Himachal Pradesh Legislative Assembly (India s First - ever Paperless Assembly) Paperless Assembly Sessions Paperless House Committees e-constituency Management e-vidhan Joint effort of H.P. Legislative Assembly, MeitY, NIC and NICSI

The digital transformation of H.P. Legislative Assembly by implementing e-vidhan is a major Administrative Reform to augment faster and transparent governance. Hon ble Chief Minister, Himachal Pradesh, Shri Virbhadra Singh Launching the e-vidhan System on 04th August, 2014 e-vidhan, a sophisticated e-governance solution, fully automates the functioning of legislative assembly and significantly minimises paper usage with online communication. e-vidhan is a software suite of public website, secure website, house applications and mobile apps. Web-based Components:- Salient Features: Public Website (http://evidhan.nic.in) Secure Website (https://secure.evidhan.nic.in) Aadhar enabled Authentication Role based Authorization Bilingual and Unicode compliant Hosted at National Cloud (MeghRaj) and auto-syncing with Local Data Centre at H.P. Legislative Assembly Shimla Integration with SMS and e-mail Gateways Digital Signature 1. Paperless Assembly Sessions: The first Paperless Assembly Session was held in August 2014. No Manual Paper is received from the Government Departments and papers are laid online in the House using Touch Screen on the tables of Members. Dashboards for: Speaker, Ministers, MLAs, Administrative Secretaries, HODs, Nodal Officers and employees. Salient Features: Online submission of Questions/Notices by MLAs Online Processing of Questions/Notices Sending Questions/Notices online to the departments Receiving Replies online from Departments Online Papers Laying in the House Online System for Reporters Online issuance and Police Verification of Entry Passes The H.P. Legislative Assembly has become India s first ever high-tech Paperless Assembly by implementing e-vidhan system and automating the process involved in working of House including various House Committees, its Secretariat and managing Constituencies by respective Hon'ble Members. 2. Paperless Working of the House Committees: Paperless Working of the 15 House Committees was started in 2016. (Online correspondence between House Committees and the Government Departments). The MLAs participate in the online meeting of the House Committees. Dashboards for: Members of the House Committees, Administrative Secretaries, HODs, Nodal Officers and employees. Salient Features: Viewing meeting agenda and replies from departments w.r.t assurances, audit paras and questionnaire etc. 3. e-constituency Management: e-constituency Management was launched in Palampur Constituency in November 2016. Workshops was also held for the concerned MLA, Pradhans, Up-Pradhans and Departmental Heads/Nodal Offices in the Constituency. Dashboards for: MLA, SDM, Departmental Heads of Sub Divisional Level and Associated staff. Salient Features: Monitoring of Public Works, Grievances and Offices Sending messages to their constituents It is a matter of great pleasure that e-vidhan is a mission mode project of Government of India under Digital India Programme and the Himachal Pradesh Legislative Assembly has become the first ever hightech paperless assembly under this programme. Legislative Assembly in 2013, the National Informatics Centre (NIC), Government of India for providing continuous technical support for e-vidhan and the NICSI as implementing agency for e-vidhan. It is a result of collective and sustained efforts of its various stakeholders. Ravi Shankar Prasad, Hon ble Union Minister for Electronics & Information Technology taking demo Key Benefits/Advantages: Environment-friendly solution eliminates manual paper work with touch screens, video panels and e-voting Improved work efficiency with the elimination of redundant processes, streamlined process flows and reduced delay in the flow of information among stakeholders Auto-compilation of reports and queries Meticulous monitoring in the working of Vidhan Sabha and government departments Instant availability of data for analytical studies Digital Library provides access to assembly records such as debates, bills, speeches, questions and answers to scholars, media, legislatures and public Verbatim recording of house proceedings digitally with the facility to play audio and video from any time interval Generation of original reports, action taken reports and further action taken reports for laying in the assembly with e-vidhan for Himachal Pradesh Government 1. e-assembly Mobile App (Secure) Users: Speaker, Ministers, MLAs and Administrative Secretaries. Services Available: Access to all documents and replies related to Assembly Sessions and Meetings of the House Committees. Other services are MLA Amenities such as Salary/Bills Reimbursement etc. 2. e-constituency Mobile App (Secure) Users: MLA, SDM, Departmental Heads of Sub Divisional Level. Services Available: The MLA may monitor the status of any development work or welfare scheme sanctioned for the respective constituency. The physical and financial progress of the work may be monitored Panchayat wise including the pictorial progress. The MLA may analyse the problems/suggestions received from the constituents and if required may forward the matter to the Departmental Heads of Sub Divisional Level for necessary action and updating the status. The MLA may also view the sanctioned posts and currently posted employees in the Offices/Institutions in the respective constituency. 3. My MLA Mobile App (Public) Users: Constituents and Media. Services Available: The constituents may write to the respective MLA regarding their problems or suggestions and know the action taken online. They may also view the questions and notices raised by their respective MLA in the Legislative Assembly and replies from the departments. This app is also used by the media for retrieving the information related to Legislative Assembly. Legislative Assembly to study e-vidhan System and roll out the H.P. Model of e-vidhan in their States It gives me immense pleasure to know that the Himachal Pradesh Vidhan Sabha has become the first ever high-tech paperless State assembly and a role model to other state assemblies to follow this practice in their assemblies as well. This step of Himachal Pradesh Vidhan Sabha is a laudable in itself which is saving huge expenses of government on paper and un-necessary plying of vehicles during the assembly sessions. I hope the implementation of e-constituency management will prove a pragmatic step towards empowerment of MLAs using the information technology. I also congratulate NIC and NICSI for technical assistance in implementation of e-vidhan solution. During the session, e-notes may be sent between Hon ble Speaker and Secretary, Legislative Assembly. The Process of Paperless Legislative Assembly (e-vidhan) was initiated in 2014 and Sh. B.B.L. Butail, then Hon ble Speaker was the driving force behind the initiative who brought the necessary funds for e-vidhan project from the Ministry of Electronics and Information Technology, Government of India. It is a matter of great pride that H.P. Legislative Assembly has become the first ever high-tech Paperless Legislative Assembly in India. Using e-vidhan technology, the Hon ble Members may access instant information related to Assembly Session, House Committees and their respective constituency. e-vidhan is the necessity of the Legislatures to save time, money - Mukesh Agnihotri, Leader of Congress Legislature Party & Former Minister Himachal Pradesh and environment. It is a matter of great pleasure that e-vidhan System has been developed in the H.P. Legislative Assembly. With the digitization and operation of Paperless Assembly, the Hon ble Members have now more and easy access to the replies of questions and other documents received from various Government Departments and record of the H.P. Legislative Assembly. Remote learning is also possible in the Training Room through Video Conferencing. Hi-tech Training Room for Hon ble Minister, MLAs and All Government Employees I recommend to the Government of India to adopt the H.P. model of e-vidhan System under Digital India Programme and roll out in other Legislatures, so that other states of India may also get the benefits of e-vidhan solutions. I also appeal to the Ministry of the Parliamantary Affairs, Government of India to establish the proposed National e-vidhan Academy at Tapovan premises of H.P. Legislative Assembly as soon as possible.
