Therefre IPLOCA will encurage all member rganizatins t implement the mst efficient health and safety measures applicable t their activities. Measures shuld take int accunt client requirements, lcal and internatinal laws and regulatins, which shuld be supplemented by additinal activity related cntrls resulting in a practive management system mnitred, evaluated and imprved n a cntinual basis. INTRODUCTION IPLOCA prmtes t its members a zer incident/accident philsphy based n the adptin f a clear dcumented health and safety management system. This system shuld have as its basis the fllwing elements: Management cmmitment Planning Implementatin and applicatin Mnitring Analysis Actins System review Imprvement initiatives IPLOCA shall prmte the highest level f health and safety t all its members, require all members t designate a safety manager, encurage members t implement effective health and safety initiatives, and require its members t submit annual safety statistics. GUIDELINES FOR HEALTH AND SAFETY SYSTEM STRUCTURE Where health and safety are cncerned everyne is t a degree respnsible, health and safety is f utmst imprtance and must be fully integrated int all aspects f peratins. We must all strive t make the cnsideratin f health and safety issues paramunt thrughut all phases f wrk frm cnceptin t cmpletin. The develpment, implementatin and cnstant imprvement f an effective health and safety management system results in many measurable returns inclusive f: Increased client cnfidence Enhanced emplyee mrale Reduced prductin csts Imprved prductivity In rder that IPLOCA members may fully understand the level f implementatin suggested, the fllwing elements shuld frm the basis f all health and safety management systems: Management Cmmitment Management shuld indicate a clear cmmitment with regard t prvisin f adequate resurces t ensure achievement f bjectives and maximise the effectiveness f the health and safety system. Resurces shuld include a cmprehensive departmental structure and all necessary equipment, materials and infrmatin needed by said department. Management shuld be directly invlved in the implementatin, maintenance and the cntinual imprvement f the system. Management shuld endrse and fully supprt a clearly defined, dcumented, health and safety plicy, which indicates a high level f cmmitment. Management shuld ensure that a system f setting, mnitring and cntinually resetting bjectives is implemented at relevant levels. Objectives shuld be measurable, time-framed and realistic. Regular management reviews f the system shuld be cnducted t ensure the imprvement cycle. Management shuld lead by example therefre prmting a practive apprach. Management shuld ensure a high level f adherence, invlvement and cmmitment f all persnnel t the health and safety management system. Page 2 f 6 27.03.13

Planning The imprtance f planning with health and safety in mind cannt be verstressed. Every activity shuld be carefully evaluated and apprpriate health and safety measures intrduced t ensure ptimum perfrmance. Sme elements f planning include; The implementatin f a health and safety prgramme, which shuld define actins t be taken, time-frames, required resurces and respnsibilities and Frmulatin, cntrl, distributin and where required revisin f dcumented prcedures, methdlgies and instructins Hazard and risk assessment Emergency preparedness plan Prvisin f first aid / medical cverage Evaluatin and planning f welfare needs Identificatin f requirements The setting and mnitring f clear psitive bjectives/gals/targets. Implementatin and Applicatin The system shuld be dcumented, apprved, initiated and cmmunicated t all levels f staff and shuld cver all perceivable activities. Sme key elements t be cnsidered may include; Cmpetency Cmpetency requirements fr specific tasks shuld be identified. Where required, additinal training shuld be prpsed and cnducted t ensure persnnel are capable f perfrming in accrdance with requirements. Training Training shuld be planned, adequate resurces shuld be made available, and training shuld be evaluated fr effectiveness. Awareness All persnal shuld receive frequently infrmatin abut hazards and risks in their activities. Actin Actin can be defined as bth immediate actin and actin which is prpsed during peridic analysis prcess. Sme immediate actin wuld include; Actin t crrect nn-cnfrmance Preventive and crrective actins Actins recmmended in audit results Actin prpsed by incident investigatin Actin taken t meet changes in requirements Analysis Only thrugh a cmprehensive system f data gathering and analysis can the prime bjective f cntinually imprving the system be achieved. Data analysis is a key indicatr f the maturity and efficiency f any system. Therefre, a high level f imprtance shuld be emphasized with regard t the analysis, results and recmmended actin. Cmmunicatin The imprtance f cmmunicatin cannt be verstated. It is nt enugh t merely develp and distribute rules, regulatins, etc. It shuld be clearly indicated within the system that management will ensure that all relevant infrmatin is cmmunicated t all levels f persnnel. Care must be taken t cnfirm the levels f understanding due t specific difficulties encuntered in emplying a multinatinal wrkfrce. An efficient system f cmmunicatin includes many elements and is supprted by fllw-up and cnfirmatin activities. Reviews will be cmprehensive and, where pssible, cnducted by teams frmed frm all relevant levels. They shall be dcumented, and all prpsed and agreed actins cmmunicated t all levels. The bjectives f system reviews are t ensure that the system cmplies with and addresses cnstantly changing requirements bth external and internal. Imprvement Initiatives The verall bjective must be t cnstantly mnitr and imprve the management system. Therefre, every effrt shuld be made t slicit ideas/suggestins fr imprvement, invlve and mtivate persnnel at all levels and reward effrts. Due t the diversified nature f prjects/clients/lcatins specific peratinal/activity related cntrls have nt been addressed. Hwever these cntrls are recgnized as being f imprtance in the verall health and safety management system. Operatinal and/r specific activity related dcumentatin, prcedures/instructins shuld be frmulated, distributed and enfrced t assist in achieving ptimum perfrmance. Different circumstances will require different measures, therefre, a cmprehensive evaluatin f prject scpe shuld be undertaken t ensure all aspects are addressed. In additin, the prductin, distributin and implementatin f a management system shuld nt ever be deemed as cmplete.
