1 WWF Greater Mekong TERMS OF REFERENCE Position title: Directly reports to: Supervises: Technical Advisor, Sustainable Hydro Power and River Basin Management Programme, WWF Greater Mekong Programme. Consultants when required Technically supervises: N/A Location: Vientiane, Laos PDR with frequent travels to other countries in Greater Mekong region as required Background WWF has a long established presence in the Mekong region, starting in Vietnam in Since then, WWF operations have grown to four Country offices based in Cambodia (Phnom Penh), Laos (Vientiane), Thailand (Bangkok) & Vietnam (Hanoi), including a Regional team in the Hanoi, Vientiane and Bangkok offices. The Greater Mekong Programme Office was officially formed in November 2005 merging WWF Indochina (Cambodia, Laos, Vietnam) and WWF Thailand. In order to be relevant with partners at provincial levels and deliver conservation results in landscapes, WWF GM has also developed 20 field offices across the 4 countries and 6 landscapes. Following a strong track record of conservation delivery over the last 20 years, WWF has established both the credibility and presence to deliver conservation impact at all levels from provincial, to national to regional. WWF Greater Mekong has embarked on new strategic plan FY11-FY15. The new strategic plan outlines changes in the way WWF GM operates, both in conservation and operation aspects. I. Major Function The Technical Advisor builds technical foundation and competencies for GMPO in the region wide. He/she acts as a focal point to address technical related matters of the relevant strategy and produce technical report/positioning paper for relevant strategy, writing project proposals, preparing project reports and monitoring activities. He/she is accountable for designing technical program initiatives for resource mobilisation of the relevant strategy. The Technical Advisor provides support to 4 country offices in the area of Sustainable Hydro Power and River Basin Management Programme. II. Major Responsibilities A. Policy and Advocacy, Fundraising, and Networking Provide technical support to a multi-country team of experts to identify 50% key interventions (policy, field and communications) and develop 1

2 recommendations to deliver on objectives Designs program/project portfolios and promote organization s capacity as a reliable partner with national and regional counterparts Advocate as technical expert on behalf of organisation's goal in the strategy in charge Design technical programme initiatives, write project proposals and progress reports to support broader strategy-related goals Participate in the development of funding opportunities both within the network and outside ( from GAA) for landscape and strategy proposals under guidance of the Strategy Manager and in close cooperation with the Strategy matrix team Promote the organisation s image in the community by attendance at meetings and fora in related fields Develop and maintain effective contacts with a wide range of external contacts with organisations and individuals who can assist in the conservation activities B. Strategy Development and Implementation 20% Provide technical guidance and support on the development, review and update of Strategies and objectives in the GMPO Strategic Plan Provide support to the Manager, Sustainable Hydro Power and River Basin Management Program in the development, monitoring, review and update of the strategy activity work plan C. Technical Advisory and Technical Capacity Development 20% Provide technical expertise in the fields of aquatic biology/freshwater conservation to develop and implement of programmes and projects at the regional and country level, including supervision of field-activities where appropriate Provide technical support and advice on relevant strategy issues, particularly focusing on facilitating exchange of lessons learned and best practice Address technical matters and project development support requested by the country office Identify technical competency gap of the strategy in charge for GMPO and develop the training plan to address the technical capacity map Develop the technical competency of the issues/ strategy in charge for the matrix working group by providing training, coaching, and advice to managers, staff, and partners D. Other Technical Specifics 5% Produce positioning paper for relevant strategy at regional level Work in close coordination with the relevant communications staff of the GMP as well as other communication staff of the WWF network to communicate issues and achievements to defined target audiences Maintain an awareness of staff comments and any complaints to identify any areas that may need development or improvement 2

Monitoring and Evaluation, Reporting 5% Provides support to the monitoring and evaluation of relevant strategy Prepare technical reports on relevant strategy when required This TOR covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff. Other tasks may be assigned as necessary according to organizational needs. III. Working Relationships 1. Internal WWF GMPO: Interact on a regular basis with other Strategy Managers, Conservation Programme Managers, Landscape Managers of Country Programmes. Engage with and support WWF GMP staff WWF Network: Contact WWF China Programme Office, WWF International, relevant NI teams, PIA Shareholders 2. External Interact with donors, government, partners as necessary in external events/meetings in the region IV. Requirements 1. Education and Qualification Master s degree in aquatic biology, environmental engineering, natural resources management, environmental or conservation management, preferably technical fields in charge 2. Knowledge Thorough understanding of conservation and natural resource management issues in Greater Mekong Region, especially of the issues of aquatic biology and water resources management. Expert knowledge in the conservation issues of the strategy in charge Knowledge of the realities of development partners, donor institutions, government agencies, and the not-for-profit sector in the region is preferred 3. Experience 5 years of practical experience as Chief Technical Advisor for a programme or project of the fields related to Sustainable Hydro Power and River Basin Management Program, 2 years of which should be in the Greater Mekong Region Proven experience in developing and writing related project proposals to aid agencies, foundations, corporate sector and other individual donors Successful fundraising experience with annual multi-million dollar budget Experience of working in multi-cultural environment and with key regional and international institutions e.g. ADB, ASEAN, and the Mekong River Commission 3
