Inside ICHCA Australia July 2010 (Online) Shoreside Training of Persons Involved With Packaged Dangerous Goods An important change in IMDG Code Amendment 34-08 relates to mandatory training requirements for shore-side staff involved in the preparation, handling and transportation of dangerous goods by sea. This revision affects all those involved in classifying, consigning, packaging, marking, declaring, documenting, container packing, handling and accepting DG. As ICHCA International has previously advised, everybody involved in the chain, including booking staff and planners, carry responsibility to be aware of and apply these important international rules. The mandatory requirement came into effect on 1 January 2010 and it is clear that the attitude that the maritime chain itself adopts is crucial. Furthermore, it is also clear that the maritime chain must play a part in making this new provision effective. The new mandatory requirements equally apply to port personnel and, therefore, members are encouraged to consider to what extent their staff is trained and to take steps to remedy if not fully complied with. However, the requirements also apply to those in the chain leading to the port. The IMO s Recommendations on the Safe Transport of Dangerous Cargoes in Ports calls this group Cargo Interests and it is the interests of the whole chain that these new training provisions are put into effect by this group. Accordingly, those ICHCA International members who deal with shippers, consignors and consolidators are encouraged to develop a simple strategy aimed at informing and, eventually, achieving the goal of the new requirement as far as its customers are concerned. AMSA recently amended Marine Order Part 41, the Australian legislation dealing with the carriage of dangerous goods by sea in Australia, to state, Each employer of persons engaged in any activity relating to the handling, packing, stowing and carriage of dangerous goods must ensure that every such employee receives training, including refresher training complying with Chapter 1.3 of the IMDG Code commensurate with his or her responsibilities. Some cargoes found not to be in compliance with the IMDG Code requirements after 1 January 2010 have been prevented from being loaded and AMSA has been issuing deficiency notices to untrained organisations and people requiring training completion within a very short timeframe. As you may be aware, AMSA has stated that while all personnel require training, personnel performing four function-specific roles require AMSA accredited training. The roles are: (a) pack dangerous goods in packages (b) load cargo into Cargo Transport Units (c) mark, label or placard dangerous goods (d) prepare and sign transport documents for dangerous goods. The Australian Maritime Safety Authority (AMSA) has listed on its website training courses for shore-side staff that meet its quality criteria. The Exis Technologies IMDG Code e-learning course has been accepted as fully covering all of the functions above, and is currently the only electronic IMDG Code training course to be listed on the AMSA website. The course is tailored to the IMDG Code requirements for both general awareness and function specific training. It has been developed by a dedicated team of specialists with the support of the industry and IMO and has been certified against the DNV (Det Norske Veritas) Standard for Certification of Learning Programmes. ICHCA International believes that where an organisation wishes to have staff members trained to accord with the IMDG Code, the Exis Technologies package should be considered. Furthermore, through its NGO status with IMO, all such training arranged through ICHCA International, and taken up with Exis, will be subject to a discount of 15% for ICHCA International members. Whatever training method is adopted, the new responsibilities to train relevant employees and to demonstrate that training has been achieved reach out to the originator of all packaged dangerous goods even the manufacturer and every shore side employer thereon in the chain. As the requirement is now in force, there is no time to be lost in ensuring everyone involved in moving such cargo internationally is aware and trained, or that training is being arranged. Graham Poll, former football referee, TV pundit and newspaper columnist will entertain guests with an after-lunch speech, then present all Award finalists and winners with their certificates and trophies. Poll is probably the best known and most experienced English referee of all time. A footballing legend with 26 years of experience, and a career that spanned 1,544 matches, he was regarded as one of the most prominent referees in the Premiership, often taking charge of the highest profile games. BIFA continues to seek entries for its annual Freight Service Awards competition, celebrating 22 years of recognising the best in the UK freight forwarding industry.
