Sanitation and Hygiene Officer Location: [Africa] [Somalia] [Garowe] Category: Water, Sanitation and Health (WASH) VACANCY ADVERTISEMENT For Somali Nationals Only World Vision is an International Relief and Development organization, whose goal is to achieve long-lasting benefits in the quality of life for vulnerable children and their families, displaced persons and communities. The Somalia program wishes to invite applications from highly competent dynamic, self driven and results oriented Somali National to fill the following vacancy. The successful candidate will be based in WV Office, Garowe, Puntland. Hygiene and Sanitation Officer Purpose of the Position: The position holder will be responsible to provide specialist technical input and leadership for hygiene, sanitation and public health promotion in WV Somalias operational communities, as well as assisting to WV Somalias project teams in implementing effective and sustainable behavior change approaches, particularly in WASH but also in other sectors, national sanitation and behaviour change teams and staff of relevant ministries Major Responsibilities:

Programme implementation Contribute to the planning of the WASH programmers, specifically the development of CLTS and hygiene behavior change, with authorities Contribute to WVs collaborative planning and implementation of CLTS interventions by the geographic WASH team (and new response WASH teams if required) integrating CLTS with the different program sectors (Livelihoods, Health, Nutrition) and support functions (HR, Logistics, Finance) according to identified priorities and the response phase (acute first emergency phase, stabilization or transition phase, recovery and long term development phase) linked to the country strategy, including promoting the communitys resilience to future emergencies. Contribute to the development of Disaster Risk Reduction and contingency planning with authorities Ensure that mainstreaming and integration of gender, HIV and protection issues are considered and integrated in the work plan. -Ensure that the CLTS and behavior change projects address the special needs of Children, the elderly and disabled Monitor implementation of activities on CLTS and behavior change in the work plans and support the update the plans if required. Provide timely information on the procurement needs for sanitation and behavior change to WV Somalia support team (logistics, finance) and do procurement activities Support the WASH Teams work with the Local authorities health Officers and Sanitary Inspectors to apply the approaches for CLTS and behavior change to the local context, taking into account WV Somalia teams and partners' capacities.

Adapt and implement appropriate participatory approaches for local capacity building for CLTS and behaviour change. Support the implementation of the planned interventions by the geographic WASH teams, involving communities, partners and local authorities in the activities as appropriate. Systematically assess the quality of work and its impact Reporting Report regularly, orally and in writing to the WASH Sector Lead and Health and Nutrition Managers (PM) in each geographic programme area, and on the progress of implementation and challenges encountered against targets set, highlighting constraints and proposed solutions to resolve the issues Use reporting formats for WASH activities reporting and regular reporting internally and externally to UN and or WASH Cluster purposes. -Participate in and maintain a timely and appropriate flow of information up and down the management line (including programmatic information, security issues, etc.) Ensure CLTS and behavior change information is appropriately fed into databases at least weekly. Partnership and capacity building -Apply flexible modalities for working with technical partners according to their capacity and experience -In collaboration with the DRR team, contribute to the identification of capacity building needs of authorities and development of a reinforcement plan for CLTS and behavior

change. -Represent WV Somalia at local, national meetings on sanitation and hygiene behaviour change. -Support co-ordination and integration with other components of the WASH Programme and related sect oral projects in the geographic area. -Participate in and support WASH communications activities including staff blogs and vlogs, success and need stories, and collection of photo resources. Programme development: Develop CLTS sanitation and behavior change components of WASH services. On request, assess new areas for behavior interventions and emergency public health response across all WV Somalia sectors (WASH, health and nutrition, protection, etc.) and support the development of donor project proposals. Other Competencies/Attributes: Strong team worker, including people management and team leadership Experience of mentoring staff and local partners Experience of capacity building of local government, partners and staff Ability to initiate, develop, plan and implement an integrated programme Strong communication, interpersonal and motivational skills

Commitment to and ability to build and maintain strong interpersonal relationships in the team and with other actors. Training and facilitation skills Strong English writing and speaking skills. Qualifications: Education/Knowledge/Technical Skills and Experience The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training: Technical background in public health promotion and sanitation with a first or higher degree in a relevant subject (social development, health, or other applied discipline). Minimum of 3 years of practical experience in sanitation and behavior change projects and programmes in a development context, and preferably including some experience in humanitarian context. Substantial experience in CLTS is essential Experience in working with local government authorities and communities Good understanding and experience of the responsibilities of local government in relation to sanitation and behaviour change in development and emergency contexts. Experience of appropriate methods to address public health needs and taking into consideration cross cutting issues such as gender and vulnerable groups Understanding of gender and child protection issues
