5 1.2 Why e- Government? 1) Why should we use e-government to make a better Government? - Because we can make a better society* through a better government. * Better Society is: efficient, effective, responsible, reliable, participatory, transparent. 2) Why is E-Government important? - Because we can promote good governance through e-government. * E-Government has become synonymous with elements of Good Governance such as efficiency, effectiveness, accountability and transparency. 3) Why is it more important to change the Government? - Because the government is the key decision-maker which affects the life of people, business, civil society, etc. The United Nations believes that e-government is integral to the socio-economic development of the peoples of the world. 5

7 1.4 We Need Cooperation Develop Independently or Through Cooperation? It is clear that we need a stronger global partnership to achieve the MDGs by the 2015 deadline. Secretary General Ban Ki-moon, Launch of MDG Gap Task Force, 20 Sept 2012 Taking into account the multifaceted nature of building the Information Society, effective cooperation among governments, private sector, civil society and the United Nations and other international organizations, according to their different roles and responsibilities and leveraging on their expertise, is essential. 13 3.1 North-South Cooperation ICT Development in Mongolia: Republic of Korea & Mongolia (since 2005) Two of the trend-setting policies implemented in Mongolia were initiated in collaboration with Republic of Korea: e-government Master Plan Study e-mongolia National Program Date Project in cooperation with Korea 2005 e-government Master Plan Study (egmp) 2005 E-Mongolia National Program e-customs: provided citizens with better services for import and export by building a computerized management customs clearance system. e-procurement: built a unified procurement window online by redesigning the existing procurement service to enhance efficiency and transparency in procurement. Passport Registration System: passport issuance system for fully-automatic photo-embedded passport with state-of-the-art security functions. Online service and e-participation have strongly increased since What has not changed: 1. Infrastructure level still remains low Special efforts need to be made on infrastructure development to unleash the potential of e-government in Mongolia. * e-participation index: how the government promotes interaction with citizens * human capital index: adult literacy rate and gross enrolment ratio * online service index: national website assessment * telecom infrastructure index: internet users, fixed telephone lines, mobile subscribers, fixed internet subscribers, fixed broadband facilities

15 3.2 South-South Cooperation Rising Together : India & Sri Lanka (since 2003) Since 2003 cooperation between India and Sri Lanka has continued in the following areas : e-government investment and trade in software products and services, infrastructure development capacity building, training and technical assistance in e-governance investments in joint-venture India also intends to: (i) provide technical & financial assistance to Sri Lanka in software development, spatial data acquisition and storage, and analysis in the area of marine resource management, and (ii) build redundant and backup facilities for its software development and business process outsourcing industries in Sri Lanka. North-South cooperation commitments must be met to advance development. With South-South cooperation expanding steadily, it is becoming an increasingly important complement to this. 16 3.3 North-North Cooperation Knowledge Sharing: Republic of Korea & Singapore (since 2010) 2010 Memorandum of Understanding (MOU) on e-government Cooperation 1) Promoted advancements in the delivery of e-government services in each country 2) Further enhanced e-government knowledge and experience by sharing with other Asian countries Areas of Cooperation: Collaborate on Projects in the area of e-government Support major workshops and conferences hosted by each country Exchange information, knowledge and experience South Korea and Singapore both share a common goal of delivering ever better services to citizens and businesses in its own country. We hope that such a collaboration will allow both countries to tap on each other's expertise and experiences to propel e-government service developments to an even higher level. 22 4.1 UNPOG s Role in G2G Cooperation UNPOG is Under DPADM/UNDESA, established in 2006 by an agreement between the United Nations and the Government of the Republic of Korea UNPOG s main activities consist of Capacity Development, Research & Policy Development, and Communications & Outreach. UNPOG s s Role in Assisting the Member States Facilitator Collaborating with key institutions in the developing region to provide opportunities to address emerging development issues Match-maker Promoting both North-South and South-South exchanges of good practices in e-governance and public administration Knowledge-worker Developing methodologies for effective adaptation of good practices via country-tailored e-government programmes
