BACKGROUND of The TWINNING PROGRAM 1. The twinning program is part of Network of Asian River Basin Organizations (NARBO) activities. Based on Agreement of Exchange of Personnel on Twinning Program between JWA, DGWR, PJT I and PJT II that was signed on 29 th, November 2004.

THE OBJECTIVE To strengthen each side s capacity on Integrated Water Resources Management through continuous sharing of information and experience

WORKING PLAN of The 2006 TWINNING PROGRAM To promote the improvement system of sharing experiences for Water Resources Management and Technology by the close collaboration of practitioners of both. 4 JWA Staffs visited Indonesia from May 14 th to 25 th 2006. 4 dispatched Indonesian NARBO visited JWA fom June 11st June 25th, 2006. The Twinning Program designed to establish the capacity development system for RBOs in practical water resources management and technology. th,

ACTIVITIES of The 2006 TWINNING PROGRAM Presentation of the current situation of IWRM in Indonesia by the Indonesian NARBO, followed by the discussion. Preparation of Establishment plan of Dissemination Unit for Water Resources Management and Technology (DUWRMT). Field trip on Water Resores Facilities that managed by the JWA, i.e. Tone Canal, Urayama Dam and Aichi Canal. Discussion and study on the guideline/instruction of Water Resources Management and Technology which were collected from the both countries (Japan and Indonesia)

OUTPUT of The 2006 TWINNING PROGRAM 1. Report on assessment of the current situation and capacity of IWRM in Indonesia. 2. Establishment plan of Dissemination Unit for Water Resources Management and Technology (DUWRMT) and its initial operation. 3. Empowerment plan of Research R Centre of River (RCR) and its initial operation 4. Empowerment plan of DUWRMD WRMT and its initial operation 5. Guideline for RBOs in practical water resources management 6. Texts, materials, syllabus and dissemination modules for RBOs training.

WORKING PLAN of The 2007 TWINNING PROGRAM The 2007 twinning program was conducted : August 7 th September 7 th, 2007. Japan Water Agency performed as a host and 3 Idonesian NARBO Staffs (PJT I and PJT II dispatched 2 staffs and 1 staff respectivelly) visited Japan. The information and experiences shared and discussed dealing with IWRM activities including the Water Resources Infrastructure Management.

ACTIVITIES of The 2007 TWINNING PROGRAM The Activities related with the topics were including work on: 1. INFORMATION SHARING AND DISCUSSION ON NON TECHNICAL ASPECTS of IWRM, such as: a. RBO s Scope of Works b. Funding : Budget Source of RBO c. Coordination among RBO/Agency/Ministries In charged on IWRM Activities in Japan. d. Human Resources Development of RBO e. Public Relation Activities of RBO

ACTIVITIES of The 2007 TWINNING PROGRAM Continued... The Activities related with the topics were including work on: 2. INFORMATION SHARING AND DISCUSSION ON TECHNICAL ASPECTS of IWRM and Followed By The FIELD VISIT, such as: a. Specific & Advanced Technologies Water Resources Infrstructures and Facilities Development, including: WR Infrstructures Technologies : Construction and O&M. Irrigation Canal Operation System Reservoir Operation System Dam Operation & Analysis, etc. b. Environmental Protection Technologies. c. Water Quality Management Activities and Its Technologies.

OUTPUT of The 2007 TWINNING PROGRAM 1. References & better understanding on Scope of Works of The RBO and their Stakeholders. 2. References & better understanding on Preparation procedures of Goals, Mid-Term and Annual Plan of The RBO, and its evaluation system. 3. References on Avanced Technologies / Methods of Water Resources Infrastructures Operation and Maintenance, such as Irrigation Canal System and Dam & Reservoar. 4. Recent Methods on Dam analysis and construction technologies. 5. References on Avanced Technologies of Environmental Protection and Water Quality Control Management and Its Technologies, etc.

CONCLUSION 1. DGRD, DGWR, PJT I and PJT II already reached the agreement of mutual cooperation regarding the implementation of the project. 2. Research Centre for River (RCR) in Solo city will support DUWRMT which is planned to set up there. RCR has accumulated river management data in Indonesia and the project staff will be able to use office space at RCR. 3. The GOI plan to develop DUWRMT as the centre of excellence in monsoon Asia in the future.

The delegates hope to create a follow-up programs based on The INFORMATION AND TECHNOLOGIES on IWRM in JAPAN for the possibility application IWRM in Indonesia, especially in the Brantas river basin (PJT I) and the Citarum river basin (PJT II) considering of the existing conditions. 5. Existing Twinning Program should be continued, and other new agreements on Twinning Program among NARBO members are highly expected. Thank You
