtenant Works, access roads, hydropower plant, ii. Developing 2,000 ha of land under Irrigation iii. Development of industrial and domestic water supply to support 500,000 people QUALIFICATION REQUIREMENTS: Interested parties should provide information indicating their track record, technical qualifications and financial capacity to undertake the developments of the above projects in particular they should provide the following information; l. Technical profile Profiles of the consortia members complete With all registration documents and statutory compliance information; Relevant experience in development of hydro-power, irrigation and water supply Profiles of the team to be involved in the execution of the project; Provide letters of consent in participating project (for consortia). 2. Financial Profile: Name and address of bankers Audited financial statements of company or consortia for the past three years Relevant certificates not limited to certificate of tax compliance from domicile countries. 3. Specific Requested Outputs 3.1. Sourcing of Funds The following should be taken into account when sourcing project funds: Terms of payment including interest rate, payment period and grace period Credit terms to be within the limits acceptable to the National Treasury. 3.2. Review of Existing feasibility studies, Designs and Tender Documents Carry out socio-economic, financial, environmental, geotechnical and hydrological study of the proposed works. Carry out design review of the existing detailed Dam and downstream infrastructure Design including Dam appurtenant structures; hydroelectric generation plant where applicable and conveyance infrastructure; water supply and irrigation system and the designs as your own. Review and adopt development programme for the works. 3.3. Construction and Works Construction phase should be commenced within a maximum period "of 1 years from the date of signing of the contract and construction work should not go beyond duration of 3 years and must meet universally acceptable industry standards.
4. Interested eligible Joint Ventures of Contractors and consulting firms ("Consultants") are invited to indicate their interest in sourcing for the funds, providing the Consulting Services and construction of works. Joint ventures should provide information demonstrating that they have the required financial capabilities or backing, technical qualifications and relevant experience to perform the services. Interested parties may chose to submit proposals for one or any of the above proposed projects. The qualification criteria are: (iv) Experience in implementation of two design and build works of similar nature and complexity in the last 15 years. Necessary equipment for construction of Dam, Hydro-electric Plant where applicable, Transmission lines and Sub-station; irrigation and water supply works ' Experience in similar conditions i.e. in a developing country and tropical region. Availability of appropriate skilled staff Ability to mobilize credit for the project on acceptable terms as defined irr3.1 above Once selected the Joint Venture will sign Memorandum of Understanding (MOU) with KVDA for 1 year period within which KVDA and the Joint Venture will mobilize the required resources and enter into the Design and Build Contract.
