Introduction / Background: In June 2016, the Board of Directors approved the Feed Africa Strategy (2016-2025) for African Agricultural Transformation, which currently guides the work of the African Development Bank s Agriculture & Agro - Industry Department (AHAI). Feed Africa is one of the Bank s High 5s operational priorities, a blueprint for African countries to embark on a course of sustainable transformation. The others are: Light up and Power Africa, Industrialize Africa, Integrate Africa and Improve the Quality of Life for the People of Africa. The Feed Africa strategy aims to end hunger and rural poverty in the next decade through self - sufficiency in 18 priority commodity value chains specific to the continent s agro - ecological zones. These objectives will be achieved through 7 mutually reinforcing enablers: increased productivity; value addition; increased investment in hard and soft infrastructure; an enabling agribusiness environment; capital flows; and inclusivity, sustainability and effective nutrition in the Bank s Regional Member Countries (RMCs). The Department comprises the Agribusiness Development and the Agriculture Research,
Production and Sustainability Divisions. The Vision of the Feed Africa Strategy is to transform African Agriculture into a competitive and inclusive agribusiness sector that creates wealth, improves lives and secures the environment. Feed Africa aims to transform African Agriculture into a globally competitive, inclusive and business-oriented sector that creates wealth, generates gainful employment, improves quality of life and secures the environment. Feed Africa focuses on promoting given agricultural commodity value chains along 8 priority investment areas: Rice self-sufficiency Cassava intensification Food security in the Sahel Transformation of the savannah Revitalization of tree plantation Promote horticulture Wheat in Africa Fish self-sufficiency The Agriculture and Agribusiness department wishes to recruit the services of a short-term consultant to mobilize private sector investment into Feed Africa for results and sustainability. 2. Objectives of the Assignment: The consultant will guide and inform the approach, design, and support to business development to mobilize private sector investments into Feed Africa and to promote nonsovereign operations by the Bank in the agriculture sector. He/she will be responsible for assessing, facilitating and building capacity on the policy and regulatory environment, institutional and financial ecosystem in order to establish and expand agribusiness activities in Regional member countries 3. Main activities and deliverables: The consultant will carry out the following tasks: Ø Scale-up and replicate innovative models to organize and aggregate farmers by supporting effective approaches to organizing farmers through farmer groups, cooperatives or other innovative ways; help to broker off-take agreements with large agricultural buyers in order to improve the value proposition of improved inputs for farmers with limited market access Ø Undertake a mapping and develop a pipeline of private sector organizations working along the priority value chains, which can be linked to the Bank s public sector projects currently being designed for 2018 and 2019; Ø Provide business advisory services to an initial small set of private sector companies in selected RMCs, who have expressed an interest in investing in the African Agricultural sector, on the above Ø Conduct rapid agricultural and trade policy assessments and make recommendations on improving the policy environment with respect to the private sector investors mentioned above
Ø Identify opportunities market, policy, financing, etc - in a sub-set of priority value chains of Feed Africa and work with existing or new agribusinesses to take advantage of those opportunities Ø Design innovative farmer extension and mechanization leasing models using effective private sector-led approaches to the provision of farmer extension services (input and machinery supplies). Ø Support value chain strengthening through structured finance in syndicate deals with commercial banks and other creditors (agricultural finance and innovative financing); Ø Establish agribusiness platforms at continental and commodity value chain levels at the respective regional members countries to crowd in private sector engagement and investment Ø Provide technical assistance to improve the capacity of agribusiness firms to link with suppliers, obtain financing, improve their products, and find markets/ investors. The Consultant will produce the following Reports: Inception Report Agribusiness focused Doing Business Report for a set of priority countries Technical Assistance Reports 4. Duration of the assignment: 6 months 5. Education and Experience required: The candidate must have at least a Masters degree in Agriculture, Agricultural economics or Agribusiness, preferably with a focus on private sector development. In addition, the candidate must have at least 15 years of professional experience specifically in facilitating private sector investments into the agricultural sector, of which at least 5 years experience must be directly linked to investments in Africa. The candidate must have demonstrated experience in and familiarity with the workings of government policy and regulatory frameworks. He/she must have good writing and communication skills in English. Previous experience working in a Multi- Lateral Development Bank would be an added advantage. 6.
