MoS: the paradigm for the development of modern ports Gian Luigi Miazza President of Ligurian Ports Association EU-level Conference: The relevance of MOS in the EU transportation system and TEN-T Genova, September 7 th 2015

Ligurian Ports Savona Vado, Genoa, La Spezia: three of the leading Italian ports located along a 130 km coastline Over 50 private port terminals equipped to handle all key commodities Port of Genova

Ligurian Ports traffic Port of La Spezia 2014 throughput: 3.5 million TEU 79 million tonnes of cargo 20% of container and Ro-Ro traffic to Med Countries (MoS services)

Ligurian Ports traffic Port of Savona Top Italian destination for the cruise industry 2014 throughput: 2.3 million cruise passengers 4.6 million total passengers 4

Ligurian Ports potential catchment area < 8 hours Ligurian ports Ligurian ports vs Norther Range ports on ULCS services from Suez: > 4 days savings on sea routes > 100.000 /day savings on ship operating costs > 40% savings on carbon footprint

Motorways of the Sea Traditional meaning in Italy (modal shift): Ro-Ro shipping alternative to road haulage DG-MOVE concept (modern and wider): maritime-based intermodal services implementing sustainable and cost-efficient logistics chains and improving access to European markets Thus but giving relief to the European road system putting high pressure on ports! > concentration of traffic and their impacts > demand for more efficiency in the sea-land interface

Ports for MoS (1) Just some of the issues Port Authorities have to cope with Port-side Quays fitting the growing dimensions of ships Wider yards for increasing volumes of loading and unloaded cargo Smart port-gates coupling the needs of fast cargo clearance and proper controls Last mile Rail > Efficient port (and line) railway system: tracks, yards, junctions > Effective shunting (and traction) services > Well-organized intermodal terminals Road > Fast connection to motorways > Well-organized port road system > Wide (and smart) parking areas for trucks and trailers

Ports for MoS (2) Environment Ship, equipment, vehicle emission reduction Port and intermodal operation noise abatement Energy and waste management Transport chain integration PCS alignment with e-maritime, e-freight and e-customs initiatives Interoperability of different freight transport operators IT systems Simplification and informatisation of transport administrative procedures

Port of Genova Development projects Container terminal expansion (calata Bettolo, Ronco Canepa) Port dredging and breakwater relocation to allow ULCS safe manoeuvring Port rail and road access system enhancement Capacity increase: +800.000 TEU Port of Genova new masterplan scheme

Port of Genova «Ronco Canepa» Container terminal expansion

Port of Genova «Calata Bettolo» New container terminal

Port of Genova TEN-T Projects Infrastructures: 10% funding for Ronco Canepa works 50% funding for new breakwater system study MOS: MoS 24 - studies to create a unique ICT multimodal Corridor between northern and southern Europe by connecting virtually the PP 24 with MedMoS. Environment: INES - implementation of cold ironing and a new waste management platform GAINN_IT - study of a LNG ship-supply system IT: ANNA implementation of the national Maritime Single Window

Port of La Spezia Development projects Container terminal expansion (Ravano Terminal, molo Fornelli) Port dredging to allow ULCS safe access Port rail and road access system enhancement Capacity increase: +500.000 TEU Port of La Spezia new masterplan scheme

Port of La Spezia Port of La Spezia in 2018

Port of La Spezia Port development along the supply chain: dry port of S.Stefano Magra new rail infrastructures and optimization of road links logistic corridor connections

Port of La Spezia TEN-T Projects MOS: WiderMos studies and pilots aimed at improving connections between the sea and other transport modes by developing new port/ship/train interfaces Environment: POSEIDON MED - aiming to establish a comprehensive LNG network for the shipping industry in the Med Sea

Port of Savona Vado Development projects Vado Ligure multi-modal logistics platform development Independent railway system Port rail and road access system enhancement Capacity increase: +800.000 TEU Port of Vado Ligure masterplan scheme

Port of Savona Vado Vado Ligure Deep Sea Container Terminal Promoter selection through EU call for tenders procedure: APM Terminals Vado Ligure Spa (design, financing, construction and management of the container terminal) PPP on a BOT basis Total cost: 450 M Private investment: 150 M Public contribution: 300 M (105 M EIB loan signed) State of the works - May 2015 (30%) Work completion due by 2018

Port of Savona Vado Port railway links TEN-T railway network (to Genoa, Marseille, Turin, Alessandria) Efficient «last mile» connections: The railway lines linking the port basins of Savona and Vado to the network are directly run by the Port Authority. Port of Savona railway link National network junction Port of Vado Ligure railway link Vado Ligure railway yard (electrified) Vado Ligure intermodal terminal

Port of Savona Vado VIO intermodal centre TEN-T RRT core node, part of the Rhine-Alpine corridor Among the 24 intermodal centres acknowleged by the Italian law n.240/1990 Total surface 23 ha, including: New railway terminal area 60,000 sqm warehouses

Port of Savona Vado TEN-T Projects MOS: West-Mos studies aimed at identifying development opportunities and strategies for MoS services in the Western Mediterranean 2008: West-MoS market study result: 600.000 tonnes potential traffic on Savona Valencia routes 2012: Savona enters the Grimaldi Italy/Spain network (Barcelona-Valencia-Livorno-Savona quadrangular service) 2014: Traffic on the Savona/Spain route exceeds 1 million tonnes

Ligurian Ports Intermodal chain integration Collaboration among Agenzia delle Dogane, Capitaneria di Porto, Port Authorities, transport operators, lead to significant improvements in transport chain efficiency, based on IT technology solutions. Preclearing procedure Since 2014 on Far East Ligurian Ports routes, container document transmission can be anticipated upon ship entrance in the Med Sea, allowing immediate Customs clearance after cargo unloading Customs fast corridors Just after unloading, containers can be transferred through IT-controlled routes from ports to inland logistic centres, where Customs procedures and inspections will then be performed. 2008: rail fast corridor port of Genova Rivalta Scrivia inland terminal 2014: road fast corridor port of La Spezia S. Stefano Magra 2015: road fast corridor ports of Genova/La Spezia - IKEA logistic centre Piacenza

Ligurian Ports In conclusion, Motorways of the Sea are a smart concept introducing challenging tasks for ports Ligurian ports are working hard to meet all the demands, through port infrastructure improvement road and rail system developmet IT solutions for intermodal chain integration and procedure simplification The aim is to contribute positively to the reinforcement of the TEN-T network. But this target cannot be achieved without a robust investment on the key element: human culture, experience, professional skills This is the added value required to accompany each change process and this is the great contribution that can come from TRAINMOS! Thank you!
