Soviet Legacies: Industrial waste &obsolete pesticides Plant "Radical" (Kyiv) was one of ten chemical giants of the former Soviet Union. From 1996 2000 the plant "Radical became bankrupt. In 2000 the first reports about the tons of mercury spilled at the plant territory appeared. In 2003 the process of demercurization of the factory s territory has been started. Mercury was "absorbed literally into everything in the ground, concrete, wood and even metal construction Large amounts of hexachlorobenzene, or HCB an agricultural fungicide banned since 2004 by the Stockholm Convention were landfilled in Kalush (Western Ukraine) Trafficking of hazardous waste Acid tars dumped in Novy Rozdil, Lviv Region, Ukraine 2

In early 2000 about 3,000 tons of industrial waste under the guise of raw materials called "Premix" were exported to Ukraine and dumped in different places in Transcarpathian reg. In 2009 2010, the Premix" was sent to one of the EU countries for final disposal according to the Basel Convention 3

Municipal solid waste management is one of the major problems in Ukraine Ukraine produces 10 13 millions tons of municipal solid waste annually with recycling rates in the 3 8 percent range Most solid waste ends up in more than 6,000 landfills and dumps Area covered by the landfills and dumps is more than 9,000 ha 4

Addressing the challenges Policy and legislation the EU Ukraine Association Agreement signed in June 2014 (Annex XXX: 29 EU environmental Directives and Regulations) approximation of Ukraine s environmental legislation to the EU standards within the implementation of the Association Agreement for next decade Activities national and local international projects OSCE PROJECTS (UNDER ENVSEC) TO PREVENT ENVIRONMENTAL CRIMES AT THE BORDER (trafficking of hazardous and other waste) RESULTS IN 2008 2015: Conducted 10 workshops on preventing and detecting environmental crimes at border for environmental authorities, customs and border guards (Ukraine, Moldova, Belarus, Central Asia and Caucasus via OSCE Border Management Staff College (Dushanbe, Tajikistan) and GUAM. Conducted two TOT workshops and the new trainers have already conducted several training workshops (both self initiated and with the OSCE support). Developed a Manual for trainers on teaching prevention of env l crimes at border Introduced the course on prevention of env l crimes at border at several env l, border guards and customs capacity building institutions in Eastern Europe. 5

Developed and an e course on prevention of env l crimes at border Developed a waste collection for capacity building purposes Translated, adapted for Eastern Europe (Ukraine, Belarus, Moldova) and distributed Waste Watch cards (IMPEL TFS), a quick reference guide on waste transportation Translated and distributed Vital Waste Graphics 3 (by Basel Convention Secretariat) Translated and made available movies, on control of waste transportation You can clap with two hands only (by IMPEL TFS), on ODS Under the Counter and on pesticides Silent Snow Creating municipal system for handling waste household electronic and electrical equipment in Lviv with the experience of Lublin Implemented by the Lviv City Council (Ukraine) in partnership with NGO "Environmental Initiatives", Lviv (Ukraine) Municipality of Lublin (Poland) (CBC Programme Poland Belarus Ukraine 2007 2013) Overall goal of the project is to improve the state of the environment by reducing the negative impact of the household electronic and electrical equipment waste by 50% See more at http://www.pl by ua.eu/contract.php?id=31 6
