Mass Transit or Parking Benefits Flexible Spending Account (FSA) Like the Health Care and Dependent Care Flexible Spending Accounts, the Mass Transit and Parking Benefits FSAs let you save on taxes by spending pretax dollars for qualified expenses. You decide how much to contribute to your Mass Transit and Parking Benefits FSA based on your estimate of qualified expenses for the coming year. Qualified expenses include: parking, van pooling, or mass transit that you use to get to work. The maximum contribution amount is determined each year the by the Internal Revenue Service (IRS) and is $230 per month for 2010. You can also use an after-tax contribution option to conveniently manage your expenses above the IRS limit. To comply with new regulations, the transportation benefit will be a voucher program administered by PayFlex starting January 1, 2010. How it works: Elect the amount for your transit pass/parking by the 8 th of the month to be effective the following month. You are required to pre-pay for these benefits. Ongoing deductions will be taken from the last paycheck of each month for the following month. Transit Passes and Commuter Checks are mailed to your home before the beginning of the month. Exception: you may submit for cash reimbursement if the vendor you use does not accept Commuter Checks. Contact PayFlex website for more information. Unlike your other benefits, you can change your transportation elections mid-year. Elections made by the 8 th of the month are effective the following month. To enroll in the plan or make changes to your election log into www.mypayflex.com. Instructions on using the PayFlex website are below. 1
PayFlex Commuter Benefits Enrollment Guide To enroll in commuter benefits, log on to the PayFlex website at www.mypayflex.com. *All orders/changes must be made by the 8 th of the current month to be effective the 1 st of the following month* To get started, on the left navigation bar, click on Employee/Participants and then Login. If you currently have a Health Care or Dependent Care Flexible Spending Account with PayFlex and have previously registered online to view these accounts, your username and password will be the same. If you do not have a username and password, click on Register my account and enter your Social Security Number (no spaces or dashes) as your Member Number and your home zip code and click Submit. 2
After registering your account, you will be logged in. Click on the Parking and Transit Orders link to purchase a transit pass, pay your monthly parking provider or request Commuter Checks for Parking to pay your parking fees. You are now on the Ordering Platform. From here you will be able to enroll in transit and/or parking benefits. For transit orders including fare media and vouchers, click on transit order on the left navigation menu. You will be prompted to first select the Greater Metropolitan Area in which you commute and then the applicable transit provider. 3
Select your transit product (depending on the transit authority, the system may require you to enter your station route first in order to identify the pass type). Enter your transit pass number (if applicable to your transit authority) and click Continue. Enter the value you wish to add to the pass, and transit pass number (if applicable). Enter the number of passes you wish to purchase and click Continue to confirm the order. You can also choose to schedule your order as an automatic, recurring monthly purchase. Set your recurring options and click Purchase. Review your order for accuracy and click Return Home. 4
To enroll in parking benefits, click on Parking Order from the menu on the left-hand side. There are 3 options for parking. Choose Monthly Direct Pay to set up direct payment to your parking provider. Choose the Commuter Check for Parking option to receive bank checks to pay for your workrelated parking expenses. Choose the Enroll in Cash Reimbursement option if you would like to submit claims to receive reimbursement for your incurred parking expenses. To enroll in Monthly Direct Pay use the search option and enter the name of your parking provider. Select a parking provider from the list. If you cannot locate your parking provider enter the parking lot address information and click Continue. Enter the amount to be paid to your Parking Provider and your account number and click Continue. You can also choose to schedule your order as an automatic, recurring monthly purchase. Review your order, set your recurring options and click Purchase. 5
To enroll in the Commuter Check for Parking option enter the Parking Provider information, the amount and quantity of Commuter Checks for Parking needed to pay your provider and click Continue. Review your order, set your recurring options and click Purchase. Your Commuter Check for Parking will be mailed to your home address on file. To enroll in the Cash Reimbursement option, select the link next to Step 1 to set your election. 6
Enter your monthly election amount, parking provider name, location and address and select Purchase. Review your election and set your recurring options and click Purchase. Your election is now complete. Claims for parking expenses must be submitted within 180 days of the date the expense was incurred. 7
