Request for Proposal Subsurface Soil Investigation The County of Westchester is seeking a qualified environmental consulting firm to conduct subsurface soil investigations for a proposed dredging project. The site is at the existing boat launch for George s Island Park, located at 199 Dutch Street in the Town of Cortlandt, the portion of which is commonly known as Montrose. (see Project Location Map below). Proposals should be e-mailed or hand delivered by 3:00 pm on Tuesday, October 18, 2016. Project Description George s Island is approximately 218 acres; and consists of a combination of open lawn and wooded areas along the shore of the Hudson River and includes picnic areas, boat launch, maintenance garage, wetlands, ponds, paths, and parking lots/driveway. The existing boat launch, located in a southern facing cove along the shoreline, has been dredged regularly in the past; in the recent past it was dredged in the late 1970 s and again in the early 1990 s. A grading plan based on a bathometric survey has been completed, and a dredge sampling plan was prepared by the New York State Department of Environmental Conservation (NYSDEC). Page 2 October 2, 2016 County Responsibilities The County will provide the consultant with access to the site as needed/requested once the contract has been signed. The grading plan can also be provided in Autocad 2016. Scope of Work The work involves conducting field investigations and sampling, analytical testing, soil waste characterization assessment and soliciting/securing repository approval for acceptance of contaminated soils if any have been identified on site. In addition, the consultant will need to advise on whether or not the material can be spoiled on-site in an area of the park above the floodplain. Coordination with NYSDEC will be the responsibility of the consultant. The enclosed Sediment Sampling and Analysis Plan prepared by NYSDEC shall be followed. Note that the cores need to be taken to the maximum project depth, -6 NAVD, otherwise called out as -4.5 feet below Mean Low Low Water. The cores shall be taken utilizing a methodology acceptable to use in a water saturated environment by a boring contractor whose experience and equipment is appropriate for this location. Tasks/Deliverables 1. Field Sampling Plan, showing proposed sampling, handling, preservation, and storage of equipment and procedures, including transfer procedures, and sampling equipment decontamination procedures. This should clearly indicate the method of air monitoring for safety purposes. The name, address and a copy of their New York State Department of Health (NYSDOH) Environmental Laboratory Approval Program (ELAP) certification of the actual laboratory used to analyze the samples and prepare the composites will also be required. 2. Lab Testing Data, showing the results of regulatory classification and analytical testing required by NYSDEC (see Appendix A), for the cores as well as the composites. Note also that NYSDEC will require the data package and associated Excel spreadsheet of testing results to be included on a CD for their use.
Page 3 October 2, 2016 3. Waste Characterization Report, documenting the presence or absence of subsoil contamination. The report shall include a summary of the evaluation approach, any revised mapping and/or deviations from the field sampling plan, as well as the general physical observations and characteristics for the dredged material. The report shall also contain a soil management plan which provides very specific information on the handling (excavation, stockpiling, drying) of the dredged material during construction as well as disposal (offsite disposal, onsite reuse, or onsite spoiling). The consultant will coordinate with the NYSDEC to determine the feasibility of obtaining a Beneficial User Determination (BUD) and any handling, dewatering and disposal of dredge material. 4. Solicit and Secure Repository approval by circulating the relevant information to prospective repositories and secure formal approval for the material from at least one repository. The approval will be in a form transferable to the County and/or agent of the County responsible for removing and disposing the soils, as well as a per Ton cost for disposal. Miscellaneous The work to be performed shall commence at the earliest possible date in consideration of field conditions and contract approval by Westchester County, and shall be completed no later than 45 days following the notice to proceed. The consultant will be required to hold his quoted price for 90 days from the deadline for submitting quotes. Consultants shall provide a detailed proposal with a proposed cost per each task listed above. No additional fees shall be paid for other cost such as borings, test pits, or other reimbursable cost (travel, mailing, printing etc.) All cost shall be included in the cost of each task. The consultant who will be chosen to perform the required services must be able to demonstrate prior experience inn performing environmental assessments and subsurface soil investigations including preparing field investigation reports and coordination with the NYSDEC AND NYSDOH. Brief resumes of the principal in charge and the key technical personnel who will be assigned to this project. Provide the experience of these personnel as it relates to this project.

Provide names and telephone numbers of at least three work references who can attest to your ability to complete the project. The basis for selection of a consultant will be based on the following: Qualifications of the firm for the type of project described herein, design approach, past performances and references, and fee proposal. The awarded consultant must be available during the pre-bidding and construction period to answer questions from contractors and County construction inspector.
