GOVERNMENT OF MAURITIUS MINISTRY OF PUBLIC INFRASTRUCTURE, NATIONAL DEVELOPMENT UNIT, LAND TRANSPORT AND SHIPPING REQUEST FOR EXPRESSION OF INTEREST Contract No.: QU NO MPI/OAB/77 of 2011 LAND MOVEMENT AT QUATRE SOEURS Consultancy Services for Monitoring of Ground Movement at Quatre Soeurs The Ministry of Public Infrastructure, National Development Unit, Land Transport and Shipping intends to appoint a consultant to carry out, amongst others, the monitoring of ground movement at Quatre Soeurs. In that respect, the Ministry is seeking Expressions of Interest (EOI) for shortlisting of Consultants to provide services for the above mentioned contract. The Consultancy services under this Contract will be funded by the Government of Mauritius. The consultancy services shall be required for a period of at least 1 year. Scope of Consultancy Services The Scope of services comprises, but is not limited to, 3 main components namely: 1. MONITORING of ground movement by taking reading from control points on land and houses that are already established on site, assessing the structural integrity of houses in the risky zone and geological reconnaissance 2. ANALYSIS and interpretation of site observations and readings of measuring devices already in place 3. ADVISE on remedial measures and develop a contingency plan for instance an alarm system for the evacuation of inhabitants from the danger zone if required 4. MAINTENANCE of existing established control points with associated accessories The Consultant shall also: a) Advise the Ministry on remedial measures b) Liaise with the relevant stakeholders c) Act as spokesperson for the MPI with respect to any occurrence due to a ground movement at Quatre Soeurs. d) Advise on any matters related to ground movement Submission of Expression of Interest Expression of Interest shall be brief and concise and include the minimum following information: 1
i. A profile of the company and its audited financial report for the last two years, its organization and staffing; in the case of associations between two or more firms, the name, address and profile of the participating firms(s), and nature of the association (i.e joint venture, subcontract and the like). The lead firm shall be clearly identified. ii. Details of experience in similar assignments undertaken during the last 10 years, including name of clients, location, duration, description of assignments, value of services provided and firm s role in the assignment iii. CVs of personnel who would be available to work on this assignment including academic qualification and experience in the investigation and monitoring of landslide. The above information shall be submitted by filling forms that can be downloaded at the link: http://publicprocurement.gov.mu. Such information will be used to determine the compliance of the Firms/Group of Consultancy Firms with respect to the requirements of the Qualification criteria. Apart from those information requested, the Consultancy Firm shall also provide additional information, in terms of staffing and resources (back up support, equipment etc), which may deem necessary and adequate for the proper execution of the Contract.
