The inserts will include stormwater education information specifically relating to high priority community-wide issues. Materials and curriculum will be assessed and selected from existing, readily available programs, and through discussions with public and private school staff. Environmental Education * Continue to offer programs, educational opportunities and resources on available stormwater educational material to public and private school staff. * Track the number of requests and presentations. BMP 1.5 StormWater Book Covers Continue to provide stormwater book covers to MISD for distribution. Each year, develop, create, and provide stormwater book covers to MISD for their distribution. Each year, provide enough covers to supply all MISD school children with a book cover, or provide a quantity requested by MISD. 3

MCM 1 Public Education, Outreach and Involvement Public Education and Outreach Residents BMP 1.6 "Stencil Town" Storm Drain Markers Continue to place storm drain markers on local storm drains in an effort to increase awareness and to prevent dumping into the storm drain system. Water Utilities and Infrastructure GIS * Assess the number of storm drain inlets not currently marked. * Determine the number of inlets that would need to be marked in order to attain a goal of having 25% of all of the City's inlets marked, excluding inlets on arterial roads and highways. Year 1 Continue implementation of the City's plan for installing storm drain markers, achieving the 25% marked goal by the end of the 5th year. Require marking of new inlets by developers and contractors upon completion of projects whose plans were submitted and reviewed after September 2008. 4

MCM 1 Public Education, Outreach and Involvement Public Education and Outreach Residents BMP 1.7 "Public Reference" Provide educational material for reference. Materials to be provided will include copies of educational materials used for other educational BMPs, information regarding McKinney's stormwater program, and other miscellaneous stormwater educational material as deemed appropriate. Environmental Education * Provide copies of educational materials through the StormWater Web Site (BMP 1.3) and at the City's public facilities, ex. public library, recreation centers, performing arts center and Environmental Education Office. * A description of the materials made available online and at City's public facilities will be included in the Annual Report. BMP 1.8 StormWater Video Continue to develop or acquire stormwater videos for display on McKinney's Public Access Channel. Communications & Marketing * Air a minimum of three stormwater educational videos, developed or acquired by the City, on the City's public access channel. * Provide copies of videos through the StormWater Web Site (BMP 1.3) and make available to public and private schools for use in classroom education. 5

MCM 2 Illicit Discharge Detection and Elimination BMP 2.1 Dry Weather Screening Conduct dry weather field screening of priority areas. GIS Develop a plan to identify field screening stations and priority areas that will result in screening all of the priority areas by the end of the permit term. Year 1 * Implement the City's plan for screening all priority areas by the end of the 5 th year. Year 2-5 * Update priority area list and field screening stations each year. BMP 2.2 Wastewater Implementation Strategies (previously labeled Sanitary Sewer Smoke Testing) Continue existing programs in order to reduce cross connections, failures and overflows of sanitary sewers, grease traps, and grit traps. Water /Wastewater * Continue implementation of existing Sewer System Evaluation Study (SSES) and Capacity, Management, Operations and Maintenance (CMOM) Program to identify potential cross-connections and inflow/infiltration (I/I) with the City's storm sewer system. * Track the linear feet of sewer lines tested, number of detected breaks, and the number of repairs. * Monitor grease and grit traps as part of the existing pretreatment program. 18

MCM 2 Illicit Discharge Detection and Elimination BMP 2.3 Illicit Discharge Investigation, Response, Elimination and Enforcement Continue to conduct investigations to determine the source of illicit connections and illegal dumping activities. Water Utilities and Infrastructure * Assess regulatory authority and update ordinances, if needed, to provide the City with additional authority to investigate, trace, identify and eliminate suspected illicit connections or illegal dumping activities in accordance with TCEQ requirements. Year 1-2 * Continue to conduct investigations in accordance with investigation procedures established in first permit term. * Revise standard procedures to include at a minimum, documenting the date(s) the illicit discharge was observed; the results of the investigation; any follow-up of the investigation; and the date the investigation was closed. * Conduct investigations in accordance with revised investigation procedures. Year 3-5 * Conduct a follow-up investigation or field screening, consistent with BMP 2.1, to verify that the discharge has been eliminated. 19
