Commercial Loading Zones The City of Vancouver Street and Traffic By-law regulates traffic, the use of streets and the size and weight of vehicles on roads. Three types of loading zones are regulated under the Street and Traffic By-law: 1. Commercial Loading Zones 2. Loading Zones 3. Passenger Zones Commercial Loading Zone Commercial Loading Zone is the area or space, defined by signage, for the loading or unloading of materials, to be used exclusively by licensed commercial vehicles. Commercial Vehicle is a vehicle that displays a valid plate or decal identifying it as being registered and licensed. Lane is any street not more than 10.06 metres in width. Any lane that abutts a commercial property, such as a store, hotel, restaurant, or parking lot, is classified as a commercial lane. It is illegal to stop in a commercial lane unless you have a commercial vehicle permit. Licensed commercial vehicles can: Stop in commercial loading zones and commercial lanes for up to 30 minutes to load or unload materials Stop in passenger zones for up to 30 minutes (until 12 noon only) to load or unload materials Use a metered space for free on any day up to 10:30am, excluding 7:00am - 9:30am rush hour zones All drivers, whether in commercial vehicles or not, must obey Stopping and Parking signs, and other rules on leaving clearances at corners, lane intersections, and driveways. There are 7 commercial loading zones on Commercial Drive between Venables St and East Broadway. Commercial loading zones are heavily used and are reported as inaccessible by some businesses. Commercial loading and deliveries often occur on-street in metered parking spaces. There is a desire for more commercial loading zones, but not if it means loss of customer or metered parking. Discontinuous lanes or alleys mean not all businesses have rear or side access. Adjust the size and location of commercial loading zones. Convert regular loading zones to commercial loading zones to restrict stopping to valid permit vehicles only. Combine commercial loading zones and on-street metered parking for certain time periods by adjusting the times commercial zones are in effect. Loading zones support businesses, residents, and customers. Loading zones are heavily used and are reported as inaccessible by some businesses. Loading and deliveries often occur on-street in metered parking spaces. There is a desire for more loading zones, but not if it means loss of customer or metered parking. Adjust the size and location of loading zones. Convert loading zones to commercial loading zones to restrict stopping to valid permit vehicles only. Combine commercial loading zones and on-street metered parking by adjusting permitted stopping times. Passenger Zones Passenger Zones Passenger Zone means the area or space, defined by signage, on a roadway established for the exclusive use of vehicles during the loading or unloading of passengers. Passenger zones: Passenger zones are located in front of areas where large groups of people are being dropped off or picked up, including hotels, theatres, night clubs, and community halls. Passenger zones can be used to: Load or unload passengers for up to 3 minutes Stopping in passenger zones for anything other than loading or unloading people is illegal. Passenger zone signs without times or days are in effect 24 hours a day, including holidays. A commercial vehicle may stop in a passenger zone, before 12:00 noon on any day, for no more than 30 minutes, while loading or unloading materials. Exceptions: Motorists displaying a valid permit for people with disabilities a SPARC placard can park in loading zones and passenger zones for up to 30 minutes while loading and unloading passengers. There are 3 passenger zones along Commercial Drive. There is a desire for more passenger loading zones adjacent to medical or professional service offices. Review locations of passenger zones in coordination with a review of commercial loading zones. Combine passenger zone with commercial zone or on-street metered parking. Lanes Lanes Any lane that is parallel to or behind a commercial property is classified as a commercial lane. Blocking traffic, driveways, garage doors, waste containers, and fire escapes in lanes is prohibited. When stopping or parking in a lane, leave at least: 3 m clearance in lanes to allow traffic to continue to flow 1. m on either side of, and. m directly in front of private driveways, roads, garage entrances. Refer to By-law 2849. 19.1 or vancouver.ca/street-transportation for full lane regulations. Discontinuous lanes mean not all businesses have access to a lane. There are competing uses in the lanes. The length and size of lanes vary, constraining access. Some businesses feel that lanes function poorly for loading. Monitor the lanes to understand the loading and access issues. Work with property owners and tenants, through the Commercial Drive Business Society, to improve signage and wayfinding to improve lane access. Total responses = 84 We would be willing to lose a metered parking spot in exchange for a loading spot on the street, as there is no back lane, and nowhere for delivery vehicles to park. Many of our delivery drivers get parking tickets while trying to deliver to us. We already have extremely limited parking available... A commercial loading zone that further limits available customer parking will be detrimental. As a business owner, I should be granted a parking permit and leave my space open for a visitor shopping in the neighbourhood. I sense that a lot of spaces are taken by staff and owners without parking. It s not so much commercial loading that affects us but human loading and unloading we have a lot of people in wheelchairs and with walkers and there is often no space for their caregivers to park either on Commercial Drive or 14th. Our recycling and garbage removal trucks often cannot access the alley due to high traffic, resulting in blocked access charges for us and there is not much we can do except hope for more available free parking spaces so people wont have to block our space to try to get free parking. We cannot monitor and control who is blocking the laneway 24/7. My business would not exist on the street without parking. We receive deliveries from multiple suppliers throughout the week (M-F) that are critical to the efficiency of our business and ultimately to our customer. It can already be a challenge to receive deliveries effectively and for customers to find parking easily on The Drive close to our location. We hope that access for our deliveries and customers not be impacted negatively by any development or redesign of the street including bike lanes that are already within easy access and close proximity. We need as much customer parking and commercial loading zones as possible to function efficiently. Receiving our goods is always very difficult and we are subject to many delays because of other delivery trucks, customers trying to find parking and pedestrians. There is no loading/unloading availability or lane behind our building. If our Commercial Loading zone was taken from us it would be devastating to our business and ability to operate. t enough street parking availability. There is nowhere near enough customer parking as it is. There are all kinds of customers who come from outside the area who will NOT bike to Commercial Dr. There are local residents who also depend of parking as they are buying goods that cannot be transported on a bike.
