Intermodal transport performance quality standards prof. Ramunas Palsaitis Vilnius Gediminas Technical University Lithuania

Multimodal ITS Multimodal, intermodal, combined transport place in the IT system? Benefits of transport services?

System Webster s New World Dictionary System - a set or arrangement of things so related or connected as form, a unity or organic whole; System - a set of facts, principles, etc. classified or arranged in regular, orderly form so as to show a logic plan linking the various parts

Benefits for stakeholders in intermodal transport STAKEHOLDER (Inland) shipping companies Existing shippers Potential (new) shippers Railways Road haulage industry Forwarding industry Intermodal transport operators (MTO's) Authorities, policy makers (the society at large) EXPECTED BENEFITS Development of a new product and entering of new markets (earnings & employment). Lower transport costs, more transport opportunities/alternatives, greater reliability and safety. Better access to market, opening up of new markets, more transport opportunities/ alternatives, lower transport costs. A potential growth market and segments where competition with road transport can succeed. Improved economics, greater flexibility for crew operations (within constraints of prevailing driving and resting regulations). Greater range of transport opportunities/alternatives, lower costs (earnings & employment) Improved economics, more transport alternatives, lower costs (earnings & employment). Additional transport opportunities/alternatives, enabling limitation/ control of traffic congestion and dangers, emission of hazardous materials, and energy use. Increased competition, offering cost-effectiveness (and accelerated introduction of market principles).

After analyze of 30 documents multimodal transport quality criteria s were named as important. Information Rolling Stock Reliability Punctuality Lead-time After-sale service Av. capacity Safety, security Flexibility Documentation Frequency Handling time Liability Billing Accessibility Planning Responsibility Speed Source: VGTU, 2009 Criteria mentioned in documents 0 2 4 6 8 10 12

Main challenges to overcome Systematic approach to the ITS Co-ordination Proper information provision Operations and service standardisation Investments into infrastructure Competence Willingnes to create ITS 6

Altogether European Committee for standardization published 14 standards related to transport logistics services 6 standards are directly related with the intermodal transport

CEN/TC 320- Published standards (I) CEN/TR 14310:2002 Freight transportation services - Declaration and reporting of environmental performance in freight transport chains EN 12507:2005 Transportation services - Guidance notes on the application of EN ISO 9001:2000 to the road transportation, storage, distribution and railway goods industries EN 12798:2007 Transport Quality Management System - Road, Rail and Inland navigation transport - Quality management system requirements to supplement EN ISO 9001 for the transport of dangerous goods with regard to safety

CEN/TC 320- Published standards (II) EN 13011:2000 Transportation services - Good transport chains - System for declaration of performance conditions EN 13876:2002 Transport - Logistics and Services - Goods transport chains - Code of practice for the provision of cargo transport services EN 15696:2008 Self storage - Specification for self storage services

What reasons that standards are not implemented in any supply chain? Monopoly in the market? Professionl competence?

Professional competence The big logistics service providers have highly trained and educated professionals who can provide proper quality intermodal transport service. The biggest danger to the service quality can create small and medium size enterprises (SMEs ) if they will be incorporated into intermodal transportation process. One of the main reasons low SMEs managers professional competence.
