Development of a Stormwater Management Plan for Phase II Small MS4s Insight and Innovation Ohio Water Environment Association 2016 Technical Conference & Expo June 29, 2016
Objective To create a Stormwater Management Plan A well laid out program to make administrating and reporting activities easier for staff Meets or exceeds the requirements of the third generation Small MS4 permit Best Management Practices fit with the community Best Management Practices are in line with current TMDL requirements of the MS4s receiving stream
The MS4 Coordinator Implementer of an unfunded mandate Oftentimes, a one-man team (with additional responsibilities outside of stormwater) Forgotten about until time to submit the annual report or Ohio EPA takes notice Needs assistance and support to implement a successful program.

Creates awareness of stream function to those who live closest to it. Stormwater informational booth at City s Spooktacular Very successful program in 2015. Targets residents which are the largest land use and percent population. Public education concerning application and disposal of pesticides, herbicides, and fertilizers, including the use of phosphorus-free alternatives Pond Maintenance Brochure Public education to commercial, industrial, and institutional businesses likely to have a significant impact to stormwater Provide information on earth-friendly fertilizing to residents, landscape companies, and golf courses. Explore co-hosting with a local gardening company a rain garden workshop Provide lawn care fact sheets to home owners Brochures distributed to those property owners and HOAs with a privately maintained stormwater pond Provide FOG educational material to commercial businesses Ohio EPA s Middle Scioto TSD lists nitrification/ eutrophication and pesticides as a target contaminant in the Indian Fork watersheds Input received from CSAC. Brings attention to the maintenance requirement of this frequently used BMP. The City has experienced issues with FOG in the storm sewer.
Public Involvement and Participation BEST MANAGEMENT PRACTICE TASK RATIONALE Involve the public in the development of the SWMP Provide copies of the draft and final SWMP to CSAC. Solicit comment on the draft Satisfies requirements of the NPDES MS4 permit. River Clean-Up Days Volunteers cleaning streams and stream banks in Dublin Successfully completed each year. Physically removes garbage from the River. Volunteer Water Quality sampling Begin water quality monitoring with local schools. Reaching out to Dublin s younger population. Will provide water quality data for the City s MS4. Stormwater survey on website Develop an online survey form for the citizens of Dublin to determine their awareness and opinion of stormwater and water quality issues. Advertise survey via social media and newspaper ad/story Successful in the past. Builds awareness of stormwater and water quality issues to the general public. Waterway workshop Streamside tour by waterways personnel on erosion and what can be done to maintain and/or restore it. Input received from CSAC. Creates awareness of erosion and what can be done to prevent it. Educates those who attend on what can be done to remedy/ restore banks already impacted by erosion.

Construction Site Stormwater Runoff Control Ohio EPA s 2014 audit: Standalone Sediment and Erosion Control Reports Implement a schedule for inspections Tracking system for violations
Post Construction Stormwater Management Review process for annual inspection of stormwater postconstruction BMPs for both public and private development projects. Responsibility for private facility maintenance falls to the property owner. If the post-construction stormwater BMP discharges into the MS4, the City will only inspect for verification purposes that the private property owner is maintaining their system. If the system is not being maintained, the City will notify the private property owner. Formalize the complaint tracking system for post-construction BMP related complaints and questions.
Reporting and Record Keeping Common theme through all MCMs Comprehensive records documenting compliance with all permit requirements must be kept Looking to integrate all records into one software program
Worthington - Redevelopment Incorporating Green Infrastructure Stream Corridor Protection Areas /Restoration of Floodplains Changes to City Code
Changes to City Code For the implementation of protection of environmentally sensitive areas The addition of clearer language: From the location of natural features and provisions To the location of Natural Features and provisions necessary to preserve and/or restore them to maintain the character of the surrounding neighborhood and community. In areas located near the Olentangy River, stormwater quality treatment requirements, downstream surface water protection, and stream corridor protection areas shall be designated, protected, and/or mitigated as required by Ohio EPA s Construction Site Storm Water in the Olentangy River Watershed General Permit or the City of Columbus Stormwater Drainage Manual, whichever the more stringent. Wetland areas shall be delineated and mitigated as required by the Clean Water Act Sections 401 and 404. A Flood Hazard Development Permit is required to be filed with the City for all work within the FEMA designated floodplain.
Changes to City Code Adding a specific building and/or parking setback for all areas bordering an environmentally sensitive area Requires clear definition of an environmentally sensitive area Example: a setback of 50 feet from the edge of FEMA s designated 100 year floodplain, or from the edge of any delineated wetland.
