Oc to b e r 2012 Barling Bay Opens Shiloh Office By Barry Emerson & Mark Lynch On September 12 th, Barling Bay hosted a ribbon cutting ceremony and open house at our newest office location in Shiloh, Illinois. Shiloh is a relatively small town (13,000 residents) and is the closest residential area to Scott Air Force Base (AFB). It is a peaceful community with low crime rates and is very close (20 miles) to St. Louis, Missouri. Barling Bay s Shiloh Office was opened to support an increase of personnel supporting our work at Scott AFB. We provide systems engineering and integration support to United States Transportation Command (TRANSCOM) in support of multiple initiatives. We have been involved in the design and development of the Common Development Environment (CDE). TRANSCOM sees this as a key step towards how they want development done in the future. We are also providing JAVA developers in the existing Enterprise Integration Lab (EIL). This is the current on-site development environment which TRANSCOM has started the transformation of older stove pipe applications to the Corporate Services Vision (CSV). The Shiloh office also houses the Agile Specifications Teams (ASTs) which are currently gathering requirements for two specific operational areas. One team is focused on Dynamic Mission Re-Planning INSIDE THIS ISSUE WOMEN IN DEFENSE 2 ALFRED P. These teams have been highly successful in taking Agile techniques and applying them to the requirements gathering process. The ultimate goal of these initiatives is to provide better planning tools so the Air Mobility Command (AMC) can deliver a higher measure of fuel efficiency resulting in a significant cost reduction. Best Places to Work in South Carolina On October 4 th, Barling Bay was once again recognized as a winner of the Chamber of Commerce's "Best Places to Work in South Carolina." Barling Bay received this award in the small to medium sized business category, which consists of businesses with 15-249 full-time employees. The Best Places to Work initiative is designed to find and recognize the state's best employers. COO Mark Littlewood said, "We are very happy to once again receive this recognition. We are dedicated to supporting our employees and empowering them to them that Barling Bay continues to excel. The "Best Places to Work in South Carolina" project is a statewide program managed by the Best Companies Group. The program began in 2006 and has annually selected awardees in the small to medium business category and large business category.

Page 2 BEACON Barling Bay Sponsors Women In Defense Barling Bay is proud to be one of the sponsors for the South Carolina Palmetto Chapter of Women in Defense (WID). Goals of the WID organization include: networking and professional development, opportunities to promote the role of women in national defense and security, support to military service members, and encourage partnerships between the local contractor community and military personnel at Joint Base Charleston & Department of Homeland Security. On August 4 th, WID honored 14 nominees and presented the 2012 Military Woman of the Year Award prior to the beginning of the River Dogs baseball game in Charleston, SC. The individual award was presented to Chief Petty Officer Stephanie Green, U.S. Navy. Chief Green joined the Navy in 1992. She has earned designation of Command Duty Officer, Master Correction Specialist and was recently honored in Denver, CO as the Navy s Best of the Best, Corrections Officer of the Year 2012. Chief Green has been awarded the Navy & Marine Corps Achievement Medal (five awards), Good Conduct Medal (six awards), Humanitarian Service Medal, Military Outstanding Volunteer Service Medal and many other various campaign citations. Alfred P. Sloan Award Recipient Barling Bay was among top organizations across the Nation that received a 2012 Alfred P. Sloan Award. The award commends the promotion of flexible workplace practices that take into consideration the unique and changing needs of their people. An example of a flexible workplace policy would be allowing employees to work from home when a child is sick. We are proud to be recognized for thinking outside of the box. We ve long recognized that rigid, one-size fits all policies can exclude talent and reduce productivity and continue to take steps to foster and support a culture where our professionals perform their best- a perfect complement to our Engineer s Agile mindset. Barling Bay on Winning Pillar Team In July, Amee Bay, LLC teamed with Barling Bay and others, was awarded one of the first Pillar contracts by Space & Naval Warfare Systems Center Atlantic (SPAWAR LANT). The contract, Production Installation & In-Service Support (PII) requires support for design, acquisition, integration, testing, and configuration management of C5ISR capabilities on submarines, with a specific focus on life cycle support of systems integrated within or in support of the subsurface and surface platforms, both afloat and shore based. We are proud to be a member of this winning team and look forward to providing support to Amee Bay & SPAWAR LANT.

BEACON Page 3 President s Letter By Dan Jenrich The past few months have offered many positive changes within Barling Bay. As an outcome of our strategic sessions in May & June of this year, we gained the information necessary to make some tough decisions. The most difficult challenge was that of our organizational structure and leadership makeup. As a result of our strategic efforts and comparing our structure and internal resources to other companies within industry, we have made the following changes; (1) Transitioned from a flat, competency aligned organization, to one that is more structurally aligned. This provides the ownership for individual tasks, specific leadership oversight with responsibility and a more defined growth path for career progression. Project specific personnel will report directly to their respective project lead and ultimate Portfolio Manager. (2) Removed Vice President positions and established Directors of: Innovation & Client Services (Brad Smith) Business Development & Marketing Support Services (Elizabeth Stober) Operations (Jim Hoisington). (3) Established Portfolio Managers (Barry Emerson, Claire Allen, Lawrence Armstrong & Pam Miller) for specific customer focus markets. Tom Ruff retains title of Manager of Technical Resources in support of the requirements performed by the Portfolio Managers. All report to the Director of Operations. (4) Established a Business Development & Marketing Support Services Division. Under the direction of the Director of Business Development & Marketing Support Services, fall the responsibilities of cultivating and educating resources with the tasks of Capture Management, Proposal Management, and Marketing Services. (5) The Innovation & Client Services Director will have the resources of Project Controls, Budget and Financial Analysis under his/her direction. By capitalizing on these resources this Director s responsibility is to develop tools, processes and metrics, which will be deployed business wide in order to aid in managing accountability and leadership at multiple levels. Overall these actions are expected to provide the tools necessary to support individual and corporate accountability, refine and improve our financial performance, empower our personnel to make decisions based on leadership expectations and budgetary constraints, provide career growth opportunities for our employees and assist us in diversifying our services and customer base. The opening of our Shiloh Office is a perfect example of customer diversification. Our presence in Shiloh, IL will allow us to expand our service delivery at Scott Air Force Base and align with new customers, and business partners, prime and sub alike. We will focus our resources to help manage our existing work, while developing a managed data repository to support business development initiatives and proposal preparation activities, past performance tracking and capabilities responses. Our overall goal is to become more cost competitive while continuing to provide exceptional quality service to our customers while capturing our story for repetitive presentation to a diversified number of agencies, thus expanding our offered services and revenue base. Barling Bay has an established business base with great customer and partner relationships in Charleston, SC. As we continue to grow, we need to become more diverse at a global level. That said, we will not lose sight of what has made us great in Charleston. We will continue to stay involved with and support our local community organizations. Page 4 BEACON Innovation & Client Services Chief Technology Officer (CTO) Business Development & Marketing Support Services Mr. Brad Smith brings 14 years of experience in the IT industry; spanning hardware applications and support to software design and architecture, as well as design and integration of multiple platforms and management solutions. Over the past six years, he has been, and continues to be an integral influence on Barling Bay s program organizational growth as Chief Technology Officer. Brad brings a strong talent to the organization in the areas of financial and program analysis. He is charged with developing and deploying managerial tools across the organization that support leadership accountability. His challenge is to ensure that client, contracting and the Barling Bay resources deployed to support projects are meeting or exceeding service delivery expectations. This is achieved in concert with the Director of Operations & Director of Business Development and others. Operations Mr. James Hoisington, a member of Barling Bay for over two years, Mr. Hoisington brings more than 20 years of experience in Operations Management; 12 of those years he served as Director of Operations. In that position, he has demonstrated excellence in the development and implementation of strategy, processes and systems, leading to enhancement of profitability while maintaining regulatory compliance, customer service satisfaction and overall product quality. His leadership has spanned extensive work in government contracting and in private industry and will be a source of strength in the development, consolidation and services delivery within operations business units. Ms. Elizabeth Stober brings 16 years of direct business development experience enhancing our areas of Capture Management, Price to Win methodologies, Opportunity Portfolio Management and Proposal Strategy and Management. Throughout her career, she has developed firm longlasting broad spectrum client relationships in each DoD branch as well as with Departments of State, Justice & Energy. She is a founding member of Women in Defense as well as service on the Boards of Charleston Defense Contractors Association and as Vice President of the Armed Forces Communications and Electronics Association. Ms. Stober s diverse background, knowledge and relationships will help foster alternative revenue streams, while improving both proposal and capture management processes.
