JOB DESCRIPTION Job Title Service Directorate Job Title of Line Manager Grade Monitoring and Control Officer Growth & Economy Economy, Transport & Environment Principal Enforcement & Monitoring Officer Scale 5 SO2 PURPOSE OF THE JOB To provide services which contribute effectively to the quality of life for the people of Cambridgeshire by supporting growth and the economy of the County. To provide professional and technical support and capacity to principal officers and managers within the Growth and Economy Service by proactively addressing any breaches of planning permission or noncompliance, impacting on County Council s duties as a Mineral and Waste Planning Authority. PRINCIPAL ACCOUNTABILITIES 1 Customer and Delivery Focus % Relative Importance 30% Contribute to the delivery of customer oriented services for the County Planning, Minerals and Waste team within the Growth and Economy Service as directed by the Service Plan. Deliver services and support which engage directly and appropriately with partners and consumers. Respond quickly to enforcement complaints and communicate clearly and appropriately with different audiences. Monitor and report on minerals and waste sites and make recommendations to lead officers in relation to improvements required. 2 Service & Expertise 20% Provide technical expertise for the Growth and Economy Service in relation to monitoring minerals and waste sites and responding to breaches of planning according to the duties of the Council. Provide support and guidance in relation to Growth and Economy Service, as appropriate and deal with enquiries that require specific knowledge and expertise. Maintain knowledge and contribute to regional and local developments relating to the business area in order to ensure effective service delivery.
Provide updates to lead officers and the team on emerging issues resulting from surveys and assessments of waste and mineral sites. Highlight any concerns relating to breaches of planning or waste and mineral sites to lead officers. 3 Partnership working and co-operative working 15% Work with a range of stakeholders in order to deliver an effective enforcement service. Work effectively in internal and external partnerships and with a range of stakeholders including other authorities and key organisations in Cambridgeshire in order to enhance the effectiveness and efficiency of service delivery. Actively support engagement with local organisations, elected members and parish councils to address unresolved cases of unauthorised development to ensure a mutual understanding is developed. 4 Project work 15% As required, contribute to the delivery of projects through compiling reports, reviewing old mineral sites, developing efficient IT systems and implementing monitoring programmes. Support project work to ensure that objectives are delivered within required quality, time and budget targets. Inspire people to contribute to corporate projects in order to see the delivery of better outcomes. Ensure value for money outcomes are achieved. Prepare and take enforcement case through to a planning appeal and/or court where prosecution is necessary. 5 Advice and Support 10% Provide advice to customers, colleagues and key stakeholders in relation to the duties of the Council as the Mineral and Waste Planning Authority. 6 Communications and Liaison 10% Liaise with both internal and external stakeholders. Support effective communications between the County Planning, Minerals and Waste team and its customers, partners and key stakeholders Contribute to the wider work of the Growth and Economy Service through participation in working groups, as appropriate. Ensure that any wider County Council issues encountered are fed back to the appropriate team.

Career Progression Criteria Monitoring and Control Officer Scale 5 S02 The following criteria are appropriate for this post. You must meet all the essential requirements in respect of qualifications, knowledge and experience, skills and attributes, for all the preceding grades in order to be appointed to, or progress to, the next grade. Where the requirement is to demonstrate particular experience, skills or attributes, evidence will be required comprising submission of a portfolio of supporting evidence followed by a review. FOR APPOINTMENT AT SCALE 5/6 1. Qualifications 2 A-Levels (or equivalent) or NVQ Level 2 (or equivalent experience) or Working toward a recognised qualification in land use planning Degree 2. Knowledge and Experience Experience of regulating mineral or waste sites (or similar complex activities) Experience of investigating reports of unauthorised development or activities how to deal with enquiries and investigate complaints a basic knowledge of the minerals or waste industry safe lone working practices Experience of regulating development under planning legislation 3. Qualifications A degree Degree in planning or post graduate planning qualification Recognised qualification in planning enforcement Eligible for technical membership of the Royal Town Planning Institute 2. Knowledge and Experience Experience of drafting and serving enforcement notices Experience if inspecting and regulating mineral and waste sites knowledge of legislation, procedures and practices relating to the investigation and resolution of breaches of planning control knowledge of legislation, procedures and practices relating to planning enforcement technical understanding of minerals and waste development the health and safety requirements at mineral and waste sites Experience of preparing and giving evidence in court or at a planning enforcement appeal. 3.
