D&D PROGRAM Lessns Learned Furnaces, clams shell type heaters, insulated reactr vessels cntain hidden layers f asbests. Nn-asbests cntaining firebrick in heaters represent ptential cntaminatin release Building rfs may cntain very light, easily dispersible insulatin Basements and pits represent several challenges including: Standing water n the slab hides these pits r trenches. Generating ptentially cntaminated pits full f water Runff f cntaminated rainfall and dust suppressin water thrugh cracks and sumps The fixative is effective at cntrlling airbrne radilgical cntaminatin, BUT: Paint chips and the fixative may becme airbrne in cld weather. Use clred fixative different than base building paint. Fixatives may becme carcingenic when heated Limitatins may apply n high reach demlitin during perids f high winds 13

D&D PROGRAM Lessns Learned Security issues need t be reslved t allw use f clsed circuit camera n the high reach demlitin equipment t imprve peratr visibility. Limitatins n manlift basket capacity can prvide challenges fr transite remval. Size f ur transite sheets (abut 40 square feet) exceeded manlift manufacturers size required an Engineering evaluatin t ensure safety f ur apprach. Weight restrictins weight f sheet f transite and 2 peple can exceed capacity f sme lifts. Tls fr cutting the lead heads are limited we used blt cutters. Cld weather demlitin can significantly reduce efficiency and increase safety risks 14

LESSONS LEARNED FOR GDP TRANSITION PCB Remval Plant has PCB electrical equipment. 275 large capacitrs and 75 transfrmers. Ptential cntaminatin indr and utdr due t spills and verfills. 6 buildings with PCB il leaching thrugh gaskets. 24 buildings with PCB gasket material. WASTE MANAGEMENT SYMPOSIA Mst admin buildings with PCB gaskets. >16,000 cllectin trughs capture il frm PCB-impregnated gasket material in ductwrk. 15

LESSONS LEARNED FOR GDP TRANSITION PCB Remval PCB cntaminatin will be widespread and remediatin/maintenance prgrams will cntinue thrugh demlitin phases. C-340 Metals Plant included PCB cntaminatin thrugh 50% f the building. Abut 1,960 knwn PCB gasket spills n building flrs since 1989. Prir t 1989, flr sweepers were used t clean up spills. Oil filled cable trays dried ut. 1,100 gals f PCB ils frm ventilatin ducts cntained ver past 2 years. Generatin will cntinue thrugh il seepage in PCB gasket materials. Jints likely t pen during cling f HVAC and increase flw and extent f leakage. 16

PATH FORWARD Cntinued remediatin cleanup and D&D at Paducah until 2039 is expected t generate up t 4M yd3 f waste The existing plant industrial landfill will be utilized t maximum capacity (~1M yd3) The remaining 3M yd 3 f waste is being evaluated in a Remedial Investigatin/Feasibility Study Reprt (D1 issued t regulatrs in May 2012) examines three scenaris: 1. Waste dispsal decisins prject-by-prject 2. Ship waste t licensed facilities ff-site 3.
