I. BACKGROUND 1.1 COLOMBO PLAN The Colombo Plan for Cooperative Economic and Social Development in Asia and the Pacific was conceived at the Commonwealth Conference on Foreign Affairs held in Colombo, Ceylon (now Sri Lanka) in January 1950 and was launched on 1 July 1951 as a cooperative venture for the economic and social advancement of the people of South and Southeast Asia. It has grown from the founding group of seven Commonwealth nations - Australia, Britain, Canada, Ceylon, India, New Zealand and Pakistan - into an international organisation of 26 member countries, including developed and developing non-commonwealth countries in the Asia Pacific region. Current Colombo Plan member countries are Afghanistan, Australia, Bangladesh, Bhutan, Brunei, Fiji, India, Indonesia, Iran, Japan, Republic of Korea, Lao PDR, Malaysia, Maldives, Myanmar, Nepal, New Zealand, Pakistan, Papua New Guinea, Philippines, Singapore, Sri Lanka, Kingdom of Saudi Arabia, Thailand, United States of America and Vietnam. Over the years, while adhering to the concept of human resource development and South-South Cooperation in addressing issues of economic and social development, the programme content of the Colombo Plan has been adjusted to respond to the needs of member countries in a fast changing world economic environment. While in the early years, the training programmes were more of a long-term nature, current programmes have been established to provide advance skills and experience sharing aimed at arriving at the best practices in different fields of economic and social activities for effective policy making and governance. Current Programmes: In 1995, Colombo Plan revitalized its programmes emphasizing short-term training courses in priority areas and promoting South-South cooperation. The current programmes of the Colombo Plan are in the areas of Public Administration and Environment including post-graduate long-term scholarships, Private Sector Development and Drug Demand Prevention in member countries. In this regard, Colombo Plan has established three programmes for capacity building, namely, Drug Advisory Programme, Programme for Public Administration and Programme for Private Sector Development. 2. Molecular biological techniques for research in agriculture and biomedical sciences 2.1 Description

Molecular Biology is an approach to study the molecular basis of biological activity between various systems of cell. The focus of this training will be on how molecular biology techniques are used in agriculture and medicine. Molecular biology plays important role in identifying targets for new drugs, diagnosis of disease, gene therapy. New approaches in molecular biology are helping in developing high yielding, disease resistant domestic animals and agricultural crops. Techniques in molecular biology are evolving very fast and also the existing techniques get adapted for new applications. Many researchers in the field of biomedical, agriculture sciences (including animal sciences) and life sciences need an exposure to keep abreast of developments in molecular biology for increasing their understanding of their own field. Areas related to animal health and productivity, medicines and health, agriculture, forestry, horticulture, aquaculture, poultry and food industry will derive the benefits of Molecular biology techniques. The course is basically a hand on training where the trainees are expected to learn by performing the experiments. Whole gamut of molecular biology techniques are covered from basic to advance. The trainees are encouraged to learn the techniques which they need to learn. 3. Language The programme is conducted in English. 7. 10.1 Adequate knowledge of English is necessary for effective participation. 10.2 Between 25-45 years of age. 10.3 Minimum of 5 years of working experience. 10.3 Government officials who are involved in Medical, Agriculture, Veterinary and Biological sciences with appropriate position in research, teaching and R&D. 11. Fellowship The scholarship award will cover: A return air ticket on economy class Training costs Board and lodging Airport Transfers in India 12. Attire All participants are required to dress appropriately during the workshop and the study visit. 13. Member Country Nominations Each member country is requested to nominate up to 3 candidates by completing the Colombo Plan Application Form. The duly completed nomination forms should be forwarded no later than 10 January 2017 to the Colombo Plan Secretariat to the following address: The Secretary General Colombo Plan Secretariat 31 Wijerama Road, Colombo 07, Sri Lanka.
