Advertisement for Bids ROAD MAINTENANCE PROJECTS Notice is hereby given by the Town of Wascott, Douglas County, WI, that it will receive sealed bids for crack routing and sealing, chip seal coating, and striping on Town roads. Sealed bids must be received by Noon on Monday, May 10, 2010, at the Wascott Town Hall, 16362 S. Town Hall Road, Wascott, WI. INFORMATION FOR BIDDERS ROAD MAINTENANCE PROJECTS GENERAL Sealed bids must be received by Noon on Monday, May 10, 2010 at the Wascott Town Hall as stated in the public notice and advertisement for bids. Bids will be opened by the public works committee at a public meeting scheduled on Monday, May 10, 2010 at 1:00 p.m. Recommendations for contract awards will be presented to the Town Board on Tuesday, May 11, 2010 at 9:00 a.m. for final approval on the award of contract(s). Bids may be considered for acceptance for a period of 30 days after the bid opening. The bid must comply with all material requirements of the bid invitation and specifications. The Town reserves the right to reject any bid determined by the Town to be nonresponsive. The Town reserves the right to reject any or all bids or portions of bids as determined to be in the best interests of the Town of Wascott. INSURANCE Prior to beginning work, the contractor shall furnish and deliver to the Town Clerk a certificate of insurance for worker s compensation and an umbrella certificate of liability and property insurance in the minimum amount of three million dollars, and shall notify the Town Clerk immediately of any cancellation or change in insurance coverage. TRAFFIC CONTROL The contractor will be responsible for all temporary traffic control, including furnishing and maintaining all signs, flags, flag-persons, barricades and lights where required, to protect the safety of the traveling public, all in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) currently adopted by the Federal Highway Administration and the Wisconsin Department of Transportation supplement. All work will be done under traffic unless otherwise directed by the Town. CONTRACT AWARD The town board will make the award of the contract at a public meeting. A written notice of award will be given to the successful bidder. The bidder(s) are required to execute the public contract and furnish required certificates of insurance within ten (10) calendar days from the date of the notice of award. PAYMENT SCHEDULE Payment shall be made within 30 days of receipt of a properly completed invoice or receipt and acceptance of the property or service, or in accordance with the payment schedule specified in the public contract. Claims for payment shall be filed with the Town Clerk. 1

SPECIFICATIONS ROAD MAINTENANCE PROJECTS SCOPE OF CONTRACT: These specifications are divided into 5 sections. The Bidder may submit a bid on one or more sections. Bids may be awarded to one or more successful Bidders. Section 1 Specifications for crack sealing on designated town roads and parking areas (page 3-4) Section 2 Specifications for single chip seal on designated roads (pages 5-6) Section 3 Specifications for double chip seal over asphalt (pages 7-8) Section 4 Specifications for double chip seal over gravel (pages 9-10 Section 5 Specifications for striping on designated roads (page 11) Depending on the costs of the proposed projects and budget limitations, the Town of Wascott may need to eliminate some roads from a final contract. The Town reserves the right to withdraw roads or segments of a roadway prior to bid award. All work is to be completed on or before the date specified in each section. SPECIFICATIONS SECTION 1 CRACK ROUTING AND SEALING SCOPE OF WORK TO BE PERFORMED - A. The work shall consist of furnishing all materials, equipment and labor for routing, cleaning and sealing of cracks and longitudinal joints in asphalt pavement. B. Traffic control shall be provided by the contractor to maintain safety and allow access to property during construction. Contractor shall provide all flagging. C. All cracks and open joints must be routed and blown clean. The road surface shall also be blown clean of routed debris. A heat lance shall be used to dry and clean all cracks before the material is applied. All cracks shall be pressure filled by a wand application from the bottom up. They shall be slightly overfilled and squeegeed to create a 3 overband. The sealant shall be allowed to cure before opening to traffic. If necessary, the sealant may be dusted with fine sand or covered with tissue paper to prevent tracking. D. The sealant material must be a single component, hot pour petroleum based product and must meet the requirements of ASTM D3405 or ASTM D1190 with crumb rubber or equivalent. Sealant must have proven ability to remain flexible in winter conditions. Sealing shall only be done when weather conditions are dry and the pavement temperatures are above 40 F. Application must follow manufacturer temperature and weather recommendations. E. The equipment used for routing must be capable of cutting a uniform and consistent reservoir with vertical sides and flat bottom and capable of following straight or random cracks. The air compressor must be designed to prevent oil and water from entering the lines. F. Payment for crack routing and sealing shall be bid out lump sum per road. This shall be full compensation for routing, cleaning, drying cracks, blotting sealant, removing debris, flagging and furnishing all labor materials, equipment and incidentals necessary to complete the work. 3

SPECIFICATIONS SECTION 2 SINGLE CHIP SEAL OVER ASPHALT SCOPE OF WORK TO BE PERFORMED A. A chip seal coat shall be in conformance with section 475, WisDOT Standard Specifications. This item shall consist of supplying and placement of a single application asphalt seal coat with cover aggregate to a previously completed pavement surface. B. Immediately prior to applying the asphalt material, the existing surface shall be thoroughly cleaned of all loose material, dust, salt, vegetation and other objectionable material. Particular care shall be taken to thoroughly clean the outer pavement edges, ruts, dips and intersections. C. Chip seal restrictions Chip seal to be done not before May 15 th or after September 15 th. Pavement and air temperature shall be 60º F or higher. Relative humidity shall be less than 75 %. Chip seal shall not be placed during rain or fog or, if rain or is expected, before set time. D. The asphalt material used for the chip seal coat shall be compatible with cover aggregate, applied in uniform and sufficient quantity to seal the pavement surface and provide bond to the cover aggregate. The contractor shall have instrumentation and controls to monitor and alter the asphalt application rate and temperature. Asphalt material shall be applied in a single pass up to 24. The asphalt material to be furnished and applied shall be CRS-2 emulsion or equivalent. The asphalt shall be heated as specified by the manufacturer. The application rate for the chip seal shall be approximately 0.40 gallons per square yard or at a rate to ensure 70% embedment of the aggregate chip into the asphalt after the asphalt has cured and the road is open to traffic. E. The cover aggregate shall be a 5/16 100% fractured aggregate. The application rate shall be approximately 25 pounds per square yard. F. At the earliest practical time for the asphalt specified, the cover aggregate shall be applied uniformly over the asphalt material. The aggregate shall be immediately rolled with pneumatic tire rollers until thoroughly embedded in the asphalt material. G. Traffic control shall be provided by the contractor to maintain safety, minimize distress to the fresh asphalt seal coat and allow access to property during construction and curing. The asphalt material used for the chip seal coat shall be compatible with cover aggregate, applied in uniform and sufficient quantity to seal the pavement surface and provide bond to the cover aggregate.
