Volunteer Job Pack Job Title Social Accountability Advisor Country Lesotho Employer Skillshare Lesotho Duration 10 months Overall placement purpose and specific placement/ partner objectives: Job Purpose Through improved access to essential sexual reproductive services among the adolescents, the programme envisions that marginalised adolescent girls, disabled groups and Youth institutions from our working project areas will be empowered with knowledge and skills in social accountability, matters regarding their rights, policies, service delivery and quality of SRHR services delivered to them. This position is geared towards empowering the Youths, youth groups and the organisations with knowledge and skills on civic engagement with duty bearers and service providers for quality and timely service delivery. The social accountability expert role will therefore be to provide substantive technical input to project design on social accountability aspects of the programmes implemented by SKL through different donors. The Social accountability expert will work in close collaboration with the Project Manager; M&E and District coordinators provide expert inputs and mainstreaming social accountability interventions in all the program cycle. The Social accountability Advisor will contribute significantly in reviewing designs and proposals, of all SKL projects and development of appropriate indicators, and ensure gender and marginalized community concerns are adequately built in to the participatory programme implementation plans for all the projects implemented by SKL. The expert s primary responsibility is to carry out a detailed assessment on the gaps existing and barriers to effective social accountability engagement by the youths, youth groups and organisations to meaningfully engage the duty bearers and service providers. This will include thorough capacity analysis on the roles and responsibilities youths can play in accessing quality and timely health services for all the youths including the marginalised lines like the herd boys and disabled. She will have strong analytical skills in the area of expertise (Social accountability approaches ) and have a deep understanding of relevant government policies and how the status of their implementation among communities, youths, institutions and organisations in advancing the access to sexual reproductive health, livelihood and community perception and attitudes towards marginalised categories The Outcome of this assignment is that SKL will have strong youth programmes, structures and competent partners especially youths in matters regarding social accountability from the grass root to National levels. His/her main responsibilities of shall be the following: Essential Responsibilities Develop a social Accountability strategy for SKL share Lesotho to adopt for all its programme implementation. Develop tools and checklist for social accountability for SKL to consider in assessing and implementing of the social accountability projects/programs. Develop tailored trainings for SKL staff and partners on social accountability. Be part of the community trainings to share information and awareness on gender and social accountability. Train community level CBOs and youths and form a pool of community level trainers on Social accountability. Identify and document a pool of organisations and individuals in Lesotho that are involved in gender and social inclusion and have a data base Lead support to the acquisition of resources for World Vision s social accountability work, including; Page 4 Develop and work closely with various stakeholders including A&JC and GAM to implement a CVA grant acquisition plan. Pre-proposal scoping, positioning, and engagement and provide up to date landscaping information to RO/SO/NO. Technical support to proposal development, including technical review to ensure technical quality that incorporates strong evidence from practice and research. Capacity assessment report. Data base for pool of organisations and individuals involved in social inclusion and gender programs. Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability; Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of quality analysis for the project proposal; Excellent coordination skills and result oriented collaboration with colleagues especially for this case the national level consultants; Knowledge and understanding of Social Accountability and existing policies.

Keeps track of global data on CVA grants and represents internally to improve the efficiency and coordination of grant pipeline. Local advocacy team representative to the GAM advisory group. Represent CVA to donors and peers. Support face to face orientation of CVA internal /external. Support research and learning that informs WVs thought leadership and best practice on social accountability: Support establishment of new research partnerships and the implementation of existing ones including local advocacy point person for the CHNIS. Support interpretation of research findings for improved practice and external engagement. Identify research funding opportunities and work with SOs, NOs, and ROs to ensure high quality CVA research designs. Track emerging trends in social accountability and disseminate to the SALT and other stakeholders. Work with SOs, NOs, ROs and WVI to coordinate CVA research projects, identify new opportunities, and represent WV in important fora. Page 5

Lead the development of guidance for integration of CVA into additional sectors. Support / focal point for CVA champions in key sectors (WASH, FC, CP, R&L, VF). Global point person for the CVA database and supports the interpretation and use of database data. Explore other tech for CVA e.g. mobile apps, community video etc. Local Advocacy Interest Group & Social Accountability Leadership Team: Coordinate the LA Interest Group.
