How is each agency s data referenced? a. Can a common reference be developed using a common roadway network? 6. What do we know about the Transportation Safety Information Management System (TSIMS)? Can Gary Zayas it be of use to this committee? 7. Do we know of any problems/issues that the Accident Records System Advisory Committee (ARSAC) ran into that we want to avoid? Meeting Synopsis 1. Discussion of why the original two subcommittees were combined into one. There were three main reasons why the GIS/GPS Integration Subcommittee was combined with the Statewide Data Integration Subcommittee. The majority of members were on both Subcommittees. GIS/GPS Integration committee would be focused upon how to best collect and use geo-referenced data, but there are already standards in place and common procedures for the collection of this type of data. Geo-referenced data should be integrated with the entire the data model. a. Go over initial charge see STRCC list of subcommittees. read the following charge for the subcommittees: Data Integration The committee needs to look at the various sources of data contributing to the Traffic Records System and the format it currently or will arrive in. This is important for adding new data or comparing various files during analysis. GIS/GPS Page 2

The evaluation of Geographic Information Systems or Global Positioning Systems will determine which system the committee will endorse. There are various users groups within the State which can offer some insight into which is best for this situation. Some concern was expressed about data sharing conflicting with preservation of privacy. It was agreed that only the data that would not violate privacy would be shared. It was also agreed that data available with GIS makes it easier for the consumers of the information b. Get to know the players and formulate some type of mission. Committee members introduced themselves. c. Committee membership did the invitation go out to the right people? Are we missing key players? Other units/members suggested were: MVC systems people NJDOT Traffic operations (Tim Bourne -- they store data to share) NJSP Traffic bureau -- Lt. Paul Krupa EMS -- Rich Bailey 2. Format for meeting notes. a. Bill Beans has asked for meeting notes to be forwarded to his office for inclusion into a monthly status report. This will be done. b. Confirm that Lorie Leonardi will prepare notes. Yes, she will. 3. This subcommittee is interested in the integration of traffic/roadway data from all agencies. a. i.e.: road geometry, crash records, traffic violations, emergency information, etc. Suggested agencies were: Department of Education (school bus accidents) Courts (citations) MVC EMS DOT FARS Freight Motor Carriers 4. Prepare outline of responsibilities for each agency/unit (functions and products). a. This will enable the committee to compile an inventory of the available data that requires integration will send a sample outline to members. Committee members will use that sample to send their responses to Jim. 5. How is each agency s data referenced? a. Can a common reference be developed using a common roadway network? Page 3

Jim explained the Standard Route Identifier (SRI) that NJDOT uses. He demonstrated its use with the Straight Line Diagram (SLD). 6. What do we know about the Transportation Safety Information Management System (TSIMS)? Can it be of use to this committee? TSIMS is a comprehensive, safety management software that is being developed by McDonald Douglas for the American Association of State Highway and Transportation Officials (AASHTO). It could provide a framework for a data warehouse. Gary Zayas will arrange a demonstration for the subcommittee members. 7. Do we know of any problems/issues that the Accident Records System Advisory Committee (ARSAC) ran into that we want to avoid? Lack of upper management commitment. Tackling too much at once. Lack of overall support Lack of funding. Additional discussion. We need to decide on a mission for the subcommittee and a game plan for achieving it. Each committee member will write their vision for the subcommittee and send it to. He will compile them for the next meeting. Claudia Knezek will send out a data questionnaire to the overall STRCC committee. Jim will work with her. Action Items Cat.
