Job Purpose and Organizational Context The UNDP Junior Professional Officer (JPO) Programme: The UNDP JPO Programme equips outstanding young leaders with the skills and experience required to advance the Sustainable Development Goals (SDGs) and make a positive difference in the world. As a pathway into the world of development, the programme offers young professionals excellent exposure to multilateral cooperation and sustainable development while providing a valuable entry point into the UN system. During their assignments, JPOs benefit from the guidance of experienced UNDP staff members and are actively involved in supporting the design and implementation of UNDP s programs within UNDP s headquarters, regional or country offices. Job Purpose: Under the supervision of the Country Director and the Non-Resident Senior Economic Advisor, the Economics Analyst advises Senior Management on macro-economic policies and trends and relevant linkages to UNDP programmes. The Economics Analyst provides analysis for formulation of strategies and briefings to Senior Management. Under the supervision of the Country Director and the Non-Resident Senior Economic Advisor, the Economics Analyst works with Government and counterparts to identify alternative macro-economic policy options and to enhance the policy impact of UNDP projects and programmes. Reporting structure and partners The Economics Analyst reports directly to the UNDP Country Director and indirectly to the Non-Resident Senior Economic Advisor and maintains a network with colleagues from UNDP, UN agencies, IFIs, Government officials, multilateral and bilateral donors and civil society. 1

Supervision Name of Supervisor: Title of Supervisor: Martim Faria e Maya UNDP Country Director Content and methodology of supervision: As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities: Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO; Establishment of a work plan, with clear key results; Effective supervision through knowledge sharing and performance/development feedback throughout the assignment; Easy access to the supervisor; Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness; Guidance and advice in relation to learning and training opportunities within the field of expertise; Completion of the yearly UNDP Performance Management Document (PMD); If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties. III. Duties and Responsibilities and Output expectations 1. Provides advice and support to UNDP management, programmes and projects focusing on achievement of the following results: Tracking of economic data, provision of periodic analysis of economic and development issues and production of relevant reports aimed at promoting equitable economic growth and human development; Provision of analysis and substantive inputs to CCA, UNDAF, CPD, CPAP and other strategic documents; Provision of economic inputs to all relevant UNDP programmes and projects for aligning UNDP programmes with national policies and priorities; Analysis of economic environment and synthesis of proposals on possible areas for UNDP support to ensure that UNDP programmes are in line with national policies and priorities and are strategically positioned; Technical support to the coordination of the production and launch of economic reports, including National Human Development Reports and Sustainable Development Goals Reports. 2. Provides advice to UNDP and counterparts and facilitation of knowledge building focusing on achievement of the following results: Analysis of the country s macro-economic policies and their impact on poverty reduction, growth, equity, etc; Sound contributions to knowledge networks and communities of practice through identification of best practices and lessons learned; 2

Support to the management of the office in facilitation of policy dialogue on economic issues with the Government, private sector, civil society and donors; Provision of capacity building support on economic issues to office staff. 3. Ensures creation of strategic partnerships and support to resource mobilization focusing on achievement of the following results: Assistance to UNDP in resource mobilization by preparing analytical papers documentation for donor and consultative meetings; Analysis and research of information on donors; preparation of substantive briefs on possible areas of cooperation; Assistance in creation of strategic partnerships by preparing notes, speeches and statements for UNDP officials and consultative meetings. 4. Advocacy and promotion of awareness of UNDP s mandate and mission focusing on achievement of the following results: Advocacy for the Sustainable Development Goals, Human Development and equitable and sustainable economic growth by participating in relevant forums, conferences and trainings; Support to monitoring progress and formulation of strategies towards the achievement of the Sustainable Development Goals; Management of events and publications on economic issues. IV. relationships within the work unit and with internal and external clients. V. Recruitment Qualifications Education: Master s Degree or equivalent Advanced Degree in Economics. Experience: A minimum of two years of paid working experience in a relevant field, at the national or international level; Experience in research and policy-level analysis; Experience in the usage of computers and office software packages. Language Requirements: Fluency in English; Working knowledge of Portuguese. Other desirable education, languages and work experience: Experience in handling of web-based management systems and advanced programmes for statistical analysis of data and econometric tools. VI. Training and Learning As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities: Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide Other training and learning opportunities, as presented in the UNDP JPO Orientation Programme In addition, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office: All available courses in the Talent Development Centre. VII. Background Information Information on the receiving office: The Mozambique Country Office has developed a new integrated country programme covering the period 2017-2020 which is aligned with the five-year government plan (PQG) 2015-2019, the United Nations Development Assistance Framework (UNDAF) 2017-2020, the priorities of the UNDP Strategic Plan 2014-2017, and the Istanbul Programme of Action for least developed countries 2011-2020. For the implementation of the above mention country programme, the office has currently a task force of 43 staff members and personnel. The candidate selected for this JPO Programme will be integrated in the Economics and Policy Unit which is composed by a non-resident Economic and Policy Advisor and one National Economic Specialist.
