ABOUT THE DEPARTMENT The Community Services Agency (CSA) provides a broad range of social services to the community. CSA is comprised of over 1,100 employees and has an annual operating budget of over $371 million. CSA partners with County government agencies and numerous community based organizations to create culturally responsive and accessible services. Over 308,000 residents receive services through CSA. The Agency is organized into four Divisions: (1) Adult, Child, and Family Services Division (ACFSD); (2) StanWORKs Division; (3) Finance and Operations; and (4) Administration. ABOUT THE POSITION Under the direction of the Agency Director, the Assistant Director plans, organizes, and administers the daily operations of the StanWORKs Division. The StanWORKs Division administers multiple public assistance and employment services including: CalWorks, Medi-Cal, CalFresh, Welfare to Work, General Assistance, Refugee Services, Child Care, etc. These services focus on access to nutritional food and health care, personal responsibility, employment and self-sufficiency. Customer activities include participation in job preparation, placement services, work experience, employment activities, vocational training and education, mental health, substance abuse, literacy, housing assistance and other identified community services. The Assistant Director is a leader in the community and a key member of the CSA Executive Team. As a member of the Executive Team the Assistant Director(s) coordinate and lead overall Agency functions including labor relations and policy direction/implementation.

ABOUT THE POSITION TYPICAL TASKS Plan, organize, direct, and manage the functions and programs of the StanWORKs Division; Review and analyze legislation, regulations and directives to determine their impact on program goals and objectives, program administration and the community; Develop plans and policies for implementing legislation, regulations and directives within the framework of broad guidelines established by the Director; Develop and carry out program evaluation to determine whether goal and objectives are being met and to anticipate the need for new or modified services; Coordinate audits and program reviews; Develop and implement corrective actions as needed to assure high quality of performance within the Division; Plan, develop and monitor the Division's budget; Negotiate and monitor contracted services; Confer with representatives of the State Department of Social Services and with other State and Federal agencies regarding policy and operational matters; Act as Director during the Director's absence; Direct planning of staff development activities, including training, recruitment, and evaluation; Represent the Agency in contacts with the public, community organizations and other government entities; Make presentations before the Board of Supervisors as directed by the Director, in addition to making presentations to public and private groups regarding the Community Service Agency's programs; Direct grant application activity and Requests for Proposals issued from the StanWORKs Division; and Participate in labor relations activities, including negotiations, meet and confer sessions, and general meetings on issues related to the StanWORKs Division. KNOWLEDGE Personal Responsibility and Work Opportunity Reconciliation Act of 1996, SB1043, AB98, AB109, the Affordable Care Act, and other related legislation; Public social services administration; Personnel management, supervision and training; Public policy and regulation governing the operations of public social services; Public and private agency community resources; Budget preparation and monitoring; Statewide Automated Welfare Systems (SAWS), MEDs, CalHEERs, and other related systems; and Social services evaluation methods. SKILLS/ABILITIES Plan, motivate, organize and direct the work of others; develop short and long term goals, objectives, action plans, and performance measurements; Evaluate legislation and regulations guiding the operations of the agency, interpret laws that apply to the various programs and develop corresponding operational policies and procedures; Evaluate trends and innovations in social services policies; Communicate effectively, work cooperatively with other employees, community partners, and the general public; Utilize and interpret data pertinent to program operations; Evaluate organizational problems, resolve conflicts, and respond appropriately to complaints and concerns; Maintain confidential information in accordance with legal standards and County regulations; and Prepare and review budgets, grants, allocations, and contracts.

STANISLAUS COUNTY MINIMUM QUALIFICATIONS EDUCATION Graduation from an accredited four-year college or university with major coursework preferably in social work, public or business administration, or a related field. A college or university that issues an equivalent degree under California Education Code Section 94319.2 is acceptable (Qualified management experience may be substituted on a year for year basis). Proof of education may be required for verification purposes after the eligible list has been established as part of the selection interview process. Proof of education (transcripts and/or degree) may be attached at the time of online application submission if available. EXPERIENCE Possess at least four (4) years management experience in California public social service agency OR Possess at least four (4) years experience in a management capacity in a large public or private organization performing work as described in typical tasks DESIRABLE QUALIFICATIONS The strongest candidates will possess a graduate degree in a human services or management related field and will have an employment history that reflects knowledge of direct customer services and progressive responsibility, including managerial experience. Experience working in culturally diverse communities will be highly valued. Experience working with community partners that created new service approaches and opportunities to disadvantaged customers is also valued. LICENSE Applicants may be required to possess and maintain a valid California Driver's License and remain free from repeated preventable accidents.

CLASSIFICATION INFORMATION Unless otherwise provided, this position is part of the Unclassified Service of the County and is considered at-will and is designated Management for labor relations purposes. Incumbents are also subject to overtime, standby, callback, weekend, holiday and shift assignments. The individual selected will participate in the Stanislaus County Pay-for-Performance program, as well as receive additional benefits.
