London Freight Plan Delivery & Servicing Plans Joe Dack Freight Operator Recognition Scheme - Ian Brooks

Kerbside Loading Guidance Document to assist street practitioners on Kerbside loading and offer advice and information. LOTAG asked for comments during October. Aim to publish early January. But there are other projects within the London Freight Plan...

Sustainable Freight Distribution A Plan for London The safe, reliable and efficient movement of freight and servicing trips to, from, within and, where appropriate, through London to support London s economy, in balance with the needs of other transport users, the environment and Londoners quality of life. Four Projects within the Freight Plan Freight Operator Recognition Scheme (FORS) Delivery & Servicing Plans (DSPs) Construction Logistics Plans (CLPs) Freight Information Portal

Background Current situation Parking problems Impact on network performance Congestion Emissions associated with travel Large number of unnecessary trips/ multiple visit to single buildings Freight activity happens, - goods just turn up.

What is a Delivery and Servicing Plan? Similar to Work Place Travel Plans but focusing on freight and services: Delivery - goods movement, mail Collections refuse, returns, couriers, laundry Servicing hard and soft maintenance, engineers

Objectives of a DSP A Plan for business procurement and operational practices Minimise number of trips particularly in peak periods Promotes use of legal and safe delivery location Considers benefits of consolidated ordering & deliveries Considers the potential for modal shift

Where might we see DSPs deployed? New Developments. Included as part of the Transport Assessment. Penalty Charge Notice Hotspots. High levels of delivery activity resulting in poor network performance. Areas of insufficient loading availability. Individual organisations/buildings wishing to address Environmental and operational issues. Area Wide schemes Oxford, Regent, Bond Streets

Status of the Delivery and Servicing Plan Project Trailing the approach within TfL at Palestra. 300 deliveries per week. 40% are couriers Reducing and retiming deliveries AEA & London Remade commissioned to deliver trials and pilots. Circa 40 pilots across different organisations, sectors, buildings, locations. One size doesn t fit! Ending Nov 2009. Rollout plan being developed.

What is FORS Raising Standards Recognising Excellence Car derived vans and above Optimises standards from Industry Partners Encourages and incentivises the adoption of good practice Promotes sustainability and corporate social responsibility Improved driving and safety standards on London s s roads Delivers benefits to operators of all sizes Has tiered levels of recognition (Bronze, Silver, Gold) Is voluntary, free to join and is industry recognised
