EU financing opportunities 2014-2020: energy & sustainable cities Sointu Räisänen 28 th of November 2013
Structure of the Horizon 2020-programme
Horizon 2020: Energy Challenge Various topics related to sustainable city development calls, for example: 1) Energy efficiency Buildings design for new highly energy performing buildings Construction skills Enhancing the capacity of public authorities to plan and implement sustainable energy policies and measures Consumer engagement for sustainable energy 2) Competitive low carbon energy Developing next generation technologies for biofuels and sustainable alternative fuels Demonstrating advanced biofuel technologies Market uptake of existing and emerging sustainable bioenergy 3) Smart Cities and Communities Smart Cities and Communities solutions integrating energy, transport, ICT sectors through lighthouse projects
From CONCERTO to Smart Cities and Communities-initiative Sustainable Urban Mobility alternative energies, public transport, efficient logistics, planning - Zero- and low-emission vehicles, connected with infrastructure and "the smart grid" Sustainable Districts and Built Environment improving the energy efficiency of buildings and districts, increasing the share of renewable energy sources used; Integrated Infrastructures and processes across Energy, ICT and Transport connecting infrastructure assets to improve the efficiency and sustainability of cities
Smart Cities priorities Source: Strategic Implemetation Plan of the European Innovation Partnership on Smart Cities and Communities
Smart Cities Lighthouse initiatives The "Lighthouse Initiatives" must focus on the integration of technologies across the ICT, energy and mobility & transport sector to achieve advances in 'zero/plus' energy districts, increased use of alternative energies, public transport and efficient logistics, widely available ICTs and multiple-use infrastructures. Continuous progress monitoring must be assured Transition of districts to low carbon and zero/plus energy/climate neutral status achieved by implementing and optimising local renewable energies with existing energy production (e.g. smart energy networks, virtual power plants), storage systems and demand control. User friendly zero-energy or energy-positive new buildings/ autonomy at building blocks level, and deep and smart retrofitting of existing building stock Solutions and concepts must be replicable and transferrable
Smart Cities Lighthouse initiatives an opportunity only for large cities? Three quarters of EU citizens live in urban areas, consuming 70% of the EU's overall energy consumption and emitting roughly the same share of greenhouse gases (Source: SIP) Draft Energy WP: cities of varying sizes, but in any case significant urban centres.. for the larger Member States 250.000 inhabitants... The European Commission is keen to obtain maximum impact, yet over 4000 of the currently more than 5000 Covenant of Mayors cities have less than 50 000 inhabitants smaller and medium sized cities workinh together could have a huge impact
Smart Cities the NSPA position on the participation of small and medium sized cities
Smart Mecine Cities? EU legislation concerning energy efficiency, renewables and for example alternative fuels infrastructure demand cities to become smart with EU funding or without! Only about 20-25 lighthouse projects will be funded from Horizon 2020, each with approximately 6-10 cities (EC expects project proposals with requested EC co-funding between 18 to 25 million EUR) many more opportunities for less integrated actions, for example energy efficient buildings, energy storage etc. Identification of commonalities between the Mecine-cities, urban planning methods, exchange of best practices, common targets & indicators (in line with the EIP Smart Cities)?
Smart Cities little sister CONCERTO-cities: experiences on combinations of measures 1. Building renovation + district heating + photovoltaics 2. Building renovation + natural gas + photovoltaics/solar thermal 3. Building renovation + biomass decentral or district heating /cooling + photovoltaics 4. New neighbourhood + individual heating from renewable energy sources/district heating + photovoltaics 5. New or extended district energy + adapting buildings for better connectivity 6. Individual housing renovation + individual heating + photovoltaics/solar thermal
Data and monitoring is the basis for success in EU projects
