Role Purpose CA-Afghanistan programme is currently focusing on three specific impact areas, i.e. Gender equity, emergency humanitarian response, Violence to Peace. Programme Manage along with other programme colleagues will work on programme development under these thematic areas. This includes responsibility to conceptualise, design, support implementation though partners, monitoring, reporting, collaborate in resource generation, and co-ordinate with regional and international teams. Emergency Humanitarian response is one of the most engaging and resource intensive activities required in today s Afghanistan. Selected person is expected to take responsibility for development, management, and coordination of Christian Aid s humanitarian response strategy to an emergency situation/appeal in Afghanistan. She/ he will involve other team members in this work and also support others in completing their assignments. We aspire our interventions are majorly driven by local partner organisations. This role will therefore involve close co-ordination with partners in conducting assessments, making donor contacts, developing proposals, managing day to day implementation activities, coordinating with various units and departments within Christian AID. Key Outcomes Donor calls are well responded with support from staff and partners and risk reduction strategies in place. Provide extensive programmatic inputs to PIF colleagues for preparation of project proposals based on strong planning, monitoring and evaluation. Effective emergency projects and programmes delivered with high impact, in line with agreed aims and with funds used for designated purposes.
2 Emergency programmes supervised and managed successfully in compliance with minimum humanitarian standards and in line with Christian Aid financial policies and procedures. Relationships with civil society platforms, including UN clusters, are well maintained and improved. Communication with new donors started, representation of CA ideas and strategies to different organisations and partners are done through effective communication. Management of programme staff perform to a high standard and meeting their performance objectives. Strong linkages maintained between partners work and priority of overall response and fundraising activities in the UK and elsewhere. Emergency and disaster programmes managed and planned and handed over to country programme staff at the appropriate time. Establish linkages with other programmes working on Gender Issues, and from Violence to Peace issues through well thought out programming, advocacy and communications. Increased programme staff confidence and capability to engage with humanitarian emergency work. Maintain regular communication with CA-Humanitarian Department team. This includes information/ report sharing, communication document preparation, seeking advice on various issues including advocacy etc. Effective processes are in place to identify and share lessons learned on issues of emergency humanitarian response. Role Requirements Relationships (Key relationships, frequency of contact, purpose of contact (liaison/influencing/negotiating etc.) External The post holder represents Christian Aid at INGO/NGO coordination forums or donor meetings with or on behalf of the Afghanistan Country manager. Co-ordinates with partners that are responsible for the programme delivery and outcomes. Liaises with all donors, partners, Government Officials, INGOs, ACBAR, UN clusters. Contribute effectively at international forums. Internal Working closely with in Afghanistan s country programme team, REM and other colleagues in the Humanitarian division. The post-holder will have strong cross communication with colleagues working in other country programmes and regional levels experts; also maintain relationships with other departments and units, as well as partner organisations. Decision making The post holder should take all programmatic decisions in relation to purpose and outcomes of the role mentioned above, in consultation with CM. This may include suggestion on programmatic and administrative changes, partnership, preparation of proposals, reporting of donor and other CAID projects, agreement of necessary support to partners, monitoring and adjustment/correction in budget documents; also sharing of contract and compliance procedure with partners and country colleagues. Expected to make direct contribution to improve performance, whether through own area of work or participation in cross-disciplinary project. Decisions will range from recruitment to day to day line management to ensuring team performance around Christian Aids strategic focus, and programmatic impacts. Analytical skills The post holder should have clear idea about conducting multi-layered context and emergency assessments, analyse strengths and weaknesses of various partners, synthesise budget figures and see how that fits with programme priorities. She/ he needs
3 to exhibit ability to collect data from appropriate source and analyse it to create meaningful report to be shared both internally and externally. Recommendations and decision on highly complex work that relates both to own area of work and activities with cross-functional implications. Risk assessment and innovations are important parts of developing solutions. Interventions on complex specialist/ technical issues linked to emergency humanitarian response will require ability to interpret large amounts of M&E data, output/ outcome trends. Managerial judgments, operational decisions, and troubleshooting will depend on the same. Developing self and others Emergency Programme Manager is expected to work independently with limited supervision from CM and REM on programme design, delivery, resource generation, providing leadership and influencing strategies within the region and ensuring upholding of humanitarian standards and principles by Christian Aid staff and partners. S/he is expected to work closely with all team members, adapting to changing priorities, also contributing to an organizational culture of collaboration, accountability, clear communication and compliance. May need to take extra pressure, at times, in order to respond to emergency situations. S/he will take responsibility for developing, coaching and motivating colleagues/project team members. Provide management support and supervision to a number of technical staff Person Specification. Applied skills/knowledge and expertise (Extent/type of knowledge, skills and experience required, extent to which a source of expertise to others. Maybe a professional qualification but may be skills and knowledge gained through experience) Essential Experience and expert working in protection, emergency humanitarian, and gender equity projects and conflict transformation, peacebuilding programme. Minimum 5 years of experience managing initiatives international, regional or national level: Degree or equivalent in relevant technical discipline, which is accepted at international or regional level. Knowledge and experience of emergency relief, rehabilitation and recovery programme issues, in south Asian countries, including Afghanistan. Knowledge of global development issues, including policy and advocacy topics and familiarity with emergency problems relevant to country or region. Knowledge of the political, social and economic context of the region and the development issues and challenges it faces. Knowledge of capacity building tools and techniques. Knowledge of Sphere and Red Cross Code of Conduct, awareness of CHS. Professional experience living and working in a disaster affected country. Experience of strategic planning and management of large and complex budgets. Relevant experience of emergency project/programme management working with and through local partners. Experience on networking, contributing in UN-clusters, public speaking and/or working with the media. Experience of programme designing, proposal development, relationship building, working in team setting, and distance management of project team. Desirable Relevant post graduate degree in development or humanitarian discipline.
