INDONESIA S REDD+ IS PART OF THE SUSTAINABLE LANDSCAPES PROGRAM WHICH AIMS TO ADDRESS CRITICAL DEVELOPMENT ISSUES Photo source: Flickr creative commons H Dragon with transformational action to reduce poverty, improve governance of natural assets (land, water, forest) and promote shared prosperity The Sustainable Landscape Program is one of six engagement areas of the World Bank Country Partnership Framework FY16-FY20 agreed between the Government of Indonesia & the World Bank. The Sustainable Landscape Program includes a number of sub-programs/projects and analytics

WORLD BANK-MANAGED FINANCING FOR LANDSCAPES IN INDONESIA Committed $ 77.2 million FCPF Readiness Grant $3.6m + $5m (AF) Readiness Preparation for REDD+ NR4D & INIS $2.1m Technical Assistance for One Map FIP $22.42m Decentralized forest management DGM $6.5m Inclusion of IPLC in forest policy REDD+ Support Facility (RSF) $3.3m Technical Assistance, Analytics, Capacity Building for REDD+ WAVES $1.5m Natural Capital Accounting PROFOR $ 0.3 m Lowlands Analytics Sustainable Landscape MDTF $32.5 m Promote sustainable landscape management in priority areas In Preparation $ 372 m to 1.2 b FCPF Carbon Fund $60-100m Development & piloting of Emissions Reductions Program In East Kalimantan Bio-Carbon Fund ISFL Up to $100m Piloting landscape responses including results-based ER financing Landscapes IBRD Lending One Map Program -- $200m Sustainable Lowlands Development $600m (TBC) Fire Prevention and Management P4R?- $200m (TBC) GEF Social Forestry $12m Strengthen community access to forest land

GOI HAS SHOWN COMMITMENT Jokowi s speech at COP21 made strong commitment to stop Fire and Haze Commitment to accelerating One Map request for $200 m IBRD loan Peatland Restoration Agency (BRG) created, tasked with restoring 2.1m ha Peatland Moratorium (Dec 2016) No conversion Oil Palm Moratorium (Apr 2016) -- No new OP licenses Legal cases against concession holders for fires within concessions; increased patrols for early suppression Efforts to improve fire prevention and response Ratified Paris Agreement, and NDC submitted and under implementation Commitment to land reform: Agrarian Reform (TORA) and Social Forestry Global climate and environment funds: FIP Effective (Sept 2016), DGM Effective (June 2017) Submission of: FCPF ER-PIN (Apr 2016); R-Package (Sept 2017) BioCarbon ISFL (donor visit in March and reconfirmation of interest-may 2017) Social Forestry GEF (Concept Note submitted August 2017)

GOI HAS SHOWN COMMITMENT Challenges: Inter-sectoral coordination remains a challenge Decision making process takes time: Decision are made by consensus; Bringing all provinces in the same wavelength require added effort and time; Implementation of new Policy on decentralization (Law 23/2014 on regional government) - many forest management responsibilities have been clawed back from the districts to the provinces Institutional changes at the Ministry of Environment and Forestry took some time; further delaying the agenda Evolving agenda at global level - Aligning national and sub-national policy dialogue and activities in evolving global climate change negotiations takes time

What has happened? Indonesia s REDD+ Readiness Preparation: MTR to now and beyond Deepening engagement at national and sub-national level Two large-scale provincial performance-based programs under preparation in East Kalimantan (FCPF Carbon Fund) and in Jambi (BioCF ISFL) ER-PIN (East Kalimantan) and R-Package finalization (national) Project concept for BioCF (Jambi) and draft ER-PD (East Kalimantan) What needs to happen moving forward? Institutional arrangements both at the National and sub-national level with multisectoral agencies to lead and guide the process Complete the national readiness process Building capacity at national and sub-national levels, especially for finalizing the design of two pilots, their implementation and replication to other provinces

Thank You
