1 REQUEST FOR EXPRESSIONS OF INTEREST Individual Consultant African Development Bank Headquarters-Abidjan (Cote d Ivoire) Communication and External Relation Department- (PCER) Avenue Joseph Anoma 01 BP. 1387, Abidjan 01 Cote d Ivoire Title of the Assignment: Communication Consultant Brief Description: Provide support to the Regional Communication Unit Department issuing the request: PCER Place of Assignment: Tunis, Tunisia Duration of the Assignment: 6 months Tentative Date of Commencement: December 2017 Deadline for Applications: 17:00 noon GMT, December 5th 2017 Applications to be submitted to: TERMS OF REFERENCE COMMUNICATION SPECIALIST INTRODUCTION The African Development Bank Group is currently rolling out its communication plan for the implementation of its five development priorities, known as the High 5s Light up and power Africa, Feed Africa, Industrialize Africa, Integrate Africa, and improve the quality of life for the people of Africa. In that context and to reinforce the regional communication team in North Africa, the Communications and External Relations Department (PCER) is currently seeking an experienced Communication specialist for a period of six (6) months, starting immediately. The consultancy will be based in Tunis, Tunisia. OBJECTIVES OF THE ASSIGNMENT The main objective of the assignment is to assist the Communication and External Relations Department (PCER) to develop and implement a highly effective communication programme that will communicate the Bank s progress, achievements, results and impacts to its main stakeholders. The realization of the assignment is intended to make PCER communication approach more strategic, targeted and thus effective for (i) supporting its collaboration with RMC, development partners, NGOs, CSOs and the private sector and (ii) the production and dissemination of flagship knowledge products and best practices that will enhance the impact of the Bank s interventions.

2 SCOPE OF WORK The Consultant s scope of work will include, but is not limited to, the following: Event planning, branding, content writing, editing, proofreading, media outreach, donor and public relations, multimedia, social media, knowledge management, web management, support to country level fund-raising activities by effective advocacy and communication activities. More specifically: Website The Consultant will be responsible for writing and editing content for the web, for the Inside The Bank (the AfDB internal electronic newsletter). The Consultant will maintain and update the information provided on the North Africa Region in the AfDB website, and expand them as needed. Publications The Consultant will provide editorial support for the production and/or update of a wide range of publications (reports, fact sheets, leaflets, brochures, country briefs, etc.) and will ensure their quality, printing and dissemination. Responsibilities will include writing, editing, content management and proof reading in French or English. Drafting forewords and acknowledgements for reports may occasionally be needed. The Consultant will manage the various steps of the process leading to their final publication, from design to print. This involves reviewing format and layout to ensure that the manuscripts are print ready, and arranging for printing and publications in various formats (hardcopy, flash disk, etc.) as needed. Media Relations The Consultant will contribute to the management of media relations to ensure coverage of project approvals and signings. Generally, the Consultant will be asked to assist in inviting media to signing ceremonies, draft press releases and project briefs, respond to media enquiries, facilitate media interviews and monitor media coverage. Events The Consultant will help design, manage and roll out thematic events such as, but not limited to, seminars, meetings, roundtables, and participation to conferences and the AfDB Annual Meetings. This also involves branding these events. This may also include the preparation of documentation such as Concept Notes, meeting documents, articles etc., as needed by PCER. REPORTING LINE The consultant will be reporting to the Regional Communication Officer for North Africa. CONCRETE DELIVERABLES a) Implement and update a communication short term strategy and implementation plan (with milestones and indicators to measure performance) covering a rolling 6 month to one year period, b) Manage the North Africa webpage hosted on the AfDB website; c) Draft press releases as needed (e.g. achievements, recent news, meetings, etc); d) Produce content for AfDB communications channels (intranet, internet); e) Contribute to the design and management of Bank s North Africa presence at relevant regional meetings (e.g. AfDB Annual Meetings, etc.); f) Draft up to feature stories about Bank s North Africa action to media and partners; g) Produce materials such as flyers for events; h) Sort, index and archive publications, pictures and films acquired from Field Offices and other sources on an AfDB internal shared platform; i) Produce video clips on Bank s North Africa projects that can be shared on video platforms;

3 j) Edit and publish appropriately designed and branded reports and studies; and k) Provide effective and timely support to the Regional Communication office on other communication activities as may be determined. QUALIFICATIONS The assignment will be undertaken by an individual Consultant who meets the following criteria: l) Master s degree with a minimum of 3 years of professional experience in Communication, Journalism or Public Relations; m) Proven capability and experience in crafting and implementing communication strategies with an eye toward results-based management; n) Very strong communication and media relations skills in English and/or French; o) Ability to communicate and write effectively in French and/or English, with preferably a working knowledge of the other language. p) Proficiency in standard software such as Word, Excel, Power Point, InDesign, Illustrator, Photoshop; q) Working experience within multicultural teams and international organizations or companies and r) Knowledge of Africa and development issues ESTABLISHMENT OF THE SHORT LIST: A shortlist of three to six individual consultants will be established at the end of the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
