Principality of Monaco Multilateral Assessment United Nations Framework Convention on Climate Change SBI46 - May 2017

Monaco - National circumstances City state of 2 km 2 Population of around 37 750 inhabitants in 2016 (18 875 inhabitants/km 2 ) Economic center : 53 000 employees 2015 GDP was 5,64 Billions euros Net importer of Energy

Monaco - Climate commitments GHG - % from base year 1990

Monaco - Climate and energy targets In addition to its climate commitments, Monaco is also committed to the following energy 2020 targets: 20 % increase in energy efficiency in buildings Consumption of 20 % of final energy produced from renewable sources In order to achieve its objectives, Monaco implements an energy and climate actions plan. This plan will be updated to reach the 2030 target and a low carbon strategy plan will be defined in 2017-2018

Monaco - Categories of GHG emissions (2015) Energy is the main sector of GHG emissions The main part of emissions in the industry sector, due to F- Gas use in mobile and stationary air conditioning

Monaco - Evolution of overall GHG emissions Emissions peaks observed in 2000 Gradual decrease of the energy sector emissions since 2000 Increase of the industrial sector emissions (F-Gas)

Monaco Results in emissions reductions Monaco Policies and Measures that deliver the main results in GHG emissions reduction Limitation of waste amount in energy production from the waste to energy facility kt eq CO2 40 30 20 10 0 18.01 21.58 1990 1995 2000 2005 2010 2015 Urban renewal and banning of domestic fuel boilers in new buildings kt eq CO2 60 40 20 0 33.51 24.93 2015 2010 2005 2000 1995 1990 Clean mobility policy kt eq CO2 50 40 30 20 10 0 45.19 24.53 2015 2010 2005 2000 1995 1990

Monaco GHG projections According to BR2 projections, meeting the target of -30% in 2020 and -50% in 2030 will not be ensured, according to WM scenario Additional measures have been planned recently Projected effects will be provided in NC7. Monaco intends to achieve its emissions reduction target by implementing domestic measures - The use of market mechanism is not excluded for compliance.

Monaco - Additional measures Additional measures are implemented in order to achieve QEWERT and NDC GHG mitigation targets Waste Management Wastes disposal plan to establish a framework on waste management by 2030 (Prevention of waste production - Wastes sorting and plastic recycling) Wastes regulation (General regulation, specific regulation on plastic bag) Reduction of incinerated waste Renewal of the waste treatment facility focused on environment impact and in integration of new technologies Transport Promotion of clean vehicles - Soft mobility Development of public transport infrastructures (logistics hub, multipurpose commuter parking, specific lanes transportation) Enforcement of interoperability

Monaco - Additional measures Additional measures are implemented in order to achieve QEWERT and NDC GHG mitigation targets Energy transition in buildings Prohibition on using domestic fuel in buildings by 2022 Extension and development of district heating-cooling networks Enforcement of energy performance regulation for new constructions and renovations Subsidy for high efficiency double-glazed windows Obligation to achieve energy audit in apartments and buildings Energy efficiency program based on NIALM analysis for major consumers Development of solar energy (feed-in tariffs, solar electricity potential map) Industry Regulation on fluorinated gas

Monaco - Additional measures Within the Paris Agreement momentum - Development and reinforcement of capacity for implementation Energy Transition Department Establishment of a dedicated Department to develop financial incentive mechanisms and investments on renewable energy issue Air Energy Climate Plan update Planning of actions and assessment of the effects of energy transition in the building sector and in economic activities 2030 including energy strategy plan for decarbonation, renewables enforcement and adaptation Quality management Quality management and certification system of the national actions plan
