Job Description Post: Project Manager Band: 6 Location/Base: Responsible to: Main Contacts: Bury Town Centre Senior Programme Manager Bury Local Care Organisation Provider Alliance Job Summary The Project manager is a new role in the LCO Programme Management Office (PMO) designed to support the implementation and evaluation of the Local Care Organisations transformation programmes. Develop effective links with local stakeholders through relevant groups within partner organisations to influence service developments and advocate and deliver changes in models of care; Ensure that the structures in place to deliver the project including meetings arrangements are supported by agreed Terms of Reference, standard formats for meeting papers, and other underpinning documentation, are coherent, consistent with each other; Escalate any Project Management issues to the Programme Manager when necessary, offering a range of possible solutions to issues that have arisen; Highlight issues that need attention from the respective providers drawing attention to potential problems with proposed plans from the programme groups or projects; Maintain effective relationships with key partners, establishing productive working relationships with senior officers of the Provider organisations within the Alliance; Manage the relationship with the LCO Programme Management Office, identifying key requirements and delivering against deadlines; Produce regular highlight reports for the PMO and Programme Manager; Produce all project documentation such as Project Initiation Document, Project Workbook, Risk Register and Quality Impact Assessment; Plan and organise activities in relation to implementing the programme agenda, facilitating a multidisciplinary, multi-organisation and collaborative approach to project management.

Main Duties and Responsibilities Project Management To take lead responsibility and accountability for the management of several projects within the LCO Transformation Programme. Track and monitor project progress Provide reports, information and updates to Programme Manager and PMO on managed projects. Planning and Organisation Lead the implementation of the transformation projects for the LCO. To develop the project plans and review and update as required. Deliver against agreed objectives, achieving quality outcomes. Organise meetings or events and assist in the diary management requirements of individuals in connection with portfolio of work. Provide expert technical training to internal and external staff. Policy and Service Development: Propose changes to own projects, services, and initiative work, informing policy and making recommendations for more effective delivery. Contribute to the review and development of existing project information management systems and contribute to the development of an integrated approach to project management. Communication Skills Provides and receives complex information Persuade project boards and staff the importance of the project, negotiating with individuals on delivery Communicates sensitive information on project delivery through the PMO Presents to Project Board status updates Analytical and Judgemental Skills Undertake complex analyses and make judgements on complex facts Understand and interpret information gathered through the project to identify key milestones and risks, and provide resolution to problems and failures from a range of options to support the delivery to the required standards.

Physical Skills Required to be computer literate, with advanced keyboard skills, with the inputting of accurate data being essential. Possess strong IT literacy and numeracy skills and be an advanced user of MS Word, Excel and PowerPoint Freedom to Act Working under the guidance of the Programme Manager, the individual will lead on specific projects of work through directly managing and influencing the project teams. Mental and Emotional Effort Required There will be a combination of sitting, standing and walking activities. There will be a frequent requirement for prolonged concentration with an unpredictable work pattern when working with staff to identify and implement process and project changes, analysing information and producing reports. Working Conditions There will be a requirement to use VDU equipment on a regular basis, including the management of own electronic diary, emails and the production of papers and report. Frequent use of road transport to work across the sites. This job description is not exhaustive, but is intended to give an overall picture of the role. The post holder must comply with and support the development of the performance standards within the service/department to ensure the service is responsive to and meets the needs of its customers The post holder will be required to develop and maintain good working relationships with all patients, service users, staff, contractors and where appropriate, members of the public. All staff have a responsibility to promote the welfare of any child, young person or vulnerable adult they come into come into contact with and in cases where there are safeguarding concerns, to act upon them and protect the individual from harm. All staff should refer any safeguarding issues to their manager and escalate accordingly in line with the Trust Child and Adult Safeguarding Policies. All staff should familiarise themselves with the NICE Guidelines when to suspect child maltreatment 2009. Professional and Personal Development The post holder must ensure that they are aware of their responsibilities by attending the Trust Mandatory Training and Induction Programme The post holder will be involved in a formal IPDR/KSF review with his or her manager at least every 12 months. Once performance / training objectives

have been set, the staff member s progress will be reviewed on a regular basis, so that new objectives can be agreed and set, in order to maintain progress in the service delivery The post holder will be expected to take responsibility for their own professional development and will be supported by the Trust to achieve development opportunities as appropriate Confidentiality & Information Governance Confidentiality is of prime importance. In the normal course of duties, the post holder will have access to confidential documents and information relating to patients, service users, staff and contractors, as well as information of a commercially sensitive nature. Such information should not be communicated to anyone outside or inside the NHS unless done in the normal course of carrying out the duties of the post. Disciplinary action will be considered where a breach of confidence has been established All information obtained or held during the post-holders period of employment that relates to the business of the Trust and its service users and employees will remain the property of the Trust. Information may be subject to disclosure under legislation at the Trust s discretion and in line with national rules on exemption The post holder must maintain high standards of quality in corporate and clinical record keeping ensuring information is always recorded accurately, appropriately and kept up to date. The post holder must only access information, whether paper, electronic or in other media, which is authorised to them as part of their duties The post holder must ensure compliance with the Data Protection Act 1998 Health & Safety at Work The post holder is required to take reasonable care of the health and safety of themselves and other persons who may be affected by their acts or omissions at work and to co-operate with the Trust in adhering to statutory and departmental safety regulations. The post holder is responsible for ensuring that they do not intentionally or recklessly misuse or interfere with anything provided in the interests of health safety or welfare e.g. misuse of equipment The post holder is required to contribute to the control of risk and must report immediately, using the Trust Incident reporting system, any incident, accident or near miss involving patients, service users, carers, staff, contractors or members of the public All Trust sites have been designated a no smoking area. The post holder is therefore advised smoking is not permitted within the hospital premises or grounds or whilst representing the Trust in the course of their duty. While the Trust will not discriminate against employing smokers, all prospective employees should be aware of this policy

Infection Control Infection Prevention and Control is the responsibility of all Trust staff. All staff members have a responsibility to protect service users, visitors and employees against the risk of acquiring health care associated infections by consistently observing Trust Infection Prevention and Control Policies and procedures and best practice guidance in order to maintain high standards of Infection Prevention and Control.
