Energy Star New Homes Homes must be 15% better than California Energy Code (however the higher you go the more points) Must be inspected by a CEC certified third party HERS Rater Ductwork must test out at 6% or less of total air flow (tight duct system) Thermal Bypass Checklist for Insulation 10
