Oxfam 2020 Polynesia/Micronesia Cluster Country Director Job Description COUNTRY DIRECTOR JOB DESCRIPTION Reporting to Location Staff reporting to this post Pacific Regional Director Suva, Fiji Program Manager and possible program team members Total Workforce Approximately 4 Annual Budget TBA (in development) Date November 2016 Job Purpose To contribute to and implement Oxfam s Global Strategy, by providing vision and strategic direction to all of Oxfam s work in the Polynesia/Micronesia cluster. This includes Oxfam s humanitarian responses, long term development program design and implementation, advocacy and policy and influencing. The role is responsible and accountable for the strategic direction and effective management of the cluster program, ensuring development, continued improvement in quality and impact of programs and effective financial and human resource management in line with Oxfam policy. The Country Director will be responsible, with support from change groups and the Regional Director, to implement the Oxfam 2020 Vision in the cluster area. This aims to create a stronger Oxfam that is globally coordinated and relevant in every country in which we work. This will involve planning, developing and implementing the vision so that Oxfam in the Pacific will become increasingly independent and driven by local stakeholders and interests. Context Oxfam in the Polynesia/Micronesia cluster is part of the Oxfam in the Pacific regional structure within the global Oxfam confederation. Through our confederation, Oxfam works together with partners and local communities in more than 90 countries. Around the globe, Oxfam works to find practical, innovative ways for people to lift themselves out of poverty and thrive. We save lives and help rebuild livelihoods when crisis strikes. And we campaign so that the voices of the poor influence the local and global decisions that affect them. In all we do, Oxfam works with partner organisations and alongside vulnerable women and men to end the injustices that cause poverty. In the Polynesia/Micronesia cluster we have current partner led programs in Tonga and Samoa. We have recently engaged in a scoping and planning process to explore potentially broader future programming in the area. Key Responsibilities and Accountabilities Accountability The position is accountable to the Pacific Regional Director, for the delivery, effective management (which includes budgets and plans), monitoring, evaluation and learning from the program. Strategy The role is responsible for developing the country strategic plan and contributes to regional level and organisational strategy.

Polynesia/Micronesia Cluster Country Director Position Description Provides strategic leadership and management of Oxfam s program in the Polynesia/Micronesia cluster including all development, advocacy, and humanitarian programming to maximise our influence and impact. Is a member of the Pacific Leadership Team that develops and has oversight of the implementation of Oxfam in the Pacific s strategic and operational plans. People Management Line manage cluster staff, ensuring staff are accountable for their actions and working practices. Champions good practice performance management and is ultimately responsible for the effective implementation and monitoring of the framework in country cluster. Ensure any staff in the country cluster are working in accordance with Oxfam s policies and procedures, including but not limited to the Code of Conduct, Performance Management, Security, Health and Safety and local legislation. Creates and supports an environment which results in strong partnerships, influence, knowledge sharing and innovation. A key part of this role is to take overall responsibility for talent management and development of Oxfam staff, paying particular attention transformational learning and opportunities for developing local leadership. Overall responsibility for staff safety, security and wellbeing. Public Engagement Takes the lead in representing Oxfam and the country/cluster program nationally and globally. Builds influential relationships and develops networks for effective change, both internally and externally, and is committed to maximising our influencing capability. Accountable for ensuring that appropriate tools and technology are in place to allow a strong flow of positive and consistent program content to influence and communicate with internal audiences and external stakeholders including but not limited to government, media, donors, non-governmental sector and supporters. Program and Delivery Work closely with partners in the cluster in order to develop and deliver high quality programs. Play an active role in drawing on learning from across Oxfam and external sources and sharing evidenced based learning with others. Ensures overall leadership of disaster preparedness, mitigation and management of humanitarian response activities for Oxfam Category 2 and Category 3 emergencies, consulting Oxfam s Global Humanitarian Team and other role players for advice and support. Access and use support services (HR, IT and Finance) for advice and support. Contribute to and maximise use of the Oxfam global knowledge networks to share strategic thinking and learning more widely as well as within the Country/Cluster Team to ensure that programming builds on learning and is evidence based, innovative and agile to respond to opportunities for change. Develop appropriate strategies to seek out and maintain funding sources. Ensures that gender analysis is applied to all phases of the program and that Oxfam staff and partner organisations have the capacity and commitment to promote gender equality within our respective organisations and across our program work. 3

Technical Skills, Experience & Knowledge Management and Leadership Proven track record of leading and motivating multi disciplinary, geographically remote teams and operations across a number of locations with a commitment to developing and promoting leadership amongst local staff. Significant senior leadership and management experience in the development and delivery of high quality program, influencing and humanitarian strategy, with and through partners or directly, in one or more challenging locations. Experience of managing complex change processes and relationships involving a wide range of both internal and external multi-cultural stakeholders across a variety of disciplines and geographical areas. A high degree of self awareness and an understanding of how to drive and support excellent team performance and individual development in line with Oxfam s values and policies. The ability to transfer knowledge and skills in effective and transformational ways. Representation and Communication Proven track record of success in representing an organization with partners, government agencies, private sector organizations, media and donors at senior level: nationally and globally. Proven track record of success in advocacy and influencing. Demonstrable experience of working with the media and an ability to represent the organisation in the media if required. Demonstrable ability to convey complex messages in an appropriate manner to broad and diverse audiences. Excellent written and verbal communication skills in English to motivate, influence and negotiate. Finance and Funding Ability to maximise fundraising from diverse institutions, both local and international. High level financial and asset management skills to steer and efficiently manage the operational and program budgets in the range of AUD 5 million and above. Risk Experience of managing security, risk and legal compliance within an INGO context. Proven track record of making sound judgements in uncertain and pressurised situations. Able to fulfil agreed standards in disaster preparedness, mitigation and management including humanitarian response activities for Oxfam Category 2 emergencies. Able to anticipate and manage risks that could threaten the organisations reputation, operational viability and security. Experience of crisis management and security management. Strategic Analytics Ability to manage the development of, and contribute to, the high level analysis of factors driving poverty, marginalization and vulnerability in developing country contexts. The ability to think politically understanding motivations, pressures, power dynamics and challenges faced by colleagues, partners, decision makers and other actors; and the ability to generate effective strategies to influence them.
