Administered by CaliforniaVolunteers and sponsored by the Corporation for National and Community Service. 2017-2018 AmeriCorps Resiliency Corps Program Information & Application Recognizing the need for communities throughout California to strengthen their disaster and emergency preparedness, OneOC, with the support of CaliforniaVolunteers and Corporation for National and Community Service, has developed a new AmeriCorps program called Resiliency Corps. OneOC is a nonprofit resource center based in Orange County, and our mission is accelerating nonprofit success. We provide volunteer, training, consulting, and fiscal sponsorship services for nonprofits to help them become as efficient and effective as they are passionate about their missions. w, one of our newest programs is the AmeriCorps Resiliency Corps. AmeriCorps, known as the Domestic Peace Corps, is a state and national program that places volunteers in nonprofits, schools, and community organizations to meet community needs throughout the nation. Resiliency Corps places AmeriCorps Fellows throughout California to help organizations (also known as Site Partners) prepare themselves for disaster. In times of emergency, it is crucial these organizations are prepared to continue serving its communities and most vulnerable populations. This is where an AmeriCorps Resiliency Corps Fellow can help. Disasters can happen to anyone at anytime, so it is crucial organizations are prepared. To prepare Site Partners, Resiliency Corps Fellows will expand their capacity to respond to emergencies by developing a comprehensive disaster plan, strengthening partnership networks, and recruiting volunteers to meet program and disaster preparedness needs. Site Partner Eligibility As a potential Site Partner, your eligibility to receive a Resiliency Corps Fellow depends on the following: Be a 501(c)3 nonprofit or educational organization (e.g., a school). Provide the required program fee towards recruiting, placing, and hosting a Fellow. Do not use Fellows to displace any paid employee providing similar services, or to displace any current volunteers providing similar services. Do not offer any additional salaries or wages to AmeriCorps Fellows by the partner site. Certify that you are a Drug-Free workplace and must be in compliance with the requirements of federal grant recipients under Section 5153 through 5158 of the Anti-Drug Abuse Act of 1988. Serviced offered by your organization must be offered without regards to a client s age, religion, disability, political affiliation, veteran status, gender, sexual orientation, gender identity, race, ethnicity, or national origin. Site Partner Requirements and Responsibilities If you apply and are selected to be a Site Partner, you will be expected to: Commit to the goals and purpose of AmeriCorps and Resiliency Corps by developing an AmeriCorps member so they grow professionally and can successfully complete their service term and by providing meaningful and relevant work to your Resiliency Corps Fellow that aligns with program purpose and goals. Commit financially to the program by submitting the required program fee mentioned in your Memorandum of Understanding (MOU). Assist OneOC in recruiting for your AmeriCorps Fellow. This includes posting the position within the agency; referring interested parties; conducting interviews; and participating in final selection of the AmeriCorps Fellow(s). Provide your AmeriCorps Fellow(s) with an orientation and any agency-specific training they will need to carry out their assigned tasks as well as orient staff about AmeriCorps and the roles and responsibilities of any member assigned to the agency before the member begins. Designate an appropriate paid supervisor to act as Site Supervisor. This Supervisor will supervise the AmeriCorps member s day-to-day performance. This will include guiding the member to complete the tasks outlined on the Goal Planner (an individual work plan that will be provided by OneOC); conducting weekly or bi-weekly in-person supervision meetings with the member; approving the member s time sheets, and completing the member evaluations. It would be helpful if this staff person is familiar with your volunteer and/or disaster preparedness policies. This supervisor must also authorize and clear a NSOPW, DOJ, and FBI background check. Support the work of the AmeriCorps member with appropriate management and infrastructure practices that ensure the adequate implementation of appropriate volunteer and disaster program infrastructure and systems. This infrastructure includes volunteer tracking systems and building of new business partnerships. Schedule the AmeriCorps member in accordance to their service term. The member s schedule must allow for the member to complete their hours of service before the AmeriCorps end date. An AmeriCorps Resiliency Corps member may not be scheduled to serve more than 12 hours in any one day, unless an exception is granted by OneOC. Site Partner Application Page 2 of 9

Provide a reasonably comfortable service environment to the AmeriCorps member with a personal workspace that has access to a computer, Internet, and phone as well as supply the member with any resources and tools needed to perform their service effectively. Allow the AmeriCorps member to attend all AmeriCorps Resiliency Corps sponsored events, trainings, and service projects. This includes regular meetings with the OneOC and online trainings. Maintain service records and documentation, especially monthly reports and timesheets completed by the Fellow and signed by the supervisor, and assign at least one paid staff member to participate in AmeriCorps Resiliency Corps surveys, assessments, and progress reports when needed. Maintain volunteer tracking data, including sign-in and sign-out records, to include all volunteers recruited by the AmeriCorps member and recorded on the member s monthly reports. This volunteer tracking data must be kept for 7 years. In the case of a program audit, OneOC may require more detailed copies of these records. Adhere to all submission deadlines for reports mentioned above, set by OneOC, in order to ensure timely reporting to the program sponsor. Commit to open and regular communications between the site supervisor, AmeriCorps Fellow, and OneOC, especially incidents regarding member performance and notifying OneOC within 24 hours of any problems with the member s performance, including failure to report to the site, unprofessional behavior, etc. Resiliency Corps Program Options Depending on your disaster resiliency needs, OneOC is offering three types of AmeriCorps Fellow positions to Site Partners. Each option includes how many hours an AmeriCorps Fellow is required to serve at the site, the benefits the site will receive for hosting the AmeriCorps Fellow, and the program fee associated with each option. A Resiliency Corps Fellow that will serve full-time and complete at least 1700 hours. A Resiliency Corps Fellow that will serve part-time and complete at least 675 hours. 4: DISASTER RESILIENCY INFORMATION For this section we would like to learn more about disaster preparedness at your site. Explain your organization s familiarity with disaster preparedness and resilience. Do you have any disaster preparedness initiatives, continuity of operations plans, emergency plans, etc.? Does your organization currently utilize any ongoing or disaster cadre volunteers (group of internal and community volunteers to help in a time of emergency)? Please fill out the attached Disaster Resiliency Assessment. Read the instructions on the document and complete the first column labeled Initial. This document will help us assess your disaster resilience needs. 5: VOLUNTEER PROGRAM INFORMATION Resiliency Corps relies on volunteers to help execute disaster protocols and procedures developed by the Resiliency Corps Fellow. This section is to help us assess your volunteer capacity and learn more about your volunteer program. Does your organization have a volunteer coordinator? Is the organization able to track individual volunteers and hours served? 6: ADMINISTRATIVE, FINANCIAL, AND PROGRAM SUPPORT In this section, we would like to learn more about the administrative, financial, and program support systems you have at your organization. This is to learn more about your capacity to host an AmeriCorps member. How many AmeriCorps Resiliency Corps Fellows would you like for the 2017-2018 Service Term? You can have up to two Resiliency Corps Fellows at your site. 1700-Hour Member: 1 2 900-Hour Member: 1 2 675-Hour Member: 1 2 Is the organization able to provide the required program fee associated with the type and number of AmeriCorps Fellow(s) selected above? The Resiliency Corps Program is seeking site partners that will commit to participate in the program for 2017-2018. Partners agree to support the development of disaster resiliency, volunteer infrastructure and the work of the AmeriCorps member during this time. AmeriCorps member service activities should not duplicate the routine functions of employees and cannot include those of displaced employees. Please describe how the AmeriCorps member position is different from any current or previous employee functions. 7: POSITION DESCRIPTION By completing the template provided on the next page, a position description will be developed for your organization s requested AmeriCorps member. This is also an educative tool to help us in understanding what you expect from your AmeriCorps member. This position description must detail the activities you anticipate your member executing throughout the term of service and the qualifications for this position. Expand Local Preparedness Networks by strengthening partnerships and community capacity in order to make disaster response and recovery a collaborative effort between the host organization and civic groups. Fundraise to acquire a range of resources (both monetary and in-kind donations) to support the disaster resiliency program. Support long-term recovery and sustainability by increasing organizational capacity to more easily support clients, and effectively respond and recover from disaster events.
