No bids will be considered unless the proposal form and /or specifications (furnished by the City of Escanaba, Michigan), are properly completed and enclosed in a sealed envelope, marked: Escanaba Water Department Leak Detection 2018 In addition, the City of Escanaba, Michigan will not consider any proposal which has not been received prior to the published time, date and year of bid opening. (FAX transmittals will not be accepted.) A Certified Check, Cashier s Check, or Bidder s Bond, drawn payable, without condition, to the City of Escanaba, Michigan, in an amount not less than 10% of the bid, will be submitted with each proposal as a guarantee that if the bid is accepted, the bidder will furnish materials or services as stated in his or her proposal. Escanaba Water Department Leak Detection 2018 City Distribution System Specifications: The City of Escanaba Water Department is seeking proposals for all-inclusive leak detection services of the City ~80 miles water main including 5000 plus city owned water services. The City of Escanaba considers the water service from the main to the curb stop as the City responsibility & property. The curb stops for <1 services are generally located on or near the home owners property line, constructed of either galvanized or copper. The Curb stops or valves for >2 services are generally located at the water main. The City also services a small section of Wells Township, which will also be included in the Leak Detection survey. The Distribution System mains range on size from 2 to 16. Scope of Work: Objective of this Request for Proposals The City of Escanaba, MI is seeking proposals from qualified Professional Contractors for the purpose of providing leak detection services to minimize the amount of water lost, both surfacing and not-surfacing (background leakage) in the Owner s water distribution system using the best available technology for each pipe diameter and material. Within the submitted RFP, list and explain the type of Leak Detection Survey Technology your proposal will implement for the purposes of locating the most leaks possible and reducing water loss to minimal levels. Responses to this RFP should specify the type of equipment, software and methods proposed to be used. The survey will encompass the approximately 80 miles of water main throughout the City of Escanaba and a small section of Wells TWP. The listening points will include, but is not limited to, each hydrant and accessible valve. Services/ Curb boxes will be used on an as needed basis to minimize the distance between listening points, and for pinpointing the actual leak. A determination of which side of the curb box the leak is located at will be required. Upon completion of the project, a written report shall be submitted including a summary of the project, survey review with observations, data sheets noting each individual leak with a drawing and GPS coordinates of its location, estimated GPM loss, and conclusions. It is requested that after the completion of the repair of a major leak, the corresponding section will undergo a second leak detection survey to insure smaller leaks were not missed. The primary survey work included under this contract shall be completed no later than June 30, 2018. a. Service Capability - Minimal proposal requirements: Contractor shall furnish all labor, material, transportation, tools, and equipment necessary to perform the survey. All work will be conducted across a forty (40) hour work week the normal between the hours of 7am 4 pm, Monday Friday (excluding the City Holidays). If excessive ambient noise makes the survey ineffective during the day time hours the contractor may be required to conducted work in these areas during nighttime hours. Such times and hours of work will be scheduled well in advance with City. Page 4 of 10

Contractor shall be required to provide skilled & trained personnel and equipment to complete the work herein specified. Personnel are required to have minimum of three years field experience in leak location and pinpointing. Contractor shall provide, obtain, and pay for any and all permits and licenses as required. Contractor shall show proof of a Contractor s License and insurance with the City being named as additional insured. Contractor must also provide MDOT as being named addition for work done within the MDOT Right of Ways. Contractor shall provide a fully qualified and properly trained equipped crew to safely and competently perform all the work associated with this RFP Contractor shall provide a Crew Leader or Foreman whom will be responsible for all communications and planning of all work with the City. Contractor shall provide a work plan to implement the work within the submitted RFP, including a time frame and descriptions and list of materials being used to perform the survey. Contractor shall listen on all Fire Hydrants & Main Line Valves. And additionally any Curb Stop if needed to pinpoint a leak. Contractor will determine which side of the curb stop the suspected leak is on. Contractor shall make every effort to snug valves on all fire hydrants and main line valves which are suspected of leaks and reevaluate to verify leak. Preferred listening distances shall not exceed 300 between points, such as valves and hydrants. Contractor shall provide a detailed map or drawing of the leak to the Water Department. Contractor shall also provide a written report of all leaks with their location & nearest address, and the estimated water loss of each leak to the City. Inclusive within the report; a description of any deficiencies discovered during the leak survey shall be included. This will include the determination of the leak being the responsibility of the City or that of a Private Owner. Contractor will be required to follow all necessary safety procedures including: proper MDOT traffic control signage, all traffic laws, and all MOISHA rules and regulations All work conducted & all reports shall be submitted no later than June 30 th 2018. The City will provide PDF or all related water system drawings available. The City will assist in cleaning of boxes and working valves. The City will provide a knowledgeable and qualified water system operator to assist the contractor on a daily basis. All work must be done in a workmanship fashion and conducted in accordance with all MIOSHA rules and regulations. b. System Cost Provide a lump sum total for the project; to conduct leak detection services as defined within this RFP. Provide additional costs not covered within this RFP. Provide a written description and support for these additional incurred costs. BASIS OF AWARD -- CONTRACTOR QUALIFICATIONS All proposals will be reviewed based on qualifications, price, completion time frame, previous experience and the best interest of the City of Escanaba. The City of Escanaba reserves the right to accept or reject any proposals. Sealed proposals will be received by the City of Escanaba at the office of the City Clerk, on or before 2:00 p.m. - local time - on 1/30/2018 @ 2 pm est. MDOT INSURANCE MDOT 2012 Standard Specifications for Construction: Refer to Section 107.10 The City of Escanaba and MDOT shall be named as additional insured on all certificates. All policies affording coverage under the insurance requirements shall further be endorsed to provide a ten (10) day notice to be delivered to the City of Escanaba and MDOT before any coverage s are either reduced or cancelled. The contractor shall submit documentation showing that the City of Escanaba and MDOT are held harmless. WORKMANSHIP 1. All work will be done in a workman like manner according to standard practice. 2. All materials will be installed according to written specifications, and all MIOSHA s rule and regulations. 3. Provide owner with any required training to personnel. INSPECTION Owner reserves the right to inspect Contractor s work at any phase of the operation. Owner reserves the right to require the Contractor to coordinate various phases so as to facilitate the inspection process. If the Owner determines that any of the Contractor s work is unsatisfactory, the Contractor shall correct the work at his own expense. PAYMENT Shall be one lump sum upon the satisfactory completion of all items of specifications check list, and owners test requirements stated in the Inspection section of this request WARRANTY Not Applicable.
