WWF-Greater Mekong JOB DESCRIPTION Position title: Directly reports to: Supervises: Country Director, WWF-Thailand Representative, WWF-Greater Mekong Conservation Manager, Finance and Administration Manager, HR Manager, Marketing Manager, Communications Manager Validity: June 2013 Location: Bangkok, Thailand Background WWF has a long established presence in the Mekong region, starting in Vietnam in 1990. Since then, WWF operations have grown to four Country offices based in Cambodia (Phnom Penh), Laos (Vientiane), Thailand (Bangkok) and Vietnam (Hanoi), including a Regional team spread across the four countries. In order to be relevant with partners at provincial levels and deliver conservation results in landscapes, GM has also developed 20 field offices across the 4 countries and 6 landscapes. WWF GM will now also be establishing an office in Myanmar this year. Following a strong track record of conservation delivery over the last 20 years, WWF has established both the credibility and presence to deliver conservation impact at all levels from provincial, to national to regional. WWF-Greater Mekong has embarked on new strategic plan FY11-FY15. The new strategic plan outlines changes in the way WWF GM operates, both in conservation and operation aspects I. Major Function The Country Director provides vision, leadership, management, and effective high-level national representation for WWF in Thailand and is accountable for the Greater Mekong Strategic Plan delivery in Thailand. He/she directs, manages and is accountable for all activities of the WWF Thailand Country Programme related to conservation, fundraising, policy advocacy, finance management, human resources management, and communications activities. He/she has legal representation of WWF in Thailand and advocates on behalf of organization s development agenda building institutional relationships and promoting cooperative programme activities with national partners. He/she manages the program with annual budget from 2-3 million USD. This role has a marked contribution to the development and implementation of the Operational Plan of Thailand as a part of GM Strategic Plan FY11-15. II. Major Responsibilities A. Management Team 1

Is a member of Regional Management Team (RMT) and leads the operations of Country Management Team (CMT) Provides effective participation to the RMT meeting to ensure the effective development, financing and implementation of a financially sound and credible WWF, both in Thailand and the Greater Mekong Maintains an awareness of matters relevant to the RMT and CMT and ensures that reports and information of interest are brought to the attention of RMT and CMT members Maintains effective working relationships with all other RMT and CMT members to ensure that there is effective coordination of all activities in support of organisation objectives B. Policy and Advocacy, Fundraising, Partnership Development, and Networking Ensures strategic engagement and partnership-building and fundraising with relevant international and national stakeholders on conservation and related issues Ensures effective implementation of agreed fundraising strategies with the WWF Network, Government and Aid Agencies, corporate and private donors, in line with WWF International, Greater Mekong procedures and national priorities Promotes national, regional and international attention to agreed priorities in Country Office and the Greater Mekong and influence policies which impact long-term change in line with WWF global, regional and national objectives Develops and maintains excellent working relationships and strategic partnerships with relevant institutions and individuals in Thailand Maintains regular contact with partners to keep them aware of WWF's activities and to seek feedback from them for continuous improvement Promotes the organisation s image in the community by attendance at meetings and fora in conservation C. Strategy Development and Implementation Provides input to WWF-GM Strategic Plan (comprising a Conservation Plan and Operational Plan) so that the strategy is relevant to national policies, constituencies, and civil society Ensures the delivery of GMPO Strategic Plan in Thailand; oversees the implementation, monitoring and evaluation of the strategic plan of the country office Leads the annual planning and budgeting of GMPO Strategic Plan in the Country Office in charge Signs off the development, review and update of conservation and operational action plans of Country Programmes to ensure alignment to GMP strategies D. Overall Management Provides input to the development, review and update of all WWF-GM systems, policies and procedures Ensures that the WWF International and WWF-Greater Mekong approved policies, procedures and standards for operational, marketing and communications, and programme systems and outputs are implemented 2

Ensures that WWF in Thailand operates in compliance with all local legal rules and regulations for an international organisation Signs off all press releases, publications of the country programme to ensure the right and appropriate messages to the public Oversees the development and maintenance of effective marketing and public relations systems to promote the image and activities of the organisation in the wider community Oversees the effective internal communications system to ensure that all staff working for WWF- Thailand are fully informed of WWF s Mission and its Global Programme Framework, and are kept abreast of new developments, systems, policies, and procedures as and when they arise Ensures that WWF-Thailand cooperates with operational and programme audits, and implements audit recommendations in a timely manner E. People Management and Organisational Development Promotes a culture in the offices that reflects empowerment of staff, drive for continuous innovation and high performance, strong commitment and passion for WWF s Mission and core values and high accountability Leads, develops, and motivates all staff working for Country Programme to ensure effective delivery of conservation and operational results Ensures sufficient and capable staffing for WWF- Thailand based upon regular analyses of staffing needs, and hiring of qualified and retaining competent staff Participates in the recruitment and selection of staff under supervision and signs off the recruitment and selection of all staff of the country programme; Participates in the recruitment and selection of regional programme staff at lower grade Provides orientation to new staff at regional and country offices to help them understand the country programme and its activities when required Acts as direct line manager of the Country Management Team members by reviewing individual work plan, managing performance, providing advice to ensure that staff deliver on their performance objectives Oversees the administration of all hosted staff located in WWF-Thailand Facilitates knowledge exchange between countries and the Asia Pacific and International Network F. Issue Resolutions, Crisis/Risk Management Provides strategic advice and guidance to the RMT and CMT programme and operations management Oversees Risk & Crisis management and acts as focal person to manage crisis and risks when necessary Recommends to the Representative any changes that might be required to develop or improve the organisation Maintains an awareness of staff comments and any complaints to identify any areas that may need development of improvement G. Monitoring and Evaluation, Reporting Oversees the provision of support to the M&E in all aspects of 3

programme and operations Reports regularly to the Representative (quarterly) and as required on accomplishments in achieving objectives, according to agreed standards Reports regularly to the WWF Representative GMPO, the Regional Management Team, (quarterly) and as required to WWF International and relevant WWF network donors on accomplishments in achieving objectives, according to agreed standards Reviews and signs off all reports to governments, WWF International and Asia Pacific when required Regularly works with the Function Managers to review data and statistics to facilitate continuous improvement This Job Description covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff. Interacts daily with the staff of WWF Thailand and regional staff based in Thailand WWF Network: Coordinates and interacts with the WWF Asia Pacific, WWF International and Network as appropriate, works closely with the line managers of all hosted staff 2. Education and Qualification Master s degree or higher in business administration, business management or related fields 2. Knowledge Thorough understanding of Thailand geography, society, culture, socioeconomic, conservation and development issues, the political situation and the country s relationship and significance in the wider region Knowledge of the realities of development partners, donor institutions, government agencies and the not-for-profit sector in the region Knowledge of WWF s PPMS (Project and Programme Management Standards) is an advantage 3. Experience 7 years of experience in the leadership and management of an organisation, 3 years of which should be in the Greater Mekong Region (preferably in Thailand), with demonstrated success in managing multi-cultural teams Proven experience of managing a country program with 2-3 million USD budget and 40 staff 4

Demonstrated experience in developing, implementing and evaluating strategic plans Proven operational management experience whether in the international NGO or corporate sectors Experience of working and negotiating with government officials and/or donors at all levels, and working with key regional and international institutions e.g. ADB, ASEAN, and the Mekong River Commission Successful fundraising experience 4.
