1.0. Introduction 1.1. Trade and Development Bank (TDB), is a specialized African multilateral financial institution serving most of the Eastern and Southern Africa. The Bank s objective is to provide short, medium and long term financing to viable projects and trade finance activities in member states. 1.2. TDB has acquired 1.052 acres approximately 4,255 square meters parcel of land on Lenana Road Nairobi opposite the Sri Lanka High Commission. The Bank is desirous of developing this site into a modern High Rise office Building and has procured a design concept from a leading firm of Architects PLANNING Systems Services Ltd. TDB has also retained a team of professional technical consultants to advice on various technical aspects of the project. 1.3. As part of the project process in preparation for construction, TDB would like to enlist the services of competent FIRE AND SAFETY CONSULTANT to work closely with the Project Architect and the professional technical consultants on the project to achieve compliance and other set objectives. 1.4. Project Description A. The project is a proposed commercial development on Plot L.R. 1/184 Lenana Road. It consists of a 19 storeyed (Ground + 18 floors) Grade A office tower building with provisions for office space, meeting and conference facilities, restaurant/café, gym and a limited amount of retail. The gross development area including parking and mechanical spaces is just under 23,000 SM with a lettable area of 9,793 SM. B. The proposed office tower is set to the southwest corner of the site, allowing a slip lane from the Lenana road for access and a large plaza. The plaza is above the parking structure below, but stepped to allow some areas for planting and water features. C. The commercial office spaces are organized around 3 sky court gardens within the tower that provide for natural lighting and ventilation, breakout and social spaces. D. Atriums connect the various parts of the building to the sky court gardens to assist with natural ventilation and lightings. The first atrium goes from the ground floor and entrance lobby to the 3 rd floor sky garden. A glass break separates the sky court garden from the office spaces on levels 6-10, which is then open to the sky court garden on level 11. 1.5. Design Guidelines: The Commercial development will meet the Grade A requirements and is to follow the National Fire Protection Association (NFPA) requirements for Fire and Safety. 2.0. Scope of work/terms of Reference Fire and Safety Audit 2.1. Upon successfully being appointed, the Fire and Safety Consultant will hold an initial meeting with the project professional technical consultants team to discuss the building design and goals. Deliverable: Detailed Terms of Reference and Commencement/Inception Report. 2.2 A detailed review and report listing the compliance of the building and any revisions/alterations required to meet the desired NFPA standard. Deliverable: Review Report. 2.3. Post Construction Review and Certification. Deliverables: All statutory fire certifications, NFPA Certification, Final Report. 3.0. The tender is in two part:- PART 1 - TECHNICAL TENDER PART 2 - FINANCIAL TENDER Technical tender constitutes 60% of the score while Financial tender 40% of the score. 3.1. SUBMISSION OF TENDERS The tenderer shall seal the original and 1copy of the Financial and Technical tender documents in separate envelopes, duly marking the envelopes as ORIGINAL and COPY. The inner and outer envelopes shall be addressed to the Employer at the address stated below and bear the name and identification of the tender with a warning not to open before the date and time for opening of tenders. Tender documents shall to be delivered in two parts: Part 1 the Technical Tender in a separate envelope; Part 2 the Financial Tender in a separate envelope, sealed separately and clearly marked as FIRE AND SAFETY CONSULTANT TENDER FOR ROPOSED NAIROBI OFFICE DEVELOPMENT PROJECT ON PLOT L.R NO. 1/184 LENANA ROAD, NAIROBI, FOR TRADE AND DEVELOPMENT BANK and labelled Technical Tender or Financial Tender as appropriate. The envelopes shall then be sealed in an outer envelope. In the event of discrepancy between them the original shall prevail. PART 1- TECHNICAL TENDER 1.STATUTORY REQUIREMENTS/ CAPACITY a) Evidence of due registration with relevant Kenyan statutory and licensing bodies showing capacity to work in Kenya. b) Company/Firm Physical locations, Branches Legal Domicile c) List of Directors with contacts of at least 2 directors. d) Evidence of adequate professional indemnity risk covers. 2.TECHNICAL REQUIREMENTS/CAPACITY a) Certifications/ Qualifications from National Fire Protection Association. b) Listing of staff and personnel resources and technicians etc. (qualification should be relevant to the scope of works applied for.) 3.REQUISITE EXPERIENCES a) Listing of past and current relevant ongoing jobs/projects that underwent review and received NFPA certification at completion. b) Evidence of successful experiences with latest fire safety and suppression equipment technological developments and trends as applicable. 4. QUALITATIVE REQUIREMENTS a) Letters of Reference from Past and Current Clients, Contractors, Architects, Project Managers. b) Evidence of an unblemished record (Ethical conduct and integrity) and related declarations. c) Any other capacity/quality the firm may wish to make known Interested firms are requested to submit the following: Duly updated company profiles and their website links Submission documents with all the requirements detailed above. PART 2- FINANCIAL TENDER 1. Separately the Consultant/Tenderer is here by invited to provide in a sealed envelope as described above a fee proposal based on the Scope of Work highlighted in Section 1 and 2 of this document. The fee proposal must be quoted exclusive of VAT. 2. Any disbursement costs must be shown separately.
