3 Content and methodology of supervision: Development of a workplan with clearly assigned tasks and responsibilities; weekly and as-necessary meetings/discussions to review progress of work, mid-year and end of year performance appraisal, etc. III. Duties, Responsibilities and Output Expectations The associate expert will work to strengthen OHCHRs engagement in humanitarian action, with a view to promoting the protection of human rights and will be responsible for the following: - Support desk officers and OHCHR field presences on OHCHR engagement in humanitarian action, including Strategic Response Plans, appeals, funding tools, and similar documents, advising on all stages and aspects of relevant processes. - Provide substantive input to geographic sections and Field Presences to ensure that a human rights based approach is integrated in humanitarian processes; - Ensuring that OHCHR field presences engagement in humanitarian planning and funding processes, apply internal and Inter-Agency Standing Committee (IASC) policy to appeals and funding mechanisms. - Working with relevant OHCHR Sections and Divisions as well as field presences to continually prepare for and improve OHCHRs engagement in humanitarian response. - Contributing to the development of OHCHR humanitarian planning and funding training programmes, tools and guidance, including on a human rights-based approach to humanitarian action. - Providing support to desk officers and Field Presences in reflecting their engagement in humanitarian action in OHCHR planning processes (e.g. reviewing country notes, work plans and budgets); - Contributing to the development of internal OHCHR guidance in this field and reviewing existing policies and strategies to ensure proper reflection and integration of OHCHR's engagement in humanitarian planning and financing processes (i.e. Country Notes guidelines; thematic strategies; Strategy Management Plan; Grants Processes; etc.); - Supporting OHCHRs engagement at the Inter Agency Standing Committee, the Emergency Directors Group and the Global Protection Cluster.; - Undertaking field missions, as necessary. - Providing other support to the ERS Humanitarian Action Unit as required. IV. Qualifications and Experience Education: Advanced university degree (Master's degree or equivalent) in human rights, law, political science, international relations, humanitarian affairs, social sciences or other subject relevant to humanitarian and peace-building planning, analysis and response. Work experience: A minimum of two years of experience at the international level in the field of human rights, humanitarian affairs, IDP assistance, crisis/emergency relief management, peacekeeping, development or other field relevant to humanitarian action are required. Field experience with international organisations in human rights and humanitarian action, peace-keeping or closely related field (as listed above) would be considered an asset. Direct experience in preparation of programmes, projects and fund-raising, including on policy development related to humanitarian action and/or human rights would also be considered an asset. 3
4 Languages: Fluency in English and a working knowledge of French would be highly desirable; Knowledge of another UN official language is an asset. Other skills: Computer skills, project development and management. UN competencies: PROFESSIONALISM: Solid knowledge of a wide range of humanitarian action and related human rights issues; conceptual and strategic analytical capacity, including ability to analyse and articulate the humanitarian and related human rights dimensions of complex issues; ability to identify related problems in their political, ethnic, racial, gender equality and socio-economic dimensions. Knowledge of institutional mandates of human rights and humanitarian organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights and humanitarian situation in the area of assignment. Problem solving skills and ability to use sound judgment in applying technical expertise to resolve complex issues/problems; ability to work under extreme pressure; shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations; takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. V. Learning Elements On completion of the assignment, the Associate Expert will have/be able to: Develop tools and methodologies, including presentations and training modules Integrate human rights programs in humanitarian processes Understand the relevance and added-value of human rights in humanitarian action. VI. Background Information The associate expert will be working with the Humanitarian Action Unit, one of three units that compose the Office s Peace Missions and Rapid Response Section, which is located in OHCHR s Field Operations and Technical Cooperation Division. The associate expert will work closely with the Unit s other staff as well as the broader section given its crisis response focus. In addition, the associate expert will work closely with geographic sections, in 4
5 particular country desk officers, and OHCHR field presences present in humanitarian situations. Whereas the Office has adopted a strategy on its engagement in humanitarian action and continues to increase its engagement in this field, specific expertise on humanitarian programming, project development and access to humanitarian funding mechanisms remains a serious gap that hinders OHCHR optimal engagement in humanitarian action. 5
