NOTICE INVITING TENDER Consultants: M/s Sterling India Consulting Engineers Owners: India Habitat Centre, New Delhi India Habitat Centre, New Delhi 1. Tenders are invited on behalf of the owners India Habitat Centre, New Delhi for RENOVATION OF EXHAUST AIR DUCTING IN BASEMENTS at said project. 2. The tender shall be in the prescribed form. 3. Works are required to be completed within 2 (Two) months from the date of award of work. 4. Tenderers are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their tenders as to the nature of the ground, the form and nature of the site, the means of access to the site, accommodation they may require and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or effect their Tender. A Tenderer shall be deemed to have full knowledge of the site, whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed. 5. Submission of a Tender by a Tenderer implies that he has read this notice and all other Contract Documents and has made himself aware of the scope and specifications of the work to be done and conditions and rates at which stores, tools, plants, etc. will be issued to him by the Owners and local conditions and other factors having bearing on the execution of the works. 6. A Tenderer should quote in figures as well as in words rates tendered. The amount for each item should be worked out and requisite totals given. Special care shall be taken to write rates in figures as well as in words and the amounts in figures only in such a way that interpolation is not possible. The total; amount shall be written both in figures and in words. 7 All rates shall be quoted on the tender form. 8. Pre Bid meeting shall be held on 15 th Jan, 2015 in the office of the Director, India Habitat Centre, New Delhi at 4:00 pm. 9. Tenders shall be received in the office of the Director, India Habitat Centre, New Delhi on 22 nd of Jan, 2015 at 3:00 pm. 10. A tenderer shall submit the tender which satisfies each and every condition laid 0down in this notice, failing which, the tender will be liable to be rejected. 11. The Owners do not bind themselves to accept the lowest or any tender or to give any reasons for their decision. 12. The Owners reserve to themselves the right of accepting the whole or any part of the tender and tenderer shall be bound to perform the same at his quoted rates. 13. This notice of tender shall form part of the Contract Documents. 14. The validity of the tender(s) shall be upto 30 (Thirty) days from the date of opening of tender(s). 15. The tender should be submitted in sealed envelope. 16. Terms of Payment: a) 10% as mobilization advance along with order. b) 5% against approval of shop drawings (one week s time). c) 45% against delivery of material at site. d) Balance payment shall be released after successful installation, testing, commissioning and handing over the air handling units 17. Retention Money: Retention amount of 10% of the value bill shall be retained which shall be released in two parts, 5% after six months and balance 5% after 12months from the handing over date. : 18. Defect Liability Period The defect liability period shall be 12 months from the date of handing over. The vendor shall attend to the defects which may come up during the defect liability period, repair/replace the defective components and make the system functional in perfect working order. 19. Working hours: The vendor is required to submit the working schedule in advance to enable IHC to coordinate with security/others accordingly. Working hours will be from 8:00 pm to 6:00 pm in working day and full day on Sunday/holidays. 20. Storage: The vendor shall be required to deliver and store the material in a safe custody till the same is installed, commissioned and handed over successfully. IHC, under no circumstances, shall assume the responsibility of any missing part/parts till handed over. A lockable space for storage shall be provided by IHC. TECHNICAL SPECIFICATION SHEET METAL DUCT WORK 1. GENERAL This section comprises of supply, fabrication, installation and testing of all sheet metal ducts and supply, installation, testing and balancing of grilles with VCD in accordance with these specifications 2. DUCT FABRICATION All Galvanized ducts shall be site fabricated from lock form grade galvanized sheet steel zinc coated conforming with IS: 277, coating grade 120 or aluminum sheets conforming to ISS:737-1955 (wherever aluminum ducts are specified).and installed in a workman like manner. The ducts shall be fabricated at site as per ISS: 655 latest editions. Ducts shall be straight and smooth on the inside with neatly finished joints. All joints shall be made airtight by applying sealant during the assembly of the ductwork; Sealing of the seams shall be accomplished by using approved sealant. Transverse joints shall be made using sponge rubber sulphur-free foam rubber gasketing (3mm thick and 20mm wide) All exposed ducts within conditioned spaces shall have only slip joints and no flanged joints. The internal ends of slip joints shall be made in the direction of Air flow. Changes in dimensions and shape of ducts shall be gradual. Curved elbows, unless otherwise approved, shall have a center line radius equal to one and half times the width of the duct. Air turns shall be installed in all abrupt elbows and shall consist of curved metal blades or vanes, arranged to permit the air to make the turns without appreciable turbulence. All ducts shall be rigid and shall be adequately supported and braced where required with standing seams to keep the ducts true to shape and to prevent buckling, vibration or breathing. All sheet metal connections, partitions and plenums required to confine the flow of air to and through the filters and fans, shall be constructed out of 20 gauge galvanized steel sheet, thoroughly stiffened with 25mm x 25mm x 3mm angle iron braces and fitted with all necessary doors, to give access to all parts of the apparatus. Doors shall not be less than 45cm x 45cm in size. Volume control dampers wherever required shall be installed as a minimum. The final duct design may call for additional volume control dampers based on final duct configuration. 4. DUCT INSTALLATION All ducts shall be installed generally as per the drawings and in strict accordance with approved shop drawings prepared by the Contractor. The contractor shall provide and neatly erect all sheet metal work as may be required to carry out the intent of these specifications and drawings. This work shall meet with the approval of the Engineer-in-charge in all its parts and details. All necessary allowances and provisions shall be made by the contractor for beams, pipes, or other obstructions in the buildings, whether or not the same are shown on the drawings. transformed, divided or curved to one side, the required area being maintained as approved or directed by the Engineer-in-charge. If a duct cannot be run as shown on the drawing, the contractor shall install the duct between the required points by any path available, subject to the approval of the Engineer-in-charge. All duct work shall be independently supported from building elements or as required by the Engineer-in-charge. All horizontal ducts shall be rigidly and securely supported, in an approved manner, within hangers formed of GI rods and GI cleats under ducts not greater than 2 meter centers. All vertical duct work shall be supported by structural members at each floor. Ducting on top of the ceiling shall be supported from the slab above, or from beams, after obtaining approval of the Engineer-in-charge. In no case shall a duct be supported from the ceiling hangers or be permitted to rest on a hung ceiling. All metal work in dead or closed down spaces shall be erected in time to occasion no delay to other contractors in the building. All ducts shall be totally free from vibration under all conditions of operations. Whenever duct work is connected to fans, that may cause vibrations in the duct, ducts shall be provided with two flexible connections located close to the unit in mutually perpendicular directions. Flexible connection shall be constructed of fire resistant flexible double canvas sleeves at least 10 cm long, secured properly and bolted at both ends. Sleeve shall be made smooth and the connecting duct work rigidly held by independent supports on both ends. The flexible connection shall be suitable for pressures at the point of installation. The two mating flanges of the ducts being joined with each other shall be made air tight by providing 3mm thick 20mm wide Sulphur-free foam rubber gasket on mating flanges. 5. SUPPLY AIR REGISTERS Supply air registers shall be of approved make and of aluminum construction with individually adjustable bars. Supply air registers shall be double deflection type, with removable key operated volume control dampers. The outer frame shall be made from drawn aluminum sections. All registers shall be selected in consultation with the Engineer.-in-charge, Different spaces shall require horizontal or vertical face bars, and different width of margin frames. All registers shall have a soft, continuous rubber gasket between the periphery of the register and the surface on which it has to be mounted. Registers shall be adjustable pattern as such grill bar shall be pivotable to provide pattern with 0 to 100 degree horizontal arc and upto 30 degree deflection up or down. Bars shall hold deflection settings under all conditions of velocity and pressure. Bars longer than 45 cm shall be reinforced by a setback vertical member. Registers shall be given a rust inhibiting prime coat and factory applied powder coated finish of approved colour. 6. TESTING AND BALANCING After completion of the installation of the complete air distribution system, all ducts shall be tested for air leaks. Before painting the interiors, air distribution system shall be allowed to run continuously for 48 hours for driving away any dust or foreign material lodged within ducts during installation. The entire air distribution system shall be balanced using approved anemometer. Air quantities at the fan discharge and at various outlets shall be identical to, or less than 5 percent in excess of, those specified and quoted. Leakage in each air distribution system shall be within 3 percent so that supply air volume at each fan shall be identical to, or no greater than 3 percent in excess of, the total air quantity measured at all supply outlets served by the fan. Branch duct adjustments shall be made by volume or splitter dampers. Dampers shall be permanently marked after air balance is complete so that these can be restored to their correct position if disturbed at any time. Complete air balance report shall be submitted to the Engineer.-in-charge. for scrutiny and approval, and six copies of the approved report shall be provided with completion documents. PREAMBLE EXHAUST DUCTING SERVICES SCHEDULE OF QUANTITIES 1. All described hereafter shall be in accordance with the specifications. 2. Testing and commissioning shall include furnishing all labour, materials, equipment, instruments, and incidentals necessary for complete testing of each component as per the specifications and manufacturer's recommendations; submission of test results to the Project manager and obtaining their approval and submission of necessary documents. 3. All the ducts shall be fabricated and installed conforming to the relevant Indian standard, and the specifications. 4. Duct installation shall include fabricating and installing the duct splitter dampers, turning vanes and the distribution grids within the ducts in position and providing, installing and making air tight the joints with slips, foam rubber insertions, nuts, bolts and screws as required. In addition, multi-louvered manually adjustable dampers shall be provided in various ducts as required for proper balancing of the airflows. 5. All registers shall be provided with a soft continuous rubber gasket between their periphery and the surface on which these have to be mounted. 6. Registers shall be given at the factory primer coat and powder coating finish of the approved color. 7. After completion of the installation, the entire air distribution system shall be tested for the air leaks by conducting smoke test and balanced in accordance with the specifications. 8. Mode of Measurement The mode of measurement for the various items, unless otherwise specified, shall be as follows: 8.1 Ducting Payment for the ducting shall be made on the basis of the external surface area of the ducting including all materials, labor, supporting arrangement etc. for the installed duct. The rate per Sq.Mtrs. of the external surface shall include flanges, gaskets for joints, bolts and nuts, duct supports and hangers, vibration isolation neoprene pads or suspenders, flexible connection, inspection doors, dampers, turning vanes, and any other item which shall be required to complete the duct installation. The external surface area shall be calculated by measuring the overall width and depth ( including corner joints) in the center of the duct section and overall length of each duct section from flange face in case of duct lengths with uniform cross section. Total area will be arrived at by adding up the area of all the duct sections. In case of the taper piece, average width and depth will be worked out as follows: W1 = Width of the small cross- section W2 = Width of the large cross-section D1 = Depth of small cross -section D2 = Depth of large cross-section Average width = (w1+w2) / 2 Average depth = (d1+d2) / 2 i. Width and depth in the case of taper piece shall be measured at the edge of the collar of the flange for duct sections fitted with angle iron flanges, otherwise at the bottom of the flange where flanges are of the duct sheet. ii. The face length for the taper piece shall be the mean of the lengths measured face to face from the center of the width and depth flanges. iiii. For the special pieces like bends, branches, tees etc., same principle of area measurement as for the linear lengths shall be adopted except for bends, elbows, the lengths of which shall be the average of the lengths of linear and outer periphery along with curvature or angle of the piece. 9. The contractor shall include charges for the following items of work: 9.1 Protecting and cleaning of equipment/materials and work in progress as per Specifications. 9.2 Comply with safety requirements including temporary partitions, "caution" signs, protection of public, maintaining protected egress and access to work at site. 9.3 Issuing of hot permits for welding and cutting works after approval from the owners. 9.4 Submission of the detailed schedule of activities. 9.5 Removal and legal disposal of debris including compliance with local requirements. 9.6 Furnish instruments required for testing, adjusting and balancing. These shall remain the property of the contractor.
