Minnesota s State Implementation Plan What is in Minnesota s SIP? SIPs that were submitted by states to the EPA and acted upon by the EPA are listed in 40 CFR pt. 52. Minnesota s SIP is identified in 40 CFR 52, subp. Y. Since the SIP has changed considerably since its original submittal, and the CFR is updated only annually, some of the items listed in 40 CFR 52, subp. Y are obsolete and recent additions to the SIP may not be reflected. The MPCA s SIP coordinator can supply the current status of the SIP; SIP included documents can also be found on the EPA Web site at http://www.epa.gov/region5/air/sips/index.html. The original SIP submittal of January 28, 1972, was about 1.5 inches thick, but the many revisions made to the SIP over the years almost fill a filing cabinet. The bulk of Minnesota s SIP includes site specific emission limits as part of plans necessary to achieve and maintain the NAAQS. The SIP also includes state air quality rules necessary for supporting the air quality program and maintaining the NAAQS. R. pts. 7007.0050 1850) that were effective on October 18, 1993, are included in the SIP. The Registration Permit portions, except Option C, are also included in the SIP. Older rules regarding motor vehicles also remain as part of the SIP. Other rules are included as of EPA s 2011 approval of a 2008 submittal by MPCA.
